Dear North Penn Community, 


The school year is winding down and as we head toward the June finish line, the 2023-2024 proposed final budget has also been completed. The school board will vote on the final budget at its action meeting being held Thursday, June 22, at 7 pm at the ESC.


On behalf of the NPSB of Directors, I’d like to thank the administration for their diligence. It has been a months-long process, with administration pouring over every line item and making presentations and recommendations to the board for the upcoming school year. Their attention to detail and expertise has allowed us to end our fiscal year with a positive variance for the third year in a row. As always, all of the finance meetings are posted on NPTV’s YouTube for viewing at any time.


The proposed budget includes a 4.1 percent tax increase which is the Act 1 index. For all school districts, employee salaries and benefits make up the majority of our expenditures. We are proud that we continue to attract qualified candidates and retain our excellent staff while the nation faces an educator shortage. We also recognize that we need to remain competitive to sustain the standard of excellence in our outstanding district.


Additionally, we have a long list of Capital improvement projects, the most ambitious of which will be the renovation of the North Penn High School. Details of this project can be found here. Please be sure to check it out and tune into future committee meetings as we move forward. We are currently in the design phase of this multi-year project, with the hope of breaking ground in the summer of 2025.


Another major factor in the increased budget are unfunded/underfunded mandates from the federal and state governments, including Charter school funding and Special Education. In my February letter, I addressed the issue of charter school reform. 


In 1974, Congress passed the Individuals with Disabilities Act (IDEA), which rightfully guaranteed students with disabilities the right to an education. At the time, Congress committed to reimbursing public schools up to 40% of their expenses. The most that the federal government has reimbursed public schools is about half that. As school board directors, part of our job is advocacy. We continuously contact our state and federal representatives to advocate for increased funding and we encourage you to reach out to your representatives as well and ask them to increase the funding for special education that was promised over 40 years ago. 


Additionally, as allies for our students, educators and families must communicate well and trust that both are working toward the same goal: student safety and success. In recent years many North Penn families had front row seats in their child’s classrooms as they learned from home, seeing firsthand the expertise and tremendous work they do every day to reach each student. When miscommunications occur or when a student needs something new, it is the relationship between home and school that gives the student the best chance of success. To better equip our teachers and families to respond, the NPSB along with the administration has put into place several projects.


The NPSD Special Education Department has partnered with NPHS alumnus Ben Hartranft in supporting Autism Awareness during the month of April. We have also continued our collaboration with our Special Education Parents Alliance to support partnerships, inclusive events and advocacy within the community. Finally, we have reimagined the Cultural Proficiency and Equity committee by adding a fifth committee for structures and systems that will support universal design and inclusive practices as some of the forefront initiatives. Special education supervisors have joined each committee to provide an additional lens for students with disabilities. Looking forward, we are also providing a Special Education Orientation in the fall for new families to North Penn and the Special Education Process. 


There have been both challenges and accomplishments, but we’re almost finished with the 2022-2023 school year! On behalf of the NPSB of Directors, we hope everyone has a great final few weeks of school!

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.  

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

If you do not have access to zoom, please email your comments to _npschoolboard@npenn.org and it will be included in the board minutes.

Student Recognition

North Penn High School students who attend North Montco Technical Career Center were recognized at the Action meeting on May 18. Students were recognized who competed in Skills USA, HOSA, and the Greater Philadelphia Auto Technology Competition. Excellent job students!

Committee Reports
Education/Curriculum/Instruction Committee

The Education/Curriculum/Instruction Committee met on Tuesday, May 2nd. Mr. Jim Galante presented an update on the various aspects of the program at the Northbridge School and how it is helping students succeed. A tangible data point of its success is that it has exceeded its goal for student attendance this year at 87%. There was also a very brief update regarding Second Chance Learning and Authentic Assessment. In addition, the committee reviewed action items that included student travel and an ELA curriculum adoption for grades K to 6.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, March 27, 2023, in a virtual format.


The Committee reviewed the following item to be moved to this evening’s action meeting for the Board’s consideration.


  • A contract amendment to the Schrader Group’s design contract for the healthcare center


The Committee was presented and discussed informational items, including:


  • The High School’s ENACT Club presented information on the Green Building Council’s LEED certification for renovation and new construction 
  • Update on the 10 year Capital Project Plan

Finance Committee

At the May 9th, 2023, Finance Committee meeting the financial reports and budget transfers were reviewed in addition to the following items:

 

  • Melissa Froehlich discussed proposed legislation (SB180 and HB180) to provide free meals for all students in Pennsylvania. The resolution of support for the proposed legislation appeared on the action agenda.
  • Steve Skrocki reviewed the real estate tax installment plans and penalty amount. These appeared on the action agenda.
  •  Steve Skrocki reviewed the results of the dental insurance request for proposals. A contract with Delta Dental appeared on the action agenda.
  • Ronald Linke presented information about the School-Based Access Medicaid reimbursement program.  
  •  Steve Skrocki provided an overview of the gaming funds distribution for the 2023-24 fiscal year. The gaming funds are used for the homestead exemption for property tax relief. The exclusion amount for 2023-24 will be approximately $264 per eligible homestead/farmstead.
  • Ronald Linke reviewed the recommended vendor for the telephony audit. This contract appeared on the action agenda.
  •  Dr. Bauer discussed conducting a request for proposals for a referendum consultant for the possible high school project. This item appeared on the action agenda.
  •  Steve Skrocki reviewed the background regarding the proposed resolution dealing with small games of chance for booster groups. This item appeared on the action agenda for the softball boosters.

NPSD Educational Foundation

The Foundation last met in April at the Educational Services Center. I am pleased to announce that the Foundation approved its first ever Equity in Action Grants that will be available to all schools in the fall of 2023. These $1,000 grants will help schools create welcoming environments and provide programs and resources for all students and families.  

 

We also discussed our ongoing efforts to raise funding to brand Crawford Stadium. With more than half of the dollars raised you should start to see changes to the stadium soon. Thank you to those who have already contributed.


The grant committee will review about 40 grant proposals for the 2023-2024 school year. We have already approved up to $35,000 in funding. 


And finally, thank you to everyone who helped make our annual online auction our best yet. We raised more than $15,000 to help fund innovative projects in our schools.

Policy Committee

The Policy Committee met on Monday, April 24, 2023. Three policies that had been previously approved were presented with revisions recommended by PSBA. Those policies are Policy 218 - Student Discipline; Policy 220 - Student Expression/Dissemination of Materials; and Policy 227 - Controlled Substances/ Paraphernalia.

Safe Schools Committee

The Safe Schools Committee met on April 24, 2023. Mr. Rhone provided an update on the High School Student Safety Committee's first meeting. The high School Committee will holds its fine meeting of the 2022-2023 school year on Monday May 22, 2023 at 2:15pm. Mr. Rhone also provided an update on North Penn School District Behavioral Threat Assessment Training. BTA teams complete level one training online and level two training in person with Mr.Rhone instructing the training. The second round of level two training is May 18, 2023. Final Mr. Rhone shared that the ESC administrative team along with local emergency responders participated in a table top exercise for responding to an incident at one of the district schools. Mr. Rhone and team look forward to the next step in emergency preparation with the planning of a full scale exercise.
