Message from Mayor Pileski

At our February 26 Board meeting, I responded to a public comment asking why realtors would be against home rule. Roselle residents, including myself, have received at least 4 postcards, plentiful digital ads, and numerous phone calls from Realtors in Opposition to Home Rule. I would like to address a few points from these special interest advertisements because I believe the mailers present a distorted view of the facts.

  • As stated on their mailers, Realtors in Opposition to Home Rule is based out of Springfield, not an organization that has any ties to Roselle or our area of the Chicago suburbs. Historically, realtor lobbying political action committees have spent hundreds of thousands of dollars advocating against home rule whenever it appears on any community’s ballot, citing vague threats without explaining the nuances of home rule powers.

  • The mailers Roselle residents have received and the ads online claim that under home rule, the Village could raise property taxes without your approval. As a non-home rule municipality, the Village of Roselle Board is able to increase property taxes without voter approval in accordance with the Property Tax Extension Limitation Law (PTELL), which restricts any increase in property tax collection to be no more than 5% or the rate of inflation in the consumer price index, whichever is less. The Village’s budget process is discussed in public Board meetings each year and is always available online for the community to review. Additionally, the Village Board passed a resolution that they will continue to follow PTELL even if Roselle becomes home rule.

  • The claim that the Village is choosing to implement a $5 million sales tax instead of offering property tax relief is possibly the biggest indicator in my mind that this special interest group has made zero efforts to understand Roselle, nor do they care about the infrastructure funding challenges that we face. It may surprise you the Village only collects about $6.5 million annually in property tax revenue – providing $5 million in property tax relief would mean slashing 77% of the funds that pay for Police, Fire and other core services to Roselle.

When voting on March 19, I encourage you to vote for what you think is truly best for Roselle. I also encourage you to consider the reality of the situation and the facts about home rule rather the unsupported fears spread by political activists with no ties to Roselle.

FAQ: Does home rule take away future referendums or control other Roselle taxing bodies?

Whether the Village of Roselle becomes home rule or remains non-home rule, the Village does not control funding, operations, referenda, or other initiatives by other Roselle taxing bodies. Each school, library, and park district you pay property taxes to is an independent taxing body with its own unique board of elected officials who oversee their budget. The Village Board of Trustees oversees the Roselle Police, Fire, and Public Works departments in addition to the municipal services offered at Village Hall. View more Home Rule: Fact or Fiction.

Village of Roselle, Roselle Public Library to Explore Feasibility of Swapping Properties

The Roselle Public Library District and Village of Roselle have entered into a Memorandum of Understanding (MOU) to evaluate the feasibility of swapping two centrally located properties for redevelopment.

The properties include the former Trinity Community Center at 233 E. Maple, which the village owns, and the Roselle Public Library building and parking lot at 40 S. Park Street. By signing the MOU, both parties have agreed to share records, documents, surveys, studies, and other requested materials in the evaluation of the properties and remain in communication about such materials. The MOU does not require the library or the village to enter into a land swap agreement. A separate, negotiated agreement with the approval of both the Village Board and Library Board of Trustees would be needed for the village and library to move forward with swapping properties.
