Dear Subscriber,
As an applied research center, the Ray Marshall Center has always aimed to marry rigorous research to policy and practice change on the ground. Whether focused on addressing working conditions for minority workers in the South in our early days, or on examining youth unemployment in the Middle East more recently, our work brings solid research practices to bear on poverty and some of the more pressing social policy problems. The work outlined in this newsletter underscores this commitment.
Locally, our partnership with Workforce Solutions Capital Area continues to deepen, with new work evaluating the Central Texas Healthcare Partnership's Upskill ATX Pilot Project, led by RMC Associate Director Dr. Greg Cumpton. Dr. Daniel Schroeder has recently begun a multi-year partnership with the Texas Institute for Child and Family Wellbeing on a grant with the Texas Workforce Commission to examine the cost of providing quality childcare in the state.
Looking out beyond Texas, Dr. Chris King provided the keynote speech for Tulsa's 2Gen program, CareerAdvance®, 2019 class. Chris was one of the lead designers of the program in 2009, and has played an active role in the program's development ever since, so the invitation to keynote was a distinct honor for him, and for the RMC.
Looking out more broadly, still, Ashweeta Patnaik, co-Principal Investigator on the RMC's evaluation of Nuru International's work in Ethiopia, Kenya, and Nigeria, led the analysis and write-up of our impact evaluation for Nuru's 2018 work in Ethiopia.
These are only a few highlights, but I call them out to bring attention to the breadth and depth of our work here at the RMC. We are pleased with our continuing progress toward improving policy and practice, both here and abroad, but are always looking for ways to strengthen our influence and extend our reach. Chris King keynotes CareerAdvance® 2019 graduation ceremony
RMC Senior Research Scientist Dr. Chris King was the keynote speaker at

On September 17, 2019, RMC researchers Ashweeta Patnaik, Cynthia Juniper, and Greg Cumpton conducted a webinar for the evaluation of the

Chris King presents at ILO Centenary Workshop
RMC Senior Research Scientist Dr. Chris King was invited to present research at the International Labour Organization's Centenary Workshop "Debating the Future of Work: Challenges and Prospects" in Sheffield, England on May 28-29, 2019. On the second day of the workshop, he was joined by Jason Heyes (Centre for Decent Work, University of Sheffield, UK) and Ryuichi Yamakawa (Central Labour Relations Commission and University of Tokyo, Japan) to discuss Governance, Labour Administration, and Social Dialogue. Investing in America's Workforce book debuts
The Investing in America's Workforce initiative introduces its three-volume book Investing in America's Workforce: Improving Outcomes for Workers and Employers, with each volume focusing on a particular aspect of workforce development: Investing in Workers, Investing in Work, and Investing in Systems for Employment Opportunity. The book includes more than 100 authors who share research, best practices, and resources on workforce development. RMC's Director and Research Scientist Dr. Heath Prince is a contributing author. SNAP and UI as Components of a Joint Safety Net in Texas
RMC researchers Daniel Schroeder and Ashweeta Patnaik are co-authors of a chapter entitled "SNAP and UI as Components of a Joint Safety Net in Texas" in the book, Strengths of the Social Safety Net in the Great Recession: Supplemental Nutrition Assistance and Unemployment Insurance, published in August 2019 by the W.E. 2018 Nuru Ethiopia Impact Report
Since 2017, RMC researchers have been responsible for carrying out data analyses for the Nuru M&E team and studying the outcomes and impacts of Nuru's programming in Ethiopia. Findings from the analyses are used by the Nuru M&E team to inform program planning and decision making. In this report, RMC researchers present results from an outcomes and impact analysis of Nuru's Rural Livelihoods, Health, and Education programs in Ethiopia in 2018. Read more about the report here.

This study provides a detailed understanding of Texas low and moderate-income (LMI) residents and their relationships to energy. This issue is addressed in a robust manner with the goal of helping frame future strategic decision-making processes for stakeholders in Texas - utilities, regulators, policy makers, non-profits, and service providers. Child Care Cost of Quality Modeling Study
RMC will conduct a study of the cost of providing quality child care in the state of Texas, the purpose of which is to provide estimates of how much more additional funding, in terms of daily rates, should be paid to providers who meet quality standards to care for children, relative to how much providers who do not meet such standards are paid.
