In consideration of the health and safety of the school community, notice is hereby given that the NPSD Board of School Directors shall convene all meetings virtually until further notice.

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available at on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

How to Participate in Meetings
Public comment will be available using Zoom. For privacy purposes, a link to make public comment will be available on our website 30 minutes prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

Committee Reports
Education/Curriculum/Instruction (ECI) Committee
The ECI Committee met virtually on November 2, 2020.

2021-2022 Program of Studies Changes
NPSD Director of Curriculum and Equity Dr. D’Ana Waters, and NPSD Curriculum Supervisors Mrs. Rachel Earley and Dr. Sean Arney, presented changes being recommended for the secondary Program of Studies for the 2021-2022 school year. The changes include continuing the consolidation of levels for secondary grades. Specifically, in 2021-2022, the eighth grade courses of English and America in History I will be the next to be consolidated. Also, the level consolidation effort will include the high school science department where Topics in Chemistry-4.0 will be replaced by Practical Applications in Science-5.0. In addition, two courses will be added at the high school: Montgomery County Community College English 101, a dual enrollment course; and Spatial Computing, which is a capstone-style course that incorporates new, cutting edge technology in its curriculum. Finally, British Literature will become an elective semester course rather than the required 12th grade semester course that it currently is.

School Calendar - 2021-2022
NPSD Assistant Superintendent Dr. Todd Bauer presented the proposed school calendar for the 2021-2022 academic year. After some discussion, it was determined that additional research and discussions would be conducted to determine whether additional non-Judeo/Christian holidays could be included. If this can be accomplished, the school calendar would be more reflective of the diversity of the North Penn community.  

Act 80 Days - 2021-2022
All public schools in the state of Pennsylvania are required to place a minimum of 180 student days on their school calendars. However, school districts may opt to request that some days on the calendar be approved as Act 80 days by the Pennsylvania Department of Education. Typically, teacher in-service days are utilized when there is a need. Any days designated as Act 80 days can be used as student days. In the event of an emergency closure, any days designated as Act 80 days count as official student days despite students not being present.

Facilities and Operations Committee
The Facilities and Operations Committee met virtually on October 26, 2020.

The committee reviewed change order requests for Crawford Stadium, Knapp Elementary, and Montgomery Elementary projects.

The committee recommended the advertisement to publicly bid the purchase of plexiglass to fulfill requests for personal barriers.

The district’s construction manager, William Slawter of ICS, Dan Linski, NPSD Supervisor of Environmental and Custodial Operations, and Tom Schneider, NPSD Director of Facilities and Operation, provided an in-depth update of the Knapp Elementary and Crawford Stadium projects. The projects are well underway and progressing well.

Schneider and Linski provided an update on the Facilities and Operations reopening activities, and custodial cleaning and sanitizing protocols. The cleaning and sanitizing protocols are posted in the Facilities and Operations section of the district’s website.

Finance Committee
The Finance Committee met virtually on November 10, 2020.

2019-2020 Draft Audit Report Presentation
Representatives from Zelenkofske Axelrod LLC presented the 2019-2020 draft audit report. There were no findings or internal control concerns with the audit. The district used $3.2 million in fund balance during the year which was far less than the $6.7 million initial budget deficit. Of the $3.2 million use of fund balance, $2 million was the result of transferring money to the Capital Reserve Fund to address the 10-year capital plan. The district's ending fund balance as of June 30 was $38 million. The final audit report will be presented at the December Action Meeting.

Copier Bid Results
Kristen Johnson, NPSD Assistant Director of Business Administration, presented the bid results from the recent copier bid. Fraser AIS is the recommended vendor for a 5-year lease agreement.

2021-2022 Building Per-Pupil Budget Allocations
Johnson reviewed the per-pupil allocations for the upcoming fiscal year. The per-pupil amounts will be frozen at current year levels. Building budgets represent less than 1% of the total budget.

Tax Collector Compensation
Steve Skrocki, NPSD Chief Financial Officer, reviewed the tax collector compensation process. Compensation for tax collectors, who are elected every four years, may be established by school boards once every four years but no later than February 15 of the election year. Compensation may not be changed until four years thereafter. This item will be discussed again at the January Finance Committee meeting.

Assessment Appeal Update
Skrocki reviewed the status of property owner-initiated assessed appeal that were filed this year. The current revenue loss is $324,000 as a result of the appeals

NPSD Educational Foundation
The NPSD Educational Foundation Board of Trustees met virtually on November 4, 2020.

The Foundation is thrilled to report that the 19th annual golf outing was their most successful. They raised more than $31,000 through sponsorships, golfers and contests. This is by far the most profitable event in the history of the Foundation, and the organization is so grateful to those who supported its success.

The month-long U-Knight to Inspire Staff Giving Campaign also concluded. NPSD employees donated or pledged over $15,000 this year. As always, the Foundation thanks the support staff, teachers and administration for giving back to the Foundation this year.

The Foundation would also like to mention and thank their two Educational Improvement Tax Credit donations. Univest Bank, for the second year in a row, donated $30,000, while Waste Management donated $5,000. They also have been a donor for many years.

Upcoming development efforts include a holiday North Penn Strong clothing apparel sale, the staff tribute program and the Foundation's annual campaign. Everyone is encouraged to take a look at the giving options that support our students and staff.

The Foundation finally opened its grant process since being on hold since March 12. All staff is invited to submit ideas for innovative projects in our schools. Whether our students are learning from home or in school, the Foundation is here to support them. 

Finally, the Foundation approved another new Trustee, Ryan Weiss, to their board. A parent and business partner in North Penn, he is sure to be a great addition.

The next NPSD Educational Foundation Board of Trustees meeting will be held on December 2, 2020 at 3:00 pm.

Policy Committee
The Policy Committee met on November 10, 2020.

Continuing with review of the 200 Policy Series, which is student focused, the committee considered and discussed seven (7) policies. This is the third group of policies from the 200 series that has been reviewed. The content of these is drawn from the PA School Code as well as the policies, guidelines, and practices in place within NPSD. Also, the committee was given notice of intent to repeal policies that will be replaced by new policies.

Safe Schools Committee
The Safe Schools Committee met on October 26, 2020.

Chris Doerr, NPSD Coordinator of Emergency Management and Safe Schools, summarized several activities the Emergency Management & Safe Schools department conducted to prepare for the return of students. This included the testing of emergency systems, issuance of emergency drill guidance, student and staff ID production, and coordination with local emergency response agencies. 

Doerr also reviewed draft information about the grievance process for handling complaints against security officers. The committee commented on the importance of confidential reporting and recommended language be added to that effect. 

Doerr presented an overview of professional development work with security staff members. Activities from late 2019 through the end of 2021 were included and align with larger district professional development goals.

NPSD Superintendent Dr. Curt Dietrich described the key responsibilities of the covid-19 pandemic liaison designated by the district.

NPSD Assistant Superintendent Dr. Todd Bauer shared strategies being used to present a consistent message about health and safety expectations to staff and students. A video produced for the transportation department about bus ridership was shown as an example. Additional efforts are underway to provide this instruction to all students.

Dr. Bauer unveiled a data dashboard that has been developed to share North Penn School District covid-19 data with the community. This dashboard will be updated in real time as information is received by the district.​​​​​​​

Finally, Dr. Bauer described the availability of various data to inform the work of the safe schools committee. The committee requested that this item remain on the Safe Schools Committee agenda in the future.
