2025 has gotten off to a frigid and very busy January. The Cranford Clergy Committee and Interfaith Council held an annual MLK memorial followed by a successful and productive day of service. There are multiple public meetings scheduled for the NJ Department of Environmental Blue Acres Buyout Program, the 4th Round of Affordable Housing obligations and 750 Walnut Avenue. The details will be posted on the Township’s website. The Township Committee is taking a serious look at the future of Cranford’s pools and there will be discussions over the next month. I remain committed to providing open communication and having public conversations. Stay warm and get ready for a busy spring.  

ORDINANCES - INTRODUCTION

2025-01: Amending Article VIII, Section 410-59 of Chapter 410 "revised ordinances of the Township of Cranford, new jersey (1988)," by amending schedule VI and including certain portions of roadways as indicated in section 1 below and designating same as "trucks over certain weights excluded."


Prohibits right turn on red light onto Centennial Ave. at South Ave. westbound between the hours of 7 to 9 a.m. and 2 to 4 p.m. weekdays.

2025-02: Amend the code of the Township of Cranford, Chapter 410, Article V, to revise parking fees for public roads, streets, and parking lots. 


These adjustments are designed to make it easier for residents, commuters, and customers to find suitable and convenient parking in downtown Cranford. See agenda for the full list of changes. Changes include increasing time limits from 1 1/2 hours to 3 hours in some zones.

RESOLUTIONS

Authorizing:

  • The advancement of Eugene J. Perrotta to the rank of Captain within the Cranford Police Department effective January 22, 2025.
  • An award of contract to Accurate Auto and Fleet Services, Inc. for the purchase of Police Department primary fleet maintenance.
  • The purchase of apparatus repair services from Fire & Safety Services, Ltd.
  • The Purchasing Agent to enter into a contract with Baker & Taylor, LLC for the purchase of Library and Educational goods and services for the Township of Cranford Public Library.
  • The Purchasing Agent to enter into a contract with CBM Solutions LLC for Cleaning Services for the Township of Cranford Public Library.
  • The Purchasing Agent to enter into a contract with CBM Solutions LLC for Cleaning Services for the Township of Cranford Community Center.
  • The Cranford Police Department to participate in the Defense Logistics Agency Law Enforcement Support Office 1033 Program.
  • The opening of a moratorium road for driveway improvements, curbing and utility connection work at 944 Orange Avenue.
  • The closure of various streets for the 2025 Cranford Area Chamber of Commerce Cranford Street Fairs.
  • Salary increases for certain full-time and part-time employees.
  • A title change for Kathleen Lenahan from Land Use Administrator to Land Use Administrator/Assistant to the Tax Assessor, effective January 1, 2025.
  • The appointment of Matthew Devaney, Covering Plumbing Inspector.
  • Township Committee meeting to be held Jan. 28, workshop and official meeting.

• Discussed the county rabies clinic held in November 2024. Gave condolences to family of Mochi, a cat who escaped the clinic. Township will review procedures of clinic. Asked the public to cease harassing the health dept.

• Addressed 750 Walnut Avenue. Planning to set up an informational meeting in early February at the Community Center to discuss the final process of completing the project, new enforcement actions, engineering, and solutions to traffic. Asserted Hartz is currently paying property taxes, and furthermore property taxes will be assessed at $4 million once it receives a Certificate of Occupancy (CO), plus additional payment to the Township will kick in with the PILOT agreement. Advised the best practice is to ensure Hartz is in compliance to receive the CO as soon as possible so town can receive the new assessment of taxes.

• Updated on Fourth Round of Affordable Housing (AH) Obligations. Holding Special Meeting on January 28 at 7 p.m. to adopt a resolution. Stated the Township is in a good position; Township has a surplus of 40 units from third round. Township decided to delay the resolution to next week as it awaits a court decision on a motion led by Montvale requesting to delay the Jan. 31 deadline for municipalities to adopt state AH numbers or municipality's own calculations.

• Congratulated Lt. Perrotta for his promotion to Captain within the CPD.

• Recreation and Parks Department has many wonderful winter programs currently being offered, such as youth, adult and senior programs, as well as many drop-in options for sports like pickleball. Additionally, the 375 Centennial recreation facility is available for rent for parties of all ages. You can rent a single court or the whole facility. • Thanked the DPW for their responsiveness this weekend to the winter storm. Crews started early to salt the primary and secondary roads, downtown, as well as our parking lots, preparing for freezing temperatures. The full DPW squad were prepared for plowing throughout the town. If there are any roads of concern during a storm, please reach out directly to the DPW.

• Starting budget discussion on road repaving and road repairs in a multi-year road paving priority list. If residents believe a road should be evaluated, please reach out to engineering@Cranfordnj.org and b-andrews@Cranfordnj.org.

• Congratulated Lt. Perrotta for his promotion to Captain within the CPD. Appreciate his focus on pedestrian safety.

• An ordinance introduced tonight will increase parking times on some roads from 1.5 to 3 hours, allowing more time to enjoy our award-winning downtown.

• Chief Matt Nazzaro is committed to addressing traffic and pedestrian safety concerns and will be sharing news in the coming weeks and months.

• Conversations are happening amongst the departments to consider budget strategy this year.

Noted town is recently seeing a lot of fee increases. Discussed ordinance on the parking fees. Expressed the town can't keep raising fees without evaluating spending and prioritizing expenses. 

• Budget discussions scheduled for the third weekend in February.

• Commended Mayor Curran's proposal to delay AH resolution to next week to await decision on Montvale.

• The 20% affordable, 80% luxury housing strategy to address AH issues, is doing everybody a disservice.

CRANFORD FIRE DEPARTMENT

Cranford FD is Collecting Donations for the Los Angeles FD

CFD will collect items until 1/29/25

Los Angeles FD has some basic needs. They advised they do not need anything other than the following items:

• Eye drops

• Eyewash

• Nasal wash / spray

• Hero wipes

The Cranford Fire Department will serve as a collection point for these items. We will be collecting items until 1/29/25 at which point all items will be shipped out to California to get into the hands of the firefighters working out there. Those items can be dropped off in the collection bin in the lobby of fire headquarters. The State FMBA has then pledged to pay the shipping costs to get everything to Los Angeles.
