SGC, Thriving Earth Exchange Collaborate on Community-Engaged Research in CA

Thriving Earth Exchange seeks California communities and Community Science fellows for a new initiative to launch a cohort of community science projects across California. Thriving Earth Exchange helps scientists and communities around the world form collaborative, high-impact, community-driven partnerships to address challenges associated with climate change, pollution, and community resilience.
SGC is excited to collaborate with Thriving Earth Exchange on the initiative, specifically by helping attract to the program vulnerable, low-income, and/or historically under-served communities from diverse regions and paring them with Community Science Fellows to plan actionable research projects.

Program Deadlines Approaching

Transformative Climate Communities Application Deadline February 28
Planning Application Survey Extended to February 14
The California Strategic Growth Council (SGC) is accepting Planning Grant applications for funding Round 3 of the
Transformative Climate Communities Program (TCC
). The application deadline for both Planning and Implementation Grants is February 28, 2020.
Planning Grants
TCC Planning Grants support planning activities to help disadvantaged communities prepare for future funding opportunities in programs (TCC or otherwise) that align with the TCC program objectives. Planning activities should focus on responding to planning issues or priorities that directly benefit residents within the planning area.
Approximately $600,000 is available for three Planning Grants (about $200,000 each). The TCC Program empowers the communities most impacted by pollution to choose their own goals, strategies, and projects to reduce greenhouse gas emissions and local air pollution.
In order to qualify for a TCC Planning Grant, applicants must define a Planning Area composed of Census Tracts that rank within the top 25 percent of disadvantaged communities, per

AHSC Round 5 Applications Due February 11

Round 5
of the Affordable Housing and Sustainable Communities Program (AHSC). AHSC will award about $550 million in grants to projects that implement land-use, housing, transportation, and agricultural land preservation practices to support infill and compact development, and that support related and coordinated public policy objectives.
Applications for Round 5 are due on February 11, 2020.
Round 3 Applications for CCR Program Due February 12
SGC is also accepting applications for
Round 3
funding of the
Climate Change Research Program (CCR
)
. CCR will allocate up to $4.75 million in awards to projects that facilitate the reduction of greenhouse gas emissions in areas including clean energy, adaption, and resiliency.
The final date to submit applications for Round 3 of CCR funding is February 12.

The California Environmental Protection Agency (CalEPA) is now accepting applications for the Environmental Justice Small Grants Program. CalEPA will award at least $1 million to eligible applicants to support environmental justice-related projects across California.

Governor Gavin Newsom Allocates Record $12.5 Billion for Climate Change Resiliency Efforts in Proposed 2020-2021 State Budget

On January 10,
Governor Gavin Newsom released his 2020-21 proposed budget
, which includes a collaborative, interagency investment approach to address the causes and effects of climate change, and to promote resilience. Altogether, the California Climate Budget totals $12.4 billion over five years, and aligns the Greenhouse Gas Reduction Fund, a new climate resilience bond, several one-time General Fund appropriations, and a new Climate Catalyst Revolving Loan Fund.
The Governor’s budget proposal is based on an integrated, collaborative model that targets funds based on risk with a focus on supporting equity and community resilience. This funding strategy will harness the statutory role of the California Strategic Growth Council (SGC) as a coordinating body and leverages the unique expertise and networks we have developed over the course of designing, implementing, and administering a suite of investment, capacity building and technical assistance, and integrated policy programs – all built on deep collaboration.
Climate Catalyst Fund
For example, the Governor included a proposal to launch a four-year $1 billion
Climate Catalyst Revolving Loan Fund
to support innovative approaches to priorities such as recycling, low-carbon transportation, and climate-smart agriculture by small businesses and organizations that may not be well-established enough to access other funding sources. SGC will provide overarching guidance to identify investment categories for the Climate Catalyst Fund – using our expertise in identifying knowledge and research gaps to help surface areas for investment opportunity.
Cap-and-Trade Funded Programs
Resilience Bond
Finally, the Governor has proposed a $4.75 billion resilience bond to support investments that reduce specific climate risks across California through long-term investment in natural and built infrastructure, especially in the most climate-vulnerable communities. This bond proposal is the result of a deep collaboration among the Governor's office, the Office of Planning and Research, and the secretaries of most of the State agencies that comprise the California Strategic Growth Council.

New videos highlight CDFA Climate Smart Ag Programs

The Office of Environmental Farming and Innovation (OEFI)
at the California Department of Food and Agriculture (CDFA) has released a series of videos that offer an “armchair tour” of the various Climate Smart Agriculture Programs. These programs, which include the Healthy Soils Program (HSP), the State Water Efficiency and Enhancement Program (SWEEP), and the Alternative Manure Management Program (AMMP), are all helping farmers and ranchers implement sustainability and climate resilience into their practices.

The Governor’s Office of Planning and Research is hiring a Senior Technical Support Specialist. Under the direction of the IT Chief Information Officer, the incumbent will provide technical support to internal and remote staff in the Office of Planning and Research. They will also serve as a high-level technical lead adviser to IT executive management, business customers, and control agencies, among several other IT-related duties.

The California Department of Water Resources (DWR) is seeking a Senior Regional Climate Change Specialist (RCCS) to provide expertise to analyze and evaluate climate change impacts to the State’s water sector. Specific duties include collecting and reviewing environmental data for various projects and reports, assessing climate adaption implications for various management strategies, responding to public requests for climate information, and various other essential tasks.
