Message from the Mayor

On Tuesday, the Township Committee approved a Resolution to designate certain properties on South Avenue and Chestnut Street as Areas in Need of Rehabilitation.

  An Area in Need of Rehabilitation, like a Redevelopment Area, is a proactive tool municipalities can use to prevent further deterioration, promote investment and development on underutilized properties and encourage continued revitalization and growth in the Central Business District (Downtown). The Township has already designated two Redevelopment Areas: 750 Walnut Avenue and the North Avenue E Gateway.

  Both Rehabilitation and Redevelopment designations require the township to prepare and adopt a Redevelopment Plan that specifies permitted uses, building designs, including height and building materials, parking and green space requirements and more. Redevelopment Plans are reviewed by the governing body and Planning Board at public meetings before being adopted.

 I have committed to residents to hold a series of town hall meetings on each of these areas in addition to the official public meetings, to explain the process, present draft plans and get feedback from residents. This has already begun. Last week, I met with downtown business and property owners and the Chamber of Commerce to give an overview and answer questions.

  In the coming weeks, I will begin a series of public presentations (dates will be posted on website and included in newsletter) I will also meet with neighbors in the area of 750 Walnut Avenue project. I also invite civic organizations and clubs like the Cranford Woman’s Club, Jaycees, Newcomers to contact me for a presentation.

 These projects are important initiatives and residents and businesses deserve to have accurate information. Finally, the Township Committee and our professional staff are 100% committed to negotiations and oversight of every project to protect the best interests of Cranford.

News from Township Committee Meetings
Workshop March 29
  • Granted approval for the Police Dept. to accept funding for a Drone Program from Conrail and the Drunk Driving Enforcement Fund. The program is not intended to be used for general surveillance, is not equipped with facial recognition software, or is able to monitor conversations between people. Some uses include fire scene responses, missing persons search efforts, traffic related crashes, and pedestrian safety issues.
  • Finalized 2021 Capital Budget and Operating Budget requests. These budgets will be introduced at the April 13 Township meeting.
  • The Township’s Green Team presented information about two initiatives:
  • Renewable Energy Program that allows local governments to create a large buying group (residents) to purchase power that is less expensive and from more sustainable sources. This is already being done for Township buildings. Township Adm. Jamie Cryan will work with the Green Team for additional information.
  • Food Waste Collection Program so residents can bring food waste to a bin at the Conservation Center where it will be picked up weekly and converted to an energy source. Commissioners agreed to pursue and details will be announced when finalized. The program will be funded in large part from a NJ Sustainable Grant.
  • The Mayor will create a working group to assist businesses and the public to prepare for the Single Use Plastics Ban that will take effect May 2022.
  • Heard presentation from Downtown Management Corporation about street closures and parklets for outdoor dining, business classes, and activities for the spring through fall season. 
Official Meeting March 30
  • Introduced an Ordinance to amend the Township Code to permit business uses such as coffee shops, delicatessens and bakeries in the Neighborhood Commercial Zone (Centennial Avenue).
  • Passed the following Ordinances:
  • Establish an Anti-Nepotism Policy for the Township that prohibits hiring family members of sitting elected officials and Township Administrator
  • Create Affordable Housing Overlay Districts to meet the Township’s affordable housing obligation
  • New storm water management regulations that are consistent with the State regulations
  • Passed the following Resolutions:
  • Appointed William McClave as Assistant Superintendent of Public Works
  • Appointed John Reyes as intern in the Engineering Dept.
  • Appointed members to the Rahway River Restoration Project, a subcommittee of the River Maintenance Committee. The sub-committee has been active in cleaning up and beautifying areas along the river.
  • Authorized closure of Alden Street for the Cranford Woman’s Club annual “Sip ‘n Shop” event on May 7.

COVID-19 & VACCINE UPDATES
  There are residents, especially elderly and homebound, who have not been able to get the vaccine. Union County will be expanding the Call Center and is working on a door-to-door program to reach homebound residents. The Township will share the details as these programs are finalized. In the meantime, If you know of someone who is unable to go to a vaccine site please email their name and address to the Mayor at [email protected] and that information will be given to the Vaccine coordinator. Do not send a message through Facebook or post anyone’s name or address on the site.

Residents should still register on the Union County COVID-19 site, www.ucnj.org or call the Call Center at 908-613-7829. The Call Center is open M-F, 9 am to 7 pm; Sat 9 am to 1 pm.

Township COVID-19 Mobile Test Site Is Open
The Township is working with QDX Pathologies Labs, based in Cranford, and Immediate Care to operate a COVID-19 test site for Cranford residents. The mobile site is located in the Library parking lot and operates by appointment Wednesday 1 to 7 pm and Saturdays 9 am to 3 pm.
