Dear Community,
On behalf of the North Penn School Board (NPSB) of Directors, I’d like to welcome everyone back to school! September is always a hectic time getting back into the swing of things, but I am grateful that this September we’ve been able to have a more “normal” start to the school year. It has been heartwarming to see our students back in the classrooms with their teachers and their friends, and it has been a joy to watch our teams back on the athletic fields and our marching band perform on Friday nights.
Unfortunately, the COVID pandemic continues. Despite the progress that we made in the spring and early summer in keeping cases low, we returned to a “substantial” phase of transmission in our community in late August. Because of this, we will continue to have a multi-layered mitigation strategy in place to keep transmission in our schools as low as possible. This includes mask requirements for anyone that enters our buildings, whether at the elementary or secondary level. It also includes mandatory assurance testing of our staff, unless they show proof of vaccination. While there is some disagreement in our community as to the efficacy of the state’s mask policy, the entire community is in agreement that we want to keep schools open for in-person instruction. Having these measures in place helps us to achieve this goal.
GIVING THANKS
On behalf of the board and community, I would like to give a huge shout out to two integral teams that are backbones of our community: our nursing staff and School Nutrition Services Department. As you can imagine, school nurses have been on the front lines of this pandemic since the beginning. They continue to do the herculean job of tracking all things COVID-related -- from confirmed cases to quaratines to those requiring testing -- all while fulfilling their regular nursing responsibilities. Thank you to all of our nurses for the hard work that you do!
Our School Nutrition Services Department (SNS) is another example of a group that set the bar when it comes to supporting our NPSD community during this pandemic. The beginning of September marked the remarkable milestone of 2 million free meals served to our students. They continue to come up with innovative menu options that are both healthy and delicious. Thanks to all of our SNS staff members for your hard work as well!
Special thanks to our own NPSB Director, Al Roesch, Air Force veteran, for organizing a Veterans Day Graduation ceremony that will be held this upcoming Veterans Day, November 11. We will be conferring diplomas on those veterans who left high school before graduating to serve in the armed forces. Veterans, or family members of veterans, interested in participating should contact the NPSD Office of School and Community Engagement at 215-853-1020 by Monday, November 1 to arrange for a diploma and participation in the ceremony. For verification purposes, copies of discharge papers will be requested for all of those participating. It is open to the veterans who currently live in the North Penn School District or who did so during high school.
HEALTH & SAFETY PLAN CLARIFICATIONS
I would like to clarify our stance regarding the recommendations/requirements of our Health & Safety Plan. Two weeks ago, the transmission rate in our district was designated as “high”. Many people were asking if that meant that we would be going to virtual instruction mode, because in our Health & Safety Plan, we have live-streaming listed under the high transmission category. Live streaming is an option for our students during a high transmission phase, but in-person learning will continue to be offered during such a time. There are two important points to remember regarding this option.
First, we are officially in a phase of transmission only once we have been in that mode for two straight weeks. For example, we were in “substantial” transmission, but then we were in “high” transmission for just one week; thus, we did not officially switch to the “high” transmission category. The converse is true as well – we would have to be in a category for two straight weeks to officially drop down a level of transmission category.
Second, if a student chooses to utilize the live-streaming option in “high” transmission, then they commit to doing so until the level of transmission drops down. That means it would be a minimum of two weeks, possibly more, depending on how long we would be in “high” transmission. It was simply too chaotic to keep track last year of which students were virtual vs. in-person on any given day. Additionally, students will be required to have their video cameras on during class and instructed how to use a background if they prefer.
I am hopeful that we can continue to make progress towards lower community transmission rates, especially as we head into the winter months. We encourage those who have been hesitant to please reach out to trusted medical professionals to discuss their concerns in order to be confident enough to get vaccinated.

School Board Meeting Information

|
Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.
Per a state order mandated by Pennsylvania Governor Tom Wolf's administration, all students, staff, and visitors in both public and private schools must wear masks while in school buildings. The state order can be found here.
Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube Channel.

