In the wake of yet another school shooting in Nashville, Tennessee, school directors across the country are hearing familiar calls from members of their community to further fortify buildings and do more to protect children. Over the past decade, America’s schools have shouldered the responsibility of protecting students from an armed intruder without sufficient support from state legislatures or the federal government. 


Today, bullet resistant glass, surveillance systems, visitor monitoring and security systems, intruder, evacuation, and lockdown drills, are standard in most schools around the country. Less common, but increasingly prevalent are school police departments and resource officers, armed security, and in some cases, even armed teachers are measures districts are relying on to respond to what has become a national crisis. 


If you are a part of my generation, you remember a time when this was not part of the national dialogue. We did not need to practice intruder drills in 1995. The new normal is anything but normal. Mass shootings are not a natural disaster that cannot be prevented. This is a problem perpetuated by politicians not only standing in the way of common-sense gun legislation, but also actively working to deregulate laws designed to protect us that are already on the books. Ironically, many of the same elected officials demanding schools adjust their practices and their budgets to protect students are the same politicians working to further deregulate gun ownership in this country.  


Just this year, Florida passed a law abolishing the need for gun owners to seek a permit for their firearm. Missouri failed to pass a bill aimed at banning minors from being allowed to open-carry a firearm on public lands without adult supervision. What could go wrong with an 8-year-old carrying a gun without mom or dad around? Not to be outdone, in Tennessee, instead of passing legislation to protect schools lawmakers are moving forward on a law that would protect gun manufacturers from being sued by families like those who lost loved ones in the Covenant School mass shooting.  


Schools will never be able to keep up if politicians donning AR-15 lapel pins keep moving the goalposts. Easing restrictions on who can own a firearm, deregulating where and how gun owners are allowed to carry a firearm and preventing law enforcement from having information about whether a person of interest owns a firearm makes our schools and our children less safe. 


School districts across the country are doing their part. It is time for politicians to do their part to help us protect America’s school children.

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.  

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

If you do not have access to zoom, please email your comments to _npschoolboard@npenn.org and it will be included in the board minutes.

Student Recognition

The North Penn High School Swimming and Diving teams received proclamations at the Action meeting on April 25. The boys team won the first state title for NPHS since 2004! Brady Stanton was also a state champion diver. The girls team got 8th place at states, and Madeline Faikish was the state champion! Congratulations to all the students and thank you to the coaches for leading these teams to victory.

High School Renovations

NPSD held the "Bus to North Penn's Re-Imagined Future" on April 3 to tour both NPHS and the recently renovated Upper Merion High School. NPSD also held a community forum on April 13 to discuss renovations to NPHS. Both videos can be found below.

Committee Reports
Education/Curriculum/Instruction Committee

The ECI Committee met on April 12th. At the meeting, the Curriculum Department team and two high school administrators described the academic programs being conducted for district students this summer.  These programs will be available to students in grades K-12 and will provide academic support, remediation, and enrichment opportunities. 

 

The Curriculum team also presented information about proposed textbook and resource adoptions for French 3, Latin 1 & 2, Algebra 1, and secondary English. In addition, resources for four new high school courses were shared. These new courses are Introductory to Hospitality Management, Financial Applications with Technology, Performance Psychology, and American Sign Language. The materials are currently available at the ESC for public review.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, March 27, 2023, in a virtual format.


The Committee reviewed the following item to be moved to this evening’s action meeting for the Board’s consideration.


  • A contract amendment to the Schrader Group’s design contract for the healthcare center


The Committee was presented and discussed informational items, including:


  • The High School’s ENACT Club presented information on the Green Building Council’s LEED certification for renovation and new construction 
  • Update on the 10 year Capital Project Plan

Finance Committee

At the April 11, 2023, Finance Committee meeting the financial reports and budget transfers were reviewed in addition to the following items:

 

1. Steve Skrocki reviewed appraisal contracts for real estate assessment appeals. This item appeared on the contract section at the action meeting.

 

2. Steve Skrocki reviewed the 2023-2024 North Montco Technical Career Center budget. North Penn's tuition share is increasing by 4.97%, or $223,035, due to the increased enrollment. North Penn's 5-year enrollment average is 44.70% of the total students and is the highest among the sending school districts. This item appeared on the action meeting agenda for approval.

 

3. Steve Skrocki reviewed the proposal for the group term life insurance and disability insurance policies. The proposal freezes rates for the next two years. This item appeared on the action meeting agenda.

 

4. Ron Linke reviewed the propane fuel bid results. This item appeared on the action meeting agenda.


5. Steve Skrocki provided a presentation on the first draft of the 2023-2024 budget. With no tax increase, the budgetary deficit would be $12.25 million. The proposed final budget is scheduled to be adopted on May 18 and the final budget on June 22.

 

6. Steve Skrocki made a presentation on investment income and permissible investment products.

 

7. Steve Skrocki reviewed the utilization reports from the health center.

NPSD Educational Foundation

The Foundation last met in March at the Educational Services Center. At that time, the Board of Trustees approved two projects supporting NPSD. First, it will continue funding the NPHS spatial computing program by helping to purchase $40,000 of needed computers for the lab. In addition, $10,000 was approved to support health and wellness of school district employees through the NPSD wellness plan. More details on this will come in the following months. The online auction will open May 4, 12:00 AM and has many items donated from local businesses and community members. The auction funds will continue supporting projects in North Penn schools. Policy Committee

The Policy Committee met on Monday, April 24, 2023. Three policies that had been previously approved were presented with revisions recommended by PSBA. Those policies are Policy 218 - Student Discipline; Policy 220 - Student Expression/Dissemination of Materials; and Policy 227 - Controlled Substances/ Paraphernalia.

Safe Schools Committee

On March 27, Mr. James Galante, Dr. Neil Broxterman, and members of the district's Traumatic Event Response Team presented to the committee about the district's TERT Team. The team has been providing coordinated mobile mental health crisis support when traumatic events arise at the building, district, and community levels within the North Penn School District. Team members include counselors, administrators, school psychologists, and BCBAs.

 

On April 24, student representative, Carina Laventure, reported on the new Student Safety Committee at North Penn High School and provided feedback to the committee on what was shared at that meeting. Mr. Rhone also provided updates to the committee on the ongoing work in CSTAG Behavioral Threat Assessment training for all school-level teams as well as an update on a Table Top safety exercise that district and school leaders recently participated in along with community partners.
