As Eugene enters the third year of Urban Growth Strategies, work is advancing on a new approach to planning for the next 20 years of housing, employment, and urban land use. Several major milestones have been reached over the past two years:

Upcoming Planning Commission Meetings

  • February 24, 2026 – Comprehensive Plan Update: Staff will provide an update on development of Eugene’s Comprehensive Plan, including new chapters on community engagement, housing, compact development, community health, and land use.
  • March 10, 2026 – Middle Housing Actions: Staff will also present code concepts to revise Eugene’s middle housing standards to comply with recent changes to state law and to reduce barriers to development.

Public Health Standards:

Planning Commission Recommendation &

Upcoming City Council Public Hearing

The Public Health Standards project is an effort to identify possible changes to Eugene’s land use regulations to address the concerns of residents living near industrial areas within City limits.

On January 13, 2026, the Eugene Planning Commission voted 4-3 to recommend Version 4 of the proposed land use code amendments that would require the City to provide notice of building permit applications to public health agencies. The proposed amendments do not require applicants to identify and attest to the air, land, and water permits required for their proposed uses, as was included in previous versions of the code amendments.

City Council Public Hearing

The City Council will hold its own public hearing on February 17, 2026. The City Council will then deliberate and make a final decision on the proposed amendments.

How to Submit Testimony & Attend the Public Hearing

  • Written Testimony: Submit a written statement to the City Council, c/o CA 25-3 Planning Division, 99 W. 10th Avenue, Eugene, Oregon 97401 or by e-mail to RVerner@Eugene-or.gov. Written testimony will be provided to the City Council in batches as it is received.
  • Spoken Testimony: Attend the public hearing on February 17, 2026, and provide spoken testimony, which will be recorded. Instructions for providing spoken testimony will be provided during the hearing. The City Council may limit the time for each speaker to a few minutes.

Issues which may provide the basis for an appeal to the Land Use Board of Appeals must be raised in writing with sufficient specificity to enable the decision maker to respond to the issue prior to the expiration of the comment period.

More information for options to attend, watch, and participate in the public hearing will be available at: www.eugene-or.gov/3360/Webcasts-and-Meeting-Materials.

We are looking to fill vacancies on the Downtown Urban Renewal District’s Expenditure Review Panel (ERP), the Riverfront Urban Renewal District’s River Guides, and the Multi-Unit Property Tax Exemption (MUPTE) Review Panel. Applications deadline is January 31, go to: https://www.eugene-or.gov/86/Boards-and-Commissions

The Expenditure Review Panel: convenes at least once a year to prepare a report on the Urban Renewal Agency’s use of Downtown Urban Renewal Plan funds and on whether the expenditure of tax increment funds was limited to the authorized projects and the associated administrative costs authorized by the Plan.

River Guides: an advisory committee for activities within the Riverfront Urban Renewal District, with a primary focus on Downtown Riverfront redevelopment. The committee provides broad perspectives and diverse insights to help transform the riverfront into a vibrant, community-oriented destination.

Multi-Unit Property Tax Exemption (MUPTE) Review Panel: the MUPTE program aims to promote higher density housing development downtown. The Panel typically meets three to six times each year to review MUPTE applications and provide advisory input for the program.
