Urban Growth Strategies Adoption Package Update

Eugene's first Urban Growth Strategies adoption process is underway. This multi-step process includes work sessions, public hearings, a recommendation by the Eugene Planning Commission, and City Council action by the end of 2026.

The Eugene Planning Commission held a virtual public hearing on June 23, 2026, at 5:30 p.m. on Adoption Package #1, which includes a series of legislative land use code amendments intended to remove barriers and expand access to housing and jobs. These amendments are time-sensitive and are proposed both as actions to address some of the City’s housing and employment needs, as well as required responses to recent state legislation.

Thank you to everyone who provided written or live public testimony and participated in the virtual meeting! The Planning Commission heard live testimony from ten individuals and received 26 written submissions. The Planning Commission’s public comment period for this package closed on June 30, and all future public comments received on Adoption Package #1 will be forwarded to City Council for their deliberations in Fall 2026.

The Eugene Planning Commission will continue deliberations and form a recommendation to City Council at meetings on July 14 and July 28, 2026, at 5:30 p.m.

Help Create More Affordable Housing in Eugene

Apply to Join the Affordable Housing Trust Fund Advisory Committee

The Affordable Housing Trust Fund (AHTF) Advisory Committee is seeking members from the community at‑large, from housing and population advocacy groups, and from the planning and housing development fields.

Eugene’s AHTF supports projects and programs that increase availability and access to owner and renter occupied housing that is affordable to middle- and low-income community members. AHTF Advisory Committee members advise City of Eugene staff on program goals; review and score Affordable Housing development proposals submitted through the City’s annual AHTF Request for Proposals (RFP); and make funding recommendations to staff based on the RFP evaluation process. The committee also reviews AHTF program activities and provides input on overall program direction.

The AHTF‑AC consists of nine community members representing a variety of backgrounds, including:

  • Three at-large representatives
  •  Three members with planning, housing development, construction, lending, or real estate experience
  • Three housing and population advocates, including people with lived experience in Affordable Housing, tenant support, or community advocacy for groups that face obstacles in securing housing

The committee meets four times a year (twice in the spring, twice in the fall) with additional meetings scheduled as needed.

Below is information about the advisory committee recruitment and the links to the applications:

Making Permitting More Accessible for Our Community

Building & Permit Services is continuing to expand our efforts to make the permitting process clearer and more accessible for everyone. In response to feedback from our development community, we’re strengthening our commitment to educating and engaging with residents, designers, and builders so they can move forward with confidence as they plan and design their projects.

We recently highlighted our free project consultation service in Planning to Build or Renovate? Talk to Us!, a resource that helps community members understand requirements early and avoid unexpected challenges.

Our next educational session, Navigating the Erosion Prevention Permit Process, will take place on August 12 at the Atrium Building. Community members, contractors, and designers are invited to learn how the erosion prevention permit works, what’s required, and how to prepare a successful submittal.

To register, visit our Community Events and Education webpage.

Through ongoing outreach, we aim to make the the permitting experience feel clear, supportive, and approachable from start to finish.

We Are Hiring!

The City of Eugene is recruiting a Development & Permitting Liaison, a strategic role advancing our community’s top priorities: housing production, economic development, and improved customer service in the permit review process.

We’re seeking a collaborative problem solver who can strengthen partnerships, streamline processes, and help create clearer, more predictable permitting pathways for businesses, developers, and community members.
