The CAEP Newsletter will now be released twice a month, on the first and third Wednesdays of the month.


If you would like to submit an item for consideration, please submit it no later than the Friday before the week of publication.

CAEP Deliverable Reminders


CAEP Quarter 4 Student Data


The Quarter 4 student data is due by July 15, 2025 in TOPSPro for K-12 CAEP adult education providers and WIOA-funded community college noncredit providers.

CAEP Quarter 3 Expense Report

The Quarter 3 member expenditure report is due in NOVA on June 1, 2025. The consortium will have until June 30, 2025 to certify the report.


Three-Year Plan 2025-28

The 2025-28 TYP is due in Nova by June 20, 2025.


Annual Plan for 2025-26

The 2025-26 Annual Plan is due in NOVA by August 15, 2025. The Annual Plan is a subset of the CAEP 2025-28 Three-Year Plan.

Deadlines and Deliverables


  • June 1: Member Expense Report due in NOVA (Q3)
  • June 20: Three-Year Plan 2025-28 due in NOVA
  • Jun 30: Member Expense Report certified by Consortia in NOVA (Q3) *
  • July 15: Student Data due in TOPSPro (Q4) FINAL
  • Aug. 15: Annual Plan for 2024-25 due in NOVA *

Education to Career Network of North San Diego County (Palomar/Vista)


ETCN has developed an exemplary governance system that supports all consortium members, aiding in the success of their adult education Three Year Plans across North County San Diego. With no findings flagged during yearly audits and two consortium-wide FPM visits by CDE, the program demonstrates exceptional accountability and inclusivity. ETCN encourages other consortia to consider adopting this successful model, and all governance documents are available for review. We are pleased to announce the CAEP Summit 2025! We invite you to submit a proposal to present for the 2025 CAEP Summit. This year’s theme, Building Bridges to Success: Innovate, Integrate, Impact, spotlights the powerful role of partnership and creativity in advancing outcomes for adult learners. This year’s event will highlight partnerships, innovation, and impact for student success. To submit a proposal, please go to the Summit Webpage and click on “Submit Your Proposal” and fill out the form. For questions about proposals, contact ccctap@noce.edu.

Applications are open for the CAEP Consortium Leadership Academy (CLA)! The intended applicant is new to their role within the last 3 years. If you believe the CLA is perfect for you, but fall outside that criteria email TAP to discuss additional options.


The application window will close June 15, 2025 and notifications will be sent out at the end of June. The CLA program was created to build the capacity of consortia leads, directors, and co-chairs to effectively lead their consortium through a student-centered leadership approach.

Register Now! Equivalency and Proficiency Summer Convening's 


Registration is now open for this free, half-day, in-person, 2025 Summer Convening's. These convenings are designed to provide timely updates to and collect information from attendees regarding the GED and HiSET exams. The California Department of Education (CDE) invites chief examiners, test site administrators, school counselors, and others with a connection to the high school equivalency and proficiency programs to join us.  Feel free to share this informational flyer (PDF) with others.

CAEP Directors' Corner

Consortium Directors' Peer Learning Circle (PLC)


The Consortium Directors' Peer Learning Circles serve as a specialized forum for Consortium Leads, Co-Leads, Managers, and Directors. This platform offers a unique space to engage in discussions on challenges, queries, and distinctive scenarios frequently experienced by Consortium Leads, who often navigate the complexities of both the Community College noncredit system and the K12 system. It provides an invaluable opportunity for leads from across California to exchange ideas, find thought partners, and disseminate strategies and best practices, thereby fostering excellence throughout the state.


Please use this form to express areas of interest for future PLC's.

Directors' Corner | Discussion

The Directors' Corner serves as an online platform designed to promote the exchange of ideas and facilitate access to colleagues throughout the state. Additionally, the Canvas Course is a repository of consolidated resources for Consortium Leads/Directors. This platform aims to foster a robust networking environment, allowing for the seamless sharing of queries, resources, and insights on various scenarios among directors throughout the State.
