Urban Growth Strategies:
Upcoming Public Hearing - Housing & Jobs Actions
| | |
Eugene is moving forward with a major step in the Urban Growth Strategies project. On Tuesday, June 23, 2026 at 5:30 p.m., the Eugene Planning Commission will host a virtual public hearing on an exciting set of land use updates aimed at expanding housing and job opportunities citywide.
The proposal features citywide land use code updates designed to remove barriers and expand access, including:
-
Creating new development standards for single room occupancies (SRO) and micro village housing.
-
Updates to middle housing development and land division standards.
- Increasing the maximum building height in the (R‑1) Low‑Density Residential Zone from 30 to 35 feet.
- Allowing residential treatment facilities, residential treatment homes, and similar uses in more zones.
- Allowing adult and child day care centers and day care homes as permitted uses in more zones.
- Streamlining some residential land use application processes.
- Allowing three-year extensions of the expiration date for certain land use approvals.

New CAP2.0 Annual Report and
Climate Dashboard Highlight Progress
| |
The City has released the 2025 Climate Action Plan 2.0 Annual Report and updated the Climate Dashboard, highlighting recent achievements, strengthened partnerships and key indicators that track our progress towards reducing emissions and improving community resilience.
Several highlights include:
-
Eugene is leading a national coalition to expand pathways for the safe use of reclaimed lumber in construction, allowing builders to use more sustainable construction materials with lower embodied carbon.
-
5.3 megawatts of solar installed on residential homes since 2021, enough energy to power roughly 580 homes.
-
26 electric heat pumps installed at a Homes for Good, affordable housing community in West Eugene, lowering energy bills and improving comfort for low-income residents.
-
A 1,200% increase in electric vehicles registered since 2017, expanding access to cleaner transportation options.
-
More than 150,000 tons of construction and demolition materials salvaged through a new partnership between the City and BRING, promoting reuse and new economic opportunities.
-
Targeted tree planting efforts in the Bethel neighborhood, increasing shade canopy coverage from 7% to 9% since 2012 for that neighborhood.
While more progress is needed to reach our climate goals, the City is encouraged by strong partnerships that build on local strengths, investments that center equity and deliver meaningful results, and the ways climate action continues to advance other key City priorities, such as housing affordability, economic development, and public safety.
