Dear Community ,


As I write this letter, we are just one week away from the beginning of a new school year. I hope everyone has had an enjoyable summer and has had a chance to spend time with family and friends to make some great memories.


Although we had a reduced meeting schedule for the summer, the NPSB of Directors  has still been busy. Some of the highlights are as follows:


At our Facilities & Operations Committee, we continue to update our lengthy Capital Project plan. We are wrapping up the renovation of Knapp Elementary School, a project which I am happy to report that despite the pandemic supply chain issues, has remained on schedule and on budget. The landscaping work still needs to be completed as well as some punch list items, but we’re looking forward to everyone having an opportunity to see the upgraded facility. 


Our Safe Schools Committee has been working on several projects, including a comprehensive safety & security program assessment with our School Safety Consultants, Margolis Healy. Margolis Healy is a nationally recognized school safety and security firm that we engaged in January to evaluate our existing safety, security and emergency preparedness practices at NPSD. I am happy to report that while there is always more work to be done and ways to improve, that NPSD did very well.  In addition, our Coordinator of Emergency Management & Safe Schools, Mr. Chris Doerr presented his annual report to the committee. Our Education/Curriculum/Instruction Committee had a presentation on the Homework Administration Regulation Review. This committee included 15 administrative team members. They conducted ten meetings to recognize the impact of student workload on their mental health and to assess the effectiveness of homework on student learning.  They presented their recommendations for revising the regulation to develop a clearer and more concise expectation of homework and they will continue to monitor and adjust as necessary. The start of the school year is always a hectic time with everyone getting  back into the swing of things, so I’d like to take this opportunity to remind everyone that all of our Board and Committee meetings are held virtually and are videotaped for later viewing. We encourage and welcome all those who wish to participate in these meetings. Our meeting schedule is posted on www.npenn.org.


On behalf of the board, I would like to give a huge shout out to two groups for the work they’ve done over the summer months: the School Nutrition Services (SNS) department and the NPSD Custodial staff.  SNS once again supported our community this summer with their free Meal Bundles. Too often school is the place where a child will receive their only meals of the day, so summer time can be a difficult time for these children. Our SNS Department recognizes this and has done a fantastic job, particularly over the last several years with the pandemic, making sure kids do not go hungry. 

(Please note: the federal USDA free lunch program has ended, so lunches will no longer be free for all students.  There is still the free and reduced lunch program for our qualifying students. Additionally, breakfast meals will continue to be free for all students for the 2022-2023 school year.

As for the custodial staff, I would like to thank them for all the cleaning, painting, repairing, and setting up of our schools – it is truly a herculean job every year to get our facilities ready for the upcoming school year, and we appreciate all their hard work!


Finally, while I am always optimistic at the beginning of a new year, I want to also be realistic about the fact that COVID is still a factor for us.  We have an updated Health & Safety plan 2022-23 Health and Safety Plan 8-18-22.pdf (sharpschool.com).  There may come a time, especially during the winter months, when cases tick up again, that we may experience staffing shortages or some of the other issues that we’ve had to deal with over the last two years. I ask that we please all remember to show each other some patience,  grace and support, if that does occur.

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.

Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube Channel.
How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

On Wednesday, August 17, 2022, the ECI committee met at 4:30 p.m. in a virtual format. 

 

At that meeting, an update regarding assessments for the 2022-23 school year and student travel were presented to the committee.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, July 25, 2022, in a virtual format.

Finance Committee

NPSD Educational Foundation

The Foundation has been busy this past month with its Build A Bag Backpack Drive and assembled and distributed hundreds of filled backpacks to our schools earlier today. I am extremely grateful for the individuals, businesses and groups who donated to this wonderful cause, the volunteers who helped put everything together, and the Office of School and Community Engagement for coordinating it all. We received more donations this year than ever before. 

 

Up next we have our 21st annual Golf Classic being held Tuesday, October 11th at Talamore Country Club. We are looking for players, sponsors and volunteers for this popular event which fills up quickly. I would also like to thank Independence Blue Cross who is our first premier sponsor of the year. 

 

Trustees are looking forward to the start of the school year and helping North Penn teachers put into action all of the grants approved this spring.

Policy Committee

The Policy Committee met on August 9, 2022 in a virtual format. At the meeting, the committee continued to review policies in the 800 series.  Policies on the agenda this month were:

Safe Schools Committee

The Safe Schools Committee met on Monday evening, July 25th.

 

Mr. Doerr and Coordinator of Transportation Mr. Dennis Ryan shared information about BusPatrol, an automated stop-arm enforcement technology designed to increase student safety. The system is quickly becoming popular amongst school districts in Pennsylvania, with several local districts already participating. A meeting is scheduled with local police chiefs and representatives from BusPatrol to review the steps required to bring the program to North Penn.

 

Mr. Doerr then reviewed the findings of the District-wide school safety and security program assessment performed by Margolis Healy and Associates this Spring. Board members were provided with the full 93 page report and briefed by Margolis Healy in executive session. An summary of the report is posted online for members of the public.

 

Mr. Doerr also reviewed his annual report to the Board of Directors including 21-22 school year data, notable projects, and goals for the future. The report is also posted for public review.

 

Finally Mr. Doerr provided details of Act 55 which was recently signed by Governor Wolf. Act 55 made modifications to the school code which specifically include additional training requirements for all staff, as well as grant funding for physical security and mental health projects.
