Secretary of State Alex Padilla Marks Domestic Violence Awareness Month by Expanding Access to Safe at Home Program

Governor Jerry Brown recently
signed SB 597
, which was authored by Senator Connie Leyva and sponsored by Secretary of State Padilla, to make victims of human trafficking eligible for Safe at Home. This measure takes effect on January 1, 2018.
“During Domestic Violence Awareness Month, we want survivors to know that we’re here to help,” Secretary of State Padilla said. “Our new website makes it easier for victims of domestic violence, human trafficking, stalking, or sexual assault to understand the application process and benefits of the Safe at Home confidential address program. Through Safe at Home, participants can receive mail, open a bank account, register to vote, and fill out government documents confidentially and free from fear. I have made it a priority to expand this program, and making the Safe at Home website more user friendly is a big step forward.”

Madera County to Adopt the Voter's Choice Act Voting Model in 2018

|
Madera County's Registrar of Voters Rebecca Martinez announced that the county will be adopting the Voter's Choice Act model in 2018. Madera joins Napa, Nevada, Sacramento and San Mateo counties.
The
California Voter’s Choice Act
is a new passed in 2016 that will modernize elections in California by allowing counties to conduct elections under a new model which provides greater flexibility and convenience for voter. This new election model allows voters to choose how, when and where to cast their ballot by:
- Mailing every voter a ballot
- Expanding in-person early voting
- Allowing voters to cast a ballot at any vote center within their county.

Secretary of State Staff Answer Questions, Distribute Resources at Cannabis Workshops Across California
|

Throughout October, the Secretary of State’s office participated in three public cannabis licensing workshops hosted by the
California Bureau of Cannabis Control
in Riverside, Los Angeles and Sacramento. Staff successfully provided guidance to an estimated 1,000 participants at each of these events relating to cannabis business entity filings with our office. Since the Secretary of State will be the first stop for future applicants that plan to seek a license for cannabis related activities as a business, our office was pleased to have the opportunity to provide information to workshop participants regarding forming a new business entity or changing an existing nonprofit corporation to a for profit entity structure, such as a stock corporation or limited liability company.

GO-Biz Recognizes the Secretary of State's Digital Initiative as a Champion for Breaking Barriers to Doing Business

The Governor’s Office of Business and Economic Development (GO-Biz) recognized the California Secretary of State’s office’s Digital Initiative for its work to digitize how California businesses file and search for important documents.
Over 130,000 Limited Liability Company (LLC) Statements of Information have been filed online since the June release of the Secretary of State’s
new business web portal, bizfile California
. The new LLC Statement of Information portal is part of Secretary of State Alex Padilla’s Digital Initiative to modernize and improve customer service, including the Business Programs Division.
“I thank GO-Biz for recognizing our Digital Business Initiative as a Champion for Breaking Barriers to Doing Business in California,” said Secretary of State Alex Padilla. “Our new LLC Statement of Information e-file tool is a major step in modernizing California’s business filing process. Rather than spend time in-line at our office or waiting for the mail, tens of thousands of businesses are now saving time with streamlined online filing. We are confident that these numbers will continue to grow as the public moves from paper-based filing to the convenience and speed of online filing.”

Fires Prompt Governor Brown to Sign Executive Order Declaring All-Mail Ballot Election for Sonoma County's November 7 Consolidated Election

In response to the Northern California fires and at the request of the Sonoma County Registrar of Voters, Governor Jerry Brown an Executive Order declaring that the Sonoma County November 7, 2017
Consolidated Election
will be conducted wholly by mail. On the ballot is a local
contest
for Timber Cove County Water District and
local measures
F, G and H.
“Many lives have been lost and thousands of lives have been terribly disrupted by the Northern California fires,” said Secretary of State Alex Padilla. “The fires have impacted schools, places of worship and even our local elections. The unpredictability of the fires is causing difficulty for the Sonoma County Registrar of Voters to identify polling locations or recruit poll workers making it necessary to move to an all mail ballot election. My office is committed to working with the Governor and Sonoma County elections officials to ensure the integrity of the November 7 Consolidated Election.”

. The Voter's Choice Act will expand early voting and provide voters with more options for when, where, and how they can cast a ballot. Sacramento, Nevada, San Mateo, Madera and Napa counties will all be adopting the Voter's Choice Act in 2018.
Secretary Padilla also discussed California's new early presidential primary that begins in 2020, election cyber security, and the Trump Administration's unprecedented request for personal voter data.
