Letter to the Community

Dear Community ,


As we all are beginning to settle into the routine of a new school year, we are full of newfound determination knowing the many challenges we have overcome together over the last several years. As I reflect on the challenging situations we have navigated, I am left with a desire to continue to work with my neighbors to recommit efforts to support our school community. I hope you will join me, my fellow board members, and our district’s administrative team as we work to both tackle some much needed projects, but also plan and lay the groundwork for initiatives to ensure the future of our district. If there is one thing I have learned during my service to the school board is that projects and initiatives that seek to support 13,000+ students require a great deal of advance planning!


If anything, the COVID-19 pandemic has taught us the value of a strong school community, the tremendous worth of school personnel in the lives of our students, and the importance of supporting a well-maintained and safe school infrastructure. So that we are able to ensure that North Penn remains #NorthPennStrong for our current students and the students of tomorrow, we must all find ways to engage, invest, support and advocate - TOGETHER. The decisions impacting North Penn are taking place right now in Washington, Harrisburg, within the 7 local municipalities that comprise North Penn, and during school board meetings. We encourage you to tune in, turn out, ask questions and help us focus efforts and make sound investments that ensure the best for our students. Your engagement matters!


In October, we will celebrate the completion of the Knapp renovation project with a ribbon cutting ceremony on October 18th. This project truly encompasses the same idea of working together and staying engaged to ensure the best for our students as I mentioned above. It was a project that was both long-overdue and one where it took the collaboration of committed, engaged parents and school personnel working with the School Board and the administration to prioritize and drive the project to successful completion.  In addition, it was a project that was completed amist incredible challenges including supply chain disruptions and material shortages. The team at Knapp have my full respect and support while they worked to ensure the best for our students while juggling the impacts of teaching in a hybrid setting also while managing an active construction project. They personify the hashtag #NorthPennStrong and truly should serve as our role models as we look ahead to the initiative and projects we must undertake to ensure the future of our district. 


As we look forward to attending back to school nights, fall sporting events, and the Knights of Sound featuring our North Penn Marching Knights on Saturday, October 15th, we hope that you will work to find time in your busy schedules to remain engaged, invested, supportive and use your voice advocate for our school, our students, and our community. There has never been a time when you have been more needed!


Can I end with a P.S.? I cannot end this letter without acknowledging that our district has just supported the smooth transition of leadership as our well-respected and dedicated superintendent, Dr. Dietrich retired and we welcomed our new superintendent, Dr. Todd Bauer. Dr. Bauer has shared some amazing opportunities for parents and community members to come together for coffee and conversation. This is such an amazing opportunity to learn more about our new superintendent, his vision and hope for our district.

Meeting Information

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.  

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

If you do not have access to zoom, please email your comments to _npschoolboard@npenn.org and it will be included in the board minutes.

Committee Reports
Education/Curriculum/Instruction Committee

The ECI Committee met on Tuesday, September 13, 2022. During that meeting, Mrs. Megan McGee-Heim, Director of Special Education, presented a more in-depth description of the Special Education Plan for 2021 through 2024 than that which was reviewed at the committee's July meeting. The plan is aligned to the Vision for the district as well as to IDEA. In addition to supporting students in the least restrictive environment, the plan also focuses on inclusive practices, alternative and relevant discipline practices, partnering with parents and families, and professional development objectives. There are specific targets to be achieved during each year of the plan. 

 

The committee also reviewed two student trips.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, August 29, 2022, in a virtual format.

The Committee reviewed the following items to be moved to this evening’s action meeting for the Board’s consideration.

  • One change order for the Knapp Elementary School project

The Committee was presented and discussed informational items, including:

  • The High School ENACT Club presented their ideas of sustainable features for future renovations

Finance Committee

At the September 6, 2022, Finance Committee meeting, which was an in-person meeting, the financial reports were reviewed in addition to the following items:

 

1.  Governor Wolf successfully championed for a one-time 70% enhancement of the PA property tax and rent rebate program for individuals applying in 2022. Funding for the $140 million enhancement is coming from Federal stimulus funds. North Penn's award-winning rebate program provides a 75% rebate match of the state rebate amount up to certain limits. For homeowners, the rebate maximum, as authorized by a Board resolution in February, is $731.25 and for renters, the maximum is $487.50. Homeowners may not receive rebates from the State and the District that would exceed the total real estate taxes paid. The Committee recommended amending the resolution to provide for a 75% match of the one-time enhanced rebates at the state. This item appears on tonight's agenda.

 

2. Kristin Johnson provided the quarterly update on the various sources and uses of the Federal stimulus funding.

 

3. Steve Skrocki discussed the Act 1 index for the 2023-24 fiscal year which is 4.1%.

 

4. Steve Skrocki discussed a possible transfer to the Capital Reserve Fund and fund balance commitments. This topic will be discussed in more detail at the October Finance Committee meeting.

 

5. Lauren Yoo will be joining the Finance Committee as the student representative for the school year.

NPSD Educational Foundation

The Foundation met last on August 17th and at that time enjoyed a presentation in the NPHS planetarium. In the spring, the planetarium received much needed technology upgrades that the Foundation helped to fund. 

 

That same week, the Foundation also greeted NPSD's new teachers and treated them to Rita's water ice. This annual tradition is a time to tell our new staff about the Foundation and to encourage them to apply for grants. 

 

The week ended with packing and delivering close to 300 backpacks thanks to the Build-A-Bag drive. Thank you to district administration who helped this year and to everyone who donated items. 

 

October will be busy. First the annual U-Knight to Inspire staff giving campaign will begin. Those who donate can win awesome prizes including Eagles tickets and paddle boards. Then, on Tuesday, October 11th we will hold our 21st annual Golf Classic at Talamore Country Club. We are looking for players, sponsors and volunteers for this popular event which fills up quickly. I would also like to thank Univest Bank for pledging to be a premier sponsor again this year. 

 

Speaking of Univest, the Foundation accepted the resignation of Morgan Cooper, a vice president at Univest. We thank Morgan for her time on the Board of Trustees. 

 

Finally, the Foundation will be accepting mid-year grant applications. Staff can look for an email by the end of the month with more information.

Policy Committee

The Policy Committee met on September 13, 2022. Its ongoing review of policies for the district has progressed to the 700 series. This series concerns varying types of property in the district's possession. At the committee's meeting this week, five policies were reviewed and discussed. Those policies are:

 

#702 - Gifts, Grants, Donations

#702.1 - Crowdfunding

#708 - Lending of Equipment and Books

#709 - Building Security

#717 - Cellular Phones

 

These policies were sent for a first reading before the full board.

Safe Schools Committee

The Safe Schools Committee met on August 25th.

 

Mr. Doerr summarized the Bus Patrol automated stop arm enforcement system which was presented in detail at the July Safe Schools committee meeting. The contract agreement between North Penn and Bus Patrol, which is required to begin implementation of the system, is in the final stages of review by the solicitor's office. Once complete it will appear on a future action agenda for full Board consideration.
