Dear North Penn Community,

 

The school year is up and running as we finish October and look towards the rest of the year. Knapp Elementary had an open house earlier this month, allowing community members to see the results of all the hard work these past few years to bring the building up-to-date. It was wonderful to see students showing their families around the building and I am extremely grateful to every Knapp staff member who has worked around renovations and continued to provide an excellent education to each student. 

 

In September, Brandon Rhone joined North Penn as the new Coordinator of Emergency Management and Safe Schools and a welcome member of the administrative team. Rhone is coming to us as a retired police officer with extensive experience as a nationally recognized expert in school safety. His background is available here, and community members are invited to watch his 30/60/90 day plans presented at the September Safe Schools committee meeting. 

 

School safety, much like public safety, is dependent upon all community members having an understanding of an ever-evolving strategy that is informed by the input of the key stakeholders in our community and schools. This makes it essential for us to invest in surveys and multiple types of outreach programs that hear the voices from all across our vibrant community. It is with this in mind that the district continues to invest in improvements to school safety based on the findings of our recent Safety and Security Program Assessment. Our board remains committed to advancing the recommendations of that report and ensuring the safety of our students and staff. 

 

The best way to keep our schools safe is to prevent threats before they happen. This is accomplished through several initiatives, including Safe2Say, an anonymous reporting system to help students report at-risk behaviors and danger signs. Schools need to create a climate in which students feel comfortable sharing knowledge regarding a potential threat. If students feel connected to their school and community, they are more committed to ensuring the safety of all and more likely to report potential threats. This approach is backed by extensive research and further reinforced by the Behavioral Threat Assessment model operating at North Penn.

 

As part of creating a positive school climate, we want to ensure that we are a welcoming district where students are excited to come learn each day, and community members feel connected to their school. The Crawford Stadium track is now open for community use when school is not in session and not used by a school team. The schedule of availability can be found here or posted outside the stadium. In the schools, we have begun to implement a therapy dog program, thanks to our amazing guidance counselor, Trish Pike, and her certified therapy dogs, Sid and Mario. Ms. Pike has been bringing Sid and Mario to Northbridge, where the transformation has been incredible. Attendance rates are up, and students are excited to come to school and see the boys walking the halls. Therapy dogs are also helping students open up more with each other and with counseling staff by creating a relaxing environment, besides just bringing a smile to everyone’s faces. Therapy dogs are one small way we are working to create a supportive and welcoming environment and we will continue to explore expanding programs like it to serve our school community. 

 

I would also like to take this opportunity to remind community members about the many ways they can contact myself and my fellow school board directors. The public is always welcome and encouraged to attend board meetings, whether it be via streaming or in-person, getting involved is the best way to stay connected and have your voice heard. While you may not always see it during meetings, we do follow up on emails and public comments and take everything we hear into consideration. Please also know that the fastest way to address an issue is not always to begin at the school board, but to begin at the building level with our wonderful principals and administrative teams there who are ultimately best-suited to help the individual student. 

 

There is always more to come! It is a privilege to work for the North Penn School District and get to witness every day the excellence coming out of our classrooms. From the students to the staff to the families supporting us all, it takes every piece of this puzzle to make North Penn what it is. Have a happy and safe rest of your year, and remember to take time and care for yourself so we can continue to bring our best selves to the community each and every day.

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.  

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

If you do not have access to zoom, please email your comments to _npschoolboard@npenn.org and it will be included in the board minutes.

Committee Reports
Education/Curriculum/Instruction Committee

The ECI Committee met on Monday, October 3, 2022. During that meeting, the curriculum team led by Dr. Pamula Hart provided curriculum updates. The information presented included the ELD program in the district and the results of a study on the effectiveness of Math intervention at the middle school level.  

 

The committee also reviewed four student trips.

Facilities and Operations Committee

The Facilities and Operations Committee met on Tuesday, September 27, 2022, in a virtual format.


The Committee reviewed the following items to be moved to the action meeting for the Board’s consideration:


  • Three change orders for the Knapp Elementary School project
  • Air conditioning repairs to the Educational Services Center (ESC)
  • Brick cleaning, sealing and some restoration to Knapp Elementary School


The Committee was presented and discussed informational items, including:


  • Knapp Elementary project update
  • Additional work requests to Knapp Elementary School
  • The 10 year Capital Project Plan and potential projects for the Summer 2023
  • Comprehensive review of the 2021/2022 energy consumption, expenditures, and a forecast of consumption and expenditures for fiscal year 2022/2023
  • Discussion of the community use of the Crawford Stadium track

Finance Committee

At the October 11, 2022, Finance Committee meeting, which was an in-person meeting, the financial reports were reviewed in addition to the following items that appear on tonight's agenda:

 

1. Act 57 which deals with real estate tax payments and waiver of penalties for new property owners who did not receive a real estate tax bill.

 

2.  Capital Reserve Fund transfer in the amount of $2 million based on the preliminary audit results.

 

3. Addition to the committed fund balance in the amount of $6.3 million for the purpose of future capital projects. Also, changing the current committed fund balance for PSERS obligations to future capital projects.

 

4. The results of the municipal financial advisor RFP were reviewed with the recommendation to engage the services of PFM.

 

5. Mr. Skrocki announced that the district was recently awarded another propane bus initiative grant in the amount of $199,435. 

Total grants received for the propane bus initiative now total over $814,000.

 

For informational items, Mr. Skrocki reviewed the tax collector audits and provided an update on the on-site healthcare center.

NPSD Educational Foundation

October is a busy time for the Foundation. During this month we hold our annual U-Knight to Inspire Staff Giving program. North Penn staff members who donate can win awesome prizes including a Yeti cooler and Eagles tickets. And everyone who donates receives a small gift from the Foundation.

 

On October 11th we held our 21st annual golf outing and I am thrilled to report that we raised over $30,000! It was a beautiful day at Talamore Country Club. I want to thank your sponsors, players and volunteers who made it a great day. 

 

We are currently accepting mid-year grant applications and have approved up to $25,000 in funding for grants.

Policy Committee

The Policy Committee met on October 11, 2022. Its ongoing review of policies for the district has progressed to the 700 series. This series concerns varying types of property in the district's possession and topics related to that property. At the meeting, four policies were reviewed and discussed. Those policies are:

 

#703 - Sanitary Management

#704 - Maintenance

#705 - Facilities and Safety Workplace Safety

#716 - Integrated Pest Management

 

These policies were sent for a first reading before the full board.

Safe Schools Committee

The Safe Schools Committee met on September 27th.

 

New Coordinator of Safe Schools and Emergency Management Brandon Rhone presented his 30-60-90 day plan to the committee. Mr. Rhone's plan included meetings with staff, administration, community members and first responder leaders in the district. Mr. Pete Nicholson and Dr. Mike McKenna provided the committee with updates on the opening of schools. Mr. Nicholson reported that all secondary schools are completing the required drills per the state mandate. Dr. McKenna report on the same for elementary schools. There were no agenda items to be moved to the action meeting.
