Dear Community,
I believe we are all breathing a collective sigh of relief that the 2020-2021 school year has come to an end. It has been said nauseam, but this year was unprecedented. We are so grateful to all the administration, the support staff and of course, the teachers who did a herculean job providing our students as robust an education as they could under the challenging circumstances. Thank you to the North Penn School District (NPSD) Class of 2021 retirees in particular, for staying to help get us through this year. And thank you to all the families who had to juggle schedules, rearrange child care and helped guide their children through a tough year. I am grateful to live in a community that was able to come together in a time of crisis.
This school year did thankfully end on a positive note, however. First, we were able to hold an in-person graduation ceremony for our North Penn High School (NPHS) Class of 2021! Split into three ceremonies, we enjoyed a perfect day celebrating our graduates in the newly renovated Crawford Stadium. It was a pleasure to see families have the ability to mark this milestone with their loved ones.
Second, our NPHS Baseball team made it to the state semifinals and our NPHS Softball team made it all the way to the State Championship, with a resounding win over Haverford High School, 11-0! Congratulations to both teams on an exciting season this year.
Third, before our North Penn School Board (NPSB) Action meeting on June 17, we held a Pride Flag raising ceremony at the NPSD Educational Services Center (ESC), in support of our LGBTQ+ students and community. Over 100 students and community members attended this special event.
Fourth, the daily positivity rate for COVID-19 in Montgomery County has dropped below one percent. The Montgomery County Board of Health has issued guidance that has allowed us to rescind the mask wearing requirement, not only for our summer programs but for the fall as well – assuming the rates of COVID infections remain low.
As we return to a “more normal” school year for 2021-2022, our work as a school board also returns to “more normal” projects. Since being elected in 2017 and 2019, it has been our goal to address issues in our district in a comprehensive way. Every child that comes through NPSD doors should feel safe and welcomed and be afforded every opportunity to succeed.
In alignment with the NPSD 2019-2022 Comprehensive Plan to provide modern, safe and efficient schools, we must continue our work to provide our students with the infrastructure to facilitate this. At this time, our building in most critical need is North Penn High School - a school that has been operating on the same HVAC and lighting systems since 1971 and hasn’t seen any significant infrastructure improvements since the addition of K-Pod and the pool in 1999.
By now I hope that you are familiar with our discussions about the desperately needed renovations at NPHS. One potential component in this project is building a ninth-grade center on the high school campus. On any given day, more than 100 middle school students travel to NPHS for advanced courses, supplemental reading support or remediation, and access to North Montco Technical Career Center. Even more than that number travel to NPHS for extra curricular activities. A ninth grade center would enable us to provide these same opportunities to all ninth graders at North Penn, opening up doors that many of our students may not currently have access to, including an enhanced media/library center and North Penn’s renown performing arts, visual arts and STEM spaces.
Conversations regarding the renovation of NPHS and a ninth grade center have resumed and while there is much uncertainty regarding the project, one thing is clear: we need more information. We need a plan. And we need help getting there.
So I am pleased to share that at last week’s action meeting, we approved a contract with Schrader Group Architects to perform programing and campus master planning for this project. The contract identifies two specific goals: the feasibility of adding a ninth grade center to the current high school campus, and a well-developed phasing plan for renovations to NPHS. Simply put, Schrader Group will use their expertise and knowledge to help us determine the scope of the project and any additional recommendations to bring our facilities up to modern educational standards.
The Schrader Group’s research will be inclusive and thorough, including input from students, staff and community to identify areas in which the infrastructure at NPHS could best support curriculum and extracurricular activities, as well as safety, innovation and community.
We look forward to working together with the Schrader Group to develop a plan for our future that will provide students with the necessary and equitable tools, infrastructure and opportunity to continue to achieve excellence and ingenuity every day at North Penn. I can’t wait to see what we come up with and share it with our community later this year.

School Board Meeting Information

The NPSD Board of School Directors will move forward in the following manners in terms of committee meetings and meetings of the whole in alignment with the end of the school year.
Beginning June 14, meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446. Capacity will not be limited and face masks will not be required. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.
Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube Channel.

