Welcome to our VHC Quarterly Newsletter!


Spring is around the corner, and the Virginia Horse Center is ready to welcome thousands to the pride of the Commonwealth! 


We have an action-packed season ahead, and we hope you will have a chance to visit us and check out all of the magnificent events, and horses, we have at our world-class facility in Lexington.

Welcome Stephen Shank, new CEO

of the Virginia Horse Center Foundation

The Virginia Horse Center bids farewell to CEO Glenn Petty and welcomes newly appointed CEO Stephen Shank.


An accountant by profession, Shank earned associate degrees in math and science from Niagara County Community College in 1985, a bachelor’s degree in accounting from Niagara University in 2003, and a Master of Business Administration in accounting from Niagara University in 2005.


Shank most recently served Alfred University in Alfred, New York, as Head Coach and Director of the Equestrian Program since 2015. A western trainer with more than 40 years’ experience in training, showing, and horse show management, Shank has taught riding classes as well as courses in Equine Management Studies while serving as Head Coach of the University’s Interscholastic Equestrian Team. Since 1982, Shank has owned and operated Shank Quarter Horses, a boarding, training, breeding, and showing facility in Wellsville, New York.


Shank is a nationally sanctioned horse show judge holding Judges’ Cards for the American Paint Horse Association, the Palomino Horse Breeders Association, the Pinto Horse Association, the Appaloosa Horse Club, the Appaloosa Horse Club of Canada, American Ranch Horse Association, and National Snaffle Bit Association (Category 1.).


Shank commented, “I would like to thank the Virginia Horse Center Board of Directors for the honor of being chosen their next CEO. My life passion is the horse industry, so my excitement is beyond measure to start working with and for everyone at the Virginia Horse Center.”


The Virginia Horse Center is thankful for Glenn’s contributions and wishes him the best.

Upcoming Virginia Horse Center-Owned Spring Events

The spring calendar is packed again this year with Virginia Horse Center-owned events, all produced to benefit the Virginia Horse Center.


The season kicked off with the Lexington Spring Welcome which will conclude on March 3rd. Next up is the VHC Starter Trials and Cross Country Schooling, scheduled for March 23-24. VHC Board President, Roxanne Booth, leads the way for all eventing competitions at the Virginia Horse Center and we are thankful for the countless hours she devotes to these events. 


April 12-14 welcomes the Blue Ridge Arabian Classic featuring the beautiful and versatile Arabian horses!


The first two installments of the Virginia Festival of Champions begin with the Lexington Spring Premiere April 24-28, followed by the Lexington Spring Encore, May 1-May 5. These competitions are some of the largest hunter/jumper shows in Virginia and we encourage all of you to attend and support these events. The Lexington National is the final installment of the three weeks of shows and takes place August 7-11.


May 8-11 welcomes the Bonnie Blue UPH National show. Come see the many Saddlebreds competing at the Virginia Horse Center.


The Mid-Atlantic Dressage Festival and Lexington CDI3* [MADFest] takes place May 16-19 and is volunteer managed by VHC Board Member, Gardy Bloemers. This dressage competition is a well-loved event and some of the top dressage riders in the country head to the VHC to participate. Gardy works diligently to create this world-class event and we appreciate all she does for the VHC.


VHC Eventing, presented by Capital Square, welcomes top level event riders to the Virginia Horse Center May 23-26. All are welcome to spectate! If you haven't seen the riders tackle the cross-country course, you're missing out! Stop by on Saturday for cross-country action. There is never an admission fee!


We look forward to welcoming old friends and new, to the Virginia Horse Center this spring!

Facility Updates

ATTENTION EVENTERS! BIG NEWS FOR YOU!


The cross-country course has seen some major improvements, thanks to the work of Tyson Rementer.  


Rementer said, “We had a wildly productive visit to the VHC in January. Along with course designer Jay Hambly, and my building partner Levi Ryckewaert, we knocked off several great new upgrades.”


Rementer shared the details about the cross-country improvements: “For starters, the water jumps on both the Oak Hill course and Horse Center courses were modernized with new shapes, liners and footing as well as expanded in size.


“We did lots of clearing on the Horse Center course to access some interesting new areas. We also removed some old aging complexes, filled in some of the rocky areas, and leveled ground to create better flow for all the levels. We updated one of the old bank complexes for the Training and Modified course.


