Letter to the Community

Dear Community,


This month marked the end of the school year for NPSD’s 13,000-plus students. From kindergarteners learning to read, to middle schoolers tackling world languages for the first time, to our seniors preparing for life after high school, our classrooms were filled with unique individuals whom we have had the privilege of caring for during the 2022-2023 school year. I want to acknowledge all NPSD staff members who devoted their time, talent and heart to ensure our students received the best possible education, day in and day out.


The NPSD Board of School Directors and I also want to congratulate the more than 1,000 members of the NPHS Class of 2023 on their remarkable journey these past 13 years, some more challenging than others. These graduates include commended scholars, state champions, student leaders, award-winning musicians and more. Here is a snapshot of their future plans.


324 will attend a PA State/State affiliated university

130 will attend private in state university

197 will attend out of state/international college/university

184 will attend 2 year community college or trade school

97 will join the workforce

25 will enlist in the United States Military  


It’s year-long programs and hard work that ensure an excellent experience for our students and preparation for their lives to come. Throughout the summer, NPSD will continue to provide students with opportunities to learn and grow. Programs such as Extended School Year, sports, music and science camps, summer enrichment and remediation and summer library are long-standing traditions in North Penn. I want to thank those staff members who work through the summer months for our students. 


Finally, to our community, I want to thank you for welcoming the Board of School Directors into your neighborhoods as we took our meetings on the road this school year and visited other locations to talk with residents about important issues and programs in our district, such as the Tax Rebate Program. 


Though we all deserve some relaxation this summer, please know that board members will continue to meet and discuss very important subjects in the coming months. I cannot stress more the importance of attending or watching these meetings so that you stay informed and give input on these matters.

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.  

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

How to View Meeting Agendas
Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

If you do not have access to zoom, please email your comments to _npschoolboard@npenn.org and it will be included in the board minutes.

Student Recognition

Students who competed in the IronKnights Triathlon spoke at the Action meeting on June 22, 2023. They talked about the lessons they learned by competing and how they achieved their goals. Thank you to the students who spoke and all who participated in the Triathlon, you all did an amazing job! Thank you also to the physical education teachers who work tirelessly each year to give students the opportunities to challenge themselves and succeed.

Committee Reports
Education/Curriculum/Instruction Committee

The Education/Curriculum/Instruction Committee met on Tuesday, June 20th. Mr. Pete Nicholson and Dr. Pam Hart presented a review and rationale of Authentic Assessment as well as the timeline to support year two of its implementation. There was also a presentation by Dr. Pam Hart and three learning coaches to highlight the wonderful work they have been engaged in this year to support teaching and learning. In addition, the committee reviewed a student travel action item.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, May 22, 2023, in a virtual format.


The Committee reviewed the following item to be moved to this evening’s action meeting for the Board’s consideration.


  • Two change orders for the Elementary School Chiller and Exhaust Fan project
  • A facility use fee waiver request to hold a memorial service for long time employee Mr. James Finnemeyer
  • A facility use request to host the Crossman Drum and Bugle Corps at the High School for three days
  • New facility use fees for Crawford Stadium track and field

The Committee was presented and discussed informational items, including:



  • Compliance Series: A presentation regarding North Penn School District’s required compliance with the Asbestos Hazzard Emergency Response Act (AHERA) and the many specifics of the act were presented by Mr. Dan Linski, Coordinator of Environmental & Custodial Services.
  • The High School project update with detailed documentation outlining the preliminary estimates
  • Update on the 10 year Capital Project Plan

Finance Committee

At the June 6th, 2023, Finance Committee meeting the financial reports and budget transfers were reviewed in addition to the following items:

 

  • Steve Skrocki provided a presentation on the latest draft of the 2023-24 budget. The final budget appeared on the Action meeting agenda.
  • Steve Skrocki reviewed the list of potential district initiated real estate tax assessment appeals for the 2023 year. The identified properties meet the criteria of the board policy since they are at least $600,000 under assessed.
  • Steve Skrocki reviewed the homestead farmstead exclusion for 2023-24. The exclusion on the eligible tax bills will be $264.53. This item appeared on the Action meeting agenda.
  • Steve Skrocki led a discussion regarding the timing of the electoral debt referendum for option 1 of the high school renovation/new construction project.

NPSD Educational Foundation

The Foundation met in May at Penndale Middle School where we toured the Independent Learning Center which was partially funded with Foundation funds. 


Our treasurer, Jack Hoy, reported that the annual independent Accountant's Review was recently completed. Compiled by Herbein & Associates, the review found our financials to be in order with no findings otherwise. I am also happy to report that we ended the 2022 fiscal year with more than $400,000 in cash and investment assets.


In May, the Foundation approved more than $42,000 in grants for the 2023-2024 school year. These 17 innovative classroom projects support every grade level and just about every curriculum, from science to art to social emotional health. Thank you to the trustees and North Penn staff members who reviewed and selected these worthwhile programs. 


The Foundation's focus over the summer will be planning its annual golf classic. This year's theme will be a "Fall-tober Fest" and the outing will be held Tuesday, October 10th at Talamore Country Club.

Policy Committee

The Policy Committee met on May 22, 2023. On the agenda were three policies - Policy 808 - Food Services, Policy 800.1 - Electronic Signature/Records, and Policy 915 - School-Related Groups. All three policies are included on tonight's action agenda for a first reading.

Safe Schools Committee

The Safe Schools Committee met on May 22, 2023. Mr. Rhone discussed the importance of communications and the need to evaluate and upgrade as the needs of operations are ever-changing. Mr. Gillmer presented to the committee on the district's current two-way radio system. Mr. Gillmer and Mr. Rhone made a recommendation to add a new repeater to the system and then upgrade the others currently in use. The committee agreed with the recommendation and thanked Mr. Rhone and Mr. Gillmer for the information and recommendations.