NPSD Board of School Directors Approve 2021-2022 Final Budget
|
|
NPSD Board of School Directors approved a $291,641,146 final budget for the 2021-2022 school year at its action meeting Thursday, June 17, 2021. The budget includes a tax increase of 2.85 percent, equating to a $113 increase for the average NPSD homeowner. The NPSD tax rate is the fifth lowest rate in Montgomery County.
“Administration and the school board have developed and approved a final budget that positions NPSD to meet current and future needs,” said Dr. Curtis R. Dietrich, NPSD Superintendent. “As we develop our strategic goals for the next three years, some of the issues that we are looking at include much needed renovations at North Penn High School, the possibility of a ninth grade center and the addition of an onsite health clinic for employees, which would be an eventual savings in benefit costs for us. We need to ensure we have the financial resources to support possible endeavors in these areas.”

Facilities and Operations Committee

The Facilities and Operations Committee Committee met on May 24, 2021.
The committee reviewed the following items:
- Change order requests for the Knapp Elementary School project.
- Contract to perform programming and campus master planning for the North Penn High School
- Existing contract amendment for the Knapp Elementary School project
The committee was presented and discussed informational items, including:
- The 2022 Facilities & Operations Committee meeting schedule and start times
- An in-depth update of the Knapp Elementary and Crawford Stadium projects
- Act 39 of 2018 that require schools to discuss drinking water test
- The Turf Tank which is a GPS guided field lining robot

The Finance Committee met on June 8, 2021.
The following items were reviewed:
NPSD Director of School and Community Engagement Christine Liberaski presented the 2021-2022 Community Education Program budget. This item appears on tonight's agenda.
NPSD Coordinator of Extended School Care Marjorie Scott presented the 2021-2022 Extended Care Program budget. A $1.5 million transfer from the General Fund to the Extended Care Program was also discussed.
NPSD Chief Financial Officer Steve Skrocki provided an update on the 2021-2022 General Fund budget. Skrocki also summarized the current status of the PA state budget.
The committee heard an update from NPSD Assistant Director of Business Administration Kristin Johnson on the Federal stimulus funding.
Skrocki reviewed the list of parcels for consideration for district-initiated real estate tax assessment appeals.
Skrocki presented the homestead/farmstead exclusion amount for the 2021 tax bills. The exclusion will reduce the tax bill for eligible properties by $213.00.
Skrocki reviewed the insurance package proposal for 2021-2022.

NPSD Educational Foundation
|
The NPSD Educational Foundation Board of Trustees met on June 2, 2021.
As a board, the Foundation thanked Dave Kratz, former president for more than 10 years for his service. Though still a member of the board, he stepped down from his leadership position. The Foundation is happy to announce Marion Fraley was elected as the new president. Marion has been a Foundation trustee for five years and most recently served as vice president. Marion has also led the Board Governance Committee since its inception two years ago. At the next meeting in August, the Foundation will elect a new vice president and a secretary.
The Grant Committee reported that it received 30 grant proposals for the 2021-2022 school year. Seventeen of the grants were approved and eight received partial or alternate funding for a total of $23,406.16. The Foundation is thrilled to be closer to normal for the new school year and anticipates offering mid-year grants to the North Penn staff as well.
The Foundation is in the midst of planning its annual Golf Classic being held Tuesday, October 5 at Talamore Country Club. More information on this popular fundraiser will be coming soon.

The Policy Committee met on June 8, 2021.
This month the committee began working on policies in the 900 series. The broad focus of this series of policies is “Community”. Policies in this grouping touch on the school district’s relations and interactions with various groups including parents, the media, educational institutions, municipal government, and the general public.
At the meeting the committee reviewed policies 903 - Public Participation in Board Meetings, 904 - Public Attendance at School Events, 907 - School Visitors, and 916 - Volunteers. A notable discussion about Policy 903 concerned refraining from taking action on agenda items at Committee meetings until after hearing from community members during public comment.

The Safe Schools Committee met on May 24, 2021.
The committee briefly discussed adjusting meeting times beginning in 2022, and agreed that the start time for the Safe Schools Committee meeting will be changed to 5:45 pm.
NPSD Assistant Superintendent Dr. Todd Bauer then outlined collaborations that have taken place between the administration and several groups in the wake of a recent incident at North Penn High School involving a Muslim student.
Efforts have included meetings with the NAACP, the Council on American-Islamic Relations, members of the North Penn Mosque, as well as students. These partnerships will help inform future professional development opportunities and the Comprehensive Plan for Cultural Proficiency, which will be presented later this fall. NPSD Coordinator of Emergency Management and Safe Schools Chris Doerr spoke about actions taken immediately following the incident to capture lessons learned and to identify training gaps which will be addressed.
The committee also thanked student representative Sahana Prasad for her contributions to the group, and wished her well as she graduates. The administration will work to identify a new student representative for the Safe Schools committee in time to ensure a smooth transition takes place.
