Happy Women’s History Month!


May we all remember the strides and achievements of women in our lives. There are countless women who have fought tirelessly and courageously for equality, justice and opportunity in our nation and around the world. Right here in North Penn, there are so many women who deserve thanks, both now and year round. From teachers, to principals, to technology assistants and more, women are instrumental in our schools and serve as a wonderful example to everyone of what hard work and determination looks like. It is my hope that we continue to research, write about, share stories, and raise awareness of the diversity of women’s lived experiences and the work that still remains to be done to achieve and maintain equality.


It would be no surprise to see women leading the way in supporting the need for their students to have better school facilities to include a high school renovation. All families have heard from their students about the needs of the current high school: the crowded hallways, tight spaces, well-worn classrooms, inefficient equipment, a failing physical plant, and the list goes on. I remember when my now-adult children attended NPHS, and discussions to build an additional high school eventually resulted in an addition to the building, our current K-Pod. Now more than ever, our community is embracing the idea of building a better facility for our students. Our school needs to allow for collaborative learning with inclusive spaces that empower students to work with each other as they prepare to become world class citizens, along with a teamwork approach that lends to academic excellence in a state-of-the-art classroom building. All of this would also allow greater student participation in co-curricular activities and sports. 


Our Superintendent is providing numerous sessions to educate and inform families about the proposed new facilities in our district. Please take advantage of these sessions to come out and be involved in the conversation. All of the documents and meetings regarding the renovations, as well as the opportunities for discussion, can be found on the renovations website. Let’s get excited about classroom design that allows for connected sharing and learning; about teachers being able to create spaces promoting social learning and maximum engagement; about innovative learning spaces that encourage both individual and collective voices; all of which inspire students to become skillful curators of their digital worlds. Let’s give our students the best educational facilities possible - it’s time!

Meeting Information

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.  

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

If you do not have access to zoom, please email your comments to _npschoolboard@npenn.org and it will be included in the board minutes.

Student Recognition

The North Penn High School Unified Bocce and Track teams came to the Action meeting on March 16 to talk about their teams and how students of all abilities working together makes North Penn better for all. The teams are comprised of students both with and without disabilities and compete against schools in the region. Thank you students for telling us about your teams!

High School Renovations

Board meetings continue to discuss the renovation of North Penn High School. Members of the community are encouraged to visit the renovations website to review the presentations and learn more about how to get involved with the project. There will be a community forum at Pennbrook Middle School on April 13, 6 PM, for the community to learn more and talk with administrators and the board about the project.

Education/Curriculum/Instruction Committee

The ECI Committee met on March 14th. At the meeting the committee received updates on the topics of ELA Curriculum Review for grades K to 6, Saturday morning adult English Learners classes, and the K-12 Smart Futures program. In addition, travel requests for high school student musicians to participate in music performances and competitions and for students from elementary, middle, and high schools to participate in the Odyssey of the Mind state competition were reviewed by the committee.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, February 27, 2023, in a virtual format. The Committee reviewed the following items to be moved to this evening’s action meeting for the Board’s consideration.


  • Five change orders for the Knapp Elementary School project
  • One change order for the Healthcare Center project
  • Permission to Advertise - Knapp Masonry Cleaning & Restoration
  • Permission to Advertise - Gwyn Nor Door Hardware
  • Permission to Advertise - Service Contracts


The Committee was presented and discussed informational items, including:



  • Knapp Elementary project update
  • Update on the Healthcare Center
  • Act 39 – Lead in Drinking Water Testing
  • Update on the 10 year Capital Project Plan

Finance Committee

At the March 7, 2023, Finance Committee meeting the financial reports and budget transfers were reviewed in addition to the following items:

 

1. Mr. Skrocki reviewed two proposed transfers to the Capital Reserve Fund totaling $800,000 to offset the construction costs of the healthcare center. A portion of the transfer comes from tobacco surcharge proceeds and the remaining portion comes from medical insurance recoveries.

 

2. Mr. Skrocki reviewed the results of the real estate tax bill printing and mailing bid.

 

3. Mr. Linke provided an update on the various sources and uses of the Federal stimulus funding.

 

4. Mr. Skrocki discussed the PA Supreme Court's recent decision pertaining to assessment appeal litigation in Wilson School District. The split decision means that North Penn may continue with its policy of initiating assessment appeals.

 

5. Mr. Skrocki summarized Governor Shapiro's budget address and the potential impact on North Penn School District.  What is being proposed for next year is a $2.4 million, or 16.6%, INCREASE in North Penn's Basic Education Funding.  The special education subsidy would increase by $322,041, or 4.5%.

 

6. Mr. Skrocki made a presentation on the earned income tax and realty transfer tax.

 

7. Mr. Skrocki provided an update on the onsite healthcare center which opened on Monday, March 6th.

 

At the February 21 Special Finance Committee meeting, the following items were discussed:


1. Mr. Skrocki reported that the business office was the recipient of ASBO's prestigious Meritorious Budget Award for the 8th consecutive year. Only 8 school districts in PA received the award last year.

 

2. Detailed department budget presentations were made for the following departments:

  • Emergency Management and Safe Schools

The next Finance Committee meeting is scheduled for Tuesday, March 21st at 6:00 p.m. at the ESC. This is a special finance committee meeting for the purpose of budget development.

NPSD Educational Foundation

The Foundation last met in February at Knapp Elementary School where trustees visited a sensory classroom supported by Foundation funding. 

 

Congratulations are in order for Mr. Donald Lyons who was elected as the board Vice President. Mr. Lyons has been a committed Trustee for about three years now and brings a financial background to the board of trustees. He is also a North Penn parent. In addition, Frank Tranzilli, a NPHS graduate and a portfolio manager at Univest, was appointed to the board. We are excited to welcome Mr. Tranzilli and are grateful for Univest's continued support of the Foundation. 

 

The Foundation approved its first ever student scholarship. Titled the NPSD Educational Foundation Scholar for Innovation, the award will grant $1,000 to a deserving graduating senior. Trustees also began a discussion to fund Equity Action Grants in all buildings beginning in the 2023-2024 school year.

 

Student Liaison Sami Blanchard presented a centerpiece design she and classmates in the EPICS club at NPHS developed for the Foundation Golf Outing. We are thrilled and grateful for their support.  

The online auction is approaching quickly and we have started to get exciting donations including art lessons, summer swim memberships and tickets to local sporting events. I encourage our local businesses to consider donating to the auction. It is always a popular event. The Auction will run May 4 through the 9th.

The Policy Committee met on February 27th. During the meeting, the committee reviewed several approved policies in the 200 series that needed to be revised to incorporate new legal requirements and PSBA recommendations. Those policies are as follows:

Safe Schools Committee

At the February 27, 2023 meeting, Coordinator Brandon Rhone discussed timeline for Behavioral Threat Assessments training for BTRA teams in the district. Mr. Pete Nicholson presented the year to date discipline numbers with comparisons from other years.