Education/Curriculum/Instruction (ECI) Committee
|
The ECI Committee met on September 14, 2021.
Informational items discussed at that meeting were the Equity Summit, Transition into the 2021-22 School Year, and Elementary Virtual Academy. Committee members received an update on each topic.

Facilities and Operations Committee
|
The Facilities and Operations Committee met on August 30, 2021.
The committee was presented and discussed informational items, including:
- An in-depth update of the Knapp Elementary and Crawford Stadium projects
- A discussion regarding the middle school air conditioning and the long range plan discussed at the Facilities Forum on April 19, 2019.
- NPSD Assistant Superintendent Dr. D'Ana Waters and NPSD Director of Elementary Education Dr. Mike McKenna discussed the measures being taken in the cafeterias during lunch.

The Finance Committee met on September 8, 2021.
At the meeting, the financial reports were reviewed in addition to the following items:
- NPSD Chief Financial Officer Steve Skrocki and Carolyn Struckus from Trion/Marsh & McClennan (health care consultant for the consortium) made an extensive presentation dealing with an onsite health care clinic for district employees and dependents. Topics included the rationale for a clinic, services provided, potential cost savings, the selection committee's process and recommendation, and information regarding the recommended vendor. This topic will be discussed again at the October Finance Committee meeting.
- The committee heard an update from NPSD Assistant Director of Business Administration Kristin Johnson on the federal stimulus funding.

NPSD Educational Foundation
|
The North Penn Educational Foundation met on September 8, 2021.
At this time the Foundation accepted the resignation of long-time trustee Suzan Leonard. Suzan is thanked for her decades of dedication to the Foundation, North Penn students and the district as a whole. The Foundation also elected a vice president, Morgan Cooper, vice president of community business lending from Univest Bank. The Foundation is excited to have Morgan in this leadership position.
Trustees listened to a presentation from Carmina Taylor who is working with the Montgomery County Cultural Proficiency & Equity Student Ambassadors Group, of which North Penn students are a part. Foundation trustees are moving forward with partnering with the ambassadors group to apply for grant funding to help their work this year including a survey regarding equity and mental health.
The Foundation is thrilled to report that it was able to donate 100 filled backpacks to the Upper Dublin Educational Foundation to support families displaced and in need due to Hurricane Ida. The backpacks were distributed to students last week.
The Foundation continues to work toward a successful 20th Annual Golf Classic being held Tuesday, October 5 at Talamore Country Club. The Foundation is looking for players, sponsors and volunteers for this popular event which is filing up quickly. We want to thank Univest Bank who pledged at the Premier Level, and Thrivent Financial, JL Freed and NPEA who committed at the Titanium Level.

The Policy Committee met on September 8, 2021.
At this month's policy committee meeting, committee members reviewed policies that concern the school district's relationships and interactions with external entities. Those entities include local government, news media, other educational institutions, the intermediate unit, and the district's Educational Foundation. NPSD Solicitor Mr. Kyle Somers provided an explanation of the policies, all of which are in the 900 series. These policies are 909 - Municipal Government Relations; 911 - News Media Relations; 912 - Relations with Educational Institutions, 914 - Relations with Intermediate Unit; and 920 - Relations with Educational Foundation.

The Safe Schools Committee met on August 30, 2021.
NPSD Coordinator of Emergency Management and Safe Schools Chris Doerr presented the proposed timeline and scope of an RFP for comprehensive school safety assessment services. This assessment is a key goal of the Safe Schools Committee. After discussion the committee asked that an accelerated timeline be developed and presented at the next committee meeting.
Doerr then presented an overview of the NPSD's memorandum of understanding (MOU) with local law enforcement agencies and described changes to be made in collaboration with local law enforcement leaders. The MOU language will be adjusted to more closely align with Pennsylvania State law.
