Village Board Adopts Balanced 2024 Budget

The Village of Roselle Board of Trustees adopted a $23 million general operating budget for 2024 that provides necessary funding to maintain service levels delivered to residents and businesses while investing in the Village Board’s strategic goals and preparing for an increase in mandated and critical infrastructure improvements over the next several years. As such, the 2024 budget includes increases in property taxes, water, sewer, and capital improvement surcharge (CIS) rates, and increases in commuter parking lot daily fees. Read the full announcement for more information.

Water, Sewer, and CIS Rate Increases

Water and sewer rates are developed to recover the cost of purchasing water through the DuPage Water Commission (DWC). The Village’s overall cost of purchasing water has increased due to the DWC’s 2023 rate increase. 2024 water rates will increase by 41 cents to a rate of $9.25 per 1,000 gallons used.

Sewer rates vary by county. DuPage County sewer rates will increase by 80 cents to a rate of $7.10/1,000 gallons. Cook County sewer rates will increase by 15 cents to a rate of $3.55/1,000 gallons.

Revenue from CIS rates goes to the Water/Sewer Capital Projects Fund, which is used for infrastructure improvements to Roselle’s water and wastewater systems. The Village must complete IEPA-mandated updates to both of Roselle's wastewater treatment facilities starting in 2024. Due to the significant cost of these mandated improvements, the FY 2024 Budget includes a CIS rate increase of $1.40 to a rate of $7.50/1,000 gallons.

These mandated wastewater updates are a significant driver of Roselle's need for increased infrastructure funding; learn more on the Investing in Infrastructure portal.