“On the Oak Hill course, in addition to the new water complex, we cleared lots of old, overgrown areas to develop some great new lines and help the courses utilize some of the less hilly areas. In the clearing we found a neat old bridge and we were able to renovate it for what will be a pretty dramatic new feature to the course. We used some of the excess fill from the water jump renovation to fill lumpy areas, so that the courses of all levels can have improved flow and even better galloping.


We also built a new ditch complex so the upper-level courses can try their hand at a new coffin style fence. We can’t wait for everyone to come check out the new updates!”

Stall Update


Barns 1, 3, 5, 6, and 7 have newly resurfaced stalls, and stall mats are in place! Barn 8 is in progress and the rest of the barns are set to be done later this spring!

Beyond the Bridle: Estate Planning Considerations for the Horse Owner By Elizabeth M. Horsley

We are delighted that Virginia Horse Center Foundation Board Member, Elizabeth M. Horsley, has contributed to our March VHC Newsletter.


Elizabeth is counsel at the Richmond law firm of Christian & Barton, L.L.P., where she focuses on estate and trust administration and planning and is also active in Virginia’s equestrian community.


According to Horsley: I was consulted recently about establishing a trust for the care of a horse after the owner’s death or incapacity. While information can be found online concerning a “pet trust,” it can be confusing. Below is a basic overview of several estate planning tools you may want to consider when planning for the continuing care of your horse.


I know you may be surprised to hear you could set up a “pet trust” because this is your horse, not a pet. But remember, a horse is considered personal property. Accordingly, for estate planning purposes, a horse is treated much like a car. 


Similar to your car, your horse carries certain financial obligations, and the recipient will be responsible for paying for care and upkeep. If your horse becomes part of your estate, the executor or administrator of your estate will be responsible for selling, leasing, or otherwise providing for the horse’s ongoing care. If a trust is set up for your horse, the trustee of your trust will assume the same responsibilities, subject to the instructions set forth in your trust, and you will fund the trust to pay for the ongoing care.


Generally, there are three types of arrangements to consider when planning for the

ongoing care of your horse: (1) transfer by will to an individual or organization (a “recipient”), (2) transfer to the trustee of a trust, and (3) transfer of ownership to a corporate structure such as a limited liability company. Your specific circumstances, including tax planning strategies, should be evaluated when considering these arrangements. I will focus on the transfer by will and trust.


If you choose to transfer your horse by your will, the terms of your will name a recipient to receive your horse at your death. You may include a monetary gift to the recipient to assist and/or incentivize the recipient to provide care for the horse—however, enforcement of your specific wishes regarding care may be limited. A gift with strings attached sometimes is referred to as a conditional gift, and it may be difficult to enforce.


If you choose to transfer your horse to a trust, it is easier to impose conditions. You will consider whether you want to establish a revocable or irrevocable trust, and whether you want to fund the trust during your life or at death. In addition to transferring the horse to the trust, you also may transfer financial assets to provide for the care of the horse. Your trustee may be responsible for managing the care of the horse and the finances you transfer to the trust, or you may choose to name a caregiver in addition to the trustee. If you choose to name a caregiver, responsibilities for managing the finances of the trust and care of the horse will be bifurcated; however, the trustee will have a fiduciary duty to make sure the assets of the trust, which would include the horse, are managed properly.


After deciding how you want to transfer your horse, you should carefully describe the following in the transfer document: 


• Your horse’s standard of living and care;


• The duties of your trustee and/or caregiver regarding care;


• The purposes for which funds are to be distributed;


• Instructions for your trustee or caregiver after the death of your horse; and


• The remainder beneficiary or beneficiaries who will receive any funds remaining in the trust.


As stated initially, I have described, generally, only two estate planning options to ensure your horse is cared for after your death or incapacity. You should consult an estate planning attorney in the state in which you reside for additional information if you wish to consider including your horse in your estate plan.

Qualtrics Survey Winners!

The 2023 Qualtrics Survey helped us obtain information in order to better identify and serve our customers. This information will also be used by the philanthropy department when applying for grants, and for our sponsorship team when creating proposals for prospective sponsors.
