On October 28, we recognized National First Responders Day. Cranford's first responders serve to keep our community safe every day. We want to ensure they have the tools and resources necessary to do their jobs. That's why this week, we approved an off-cycle bond ordinance to purchase a new $1.2 M pumper truck for the Cranford Fire Department. This is one additional investment the Township Committee has been making to improve and protect our community.
Thank you to our first responders and all our municipal employees who work tirelessly for Cranford.

Mayor Andrews
• Cranford is investing in clean and green transportation infrastructure and pedestrian safety.
• On behalf of Cranford, I will be moderating a discussion on clean and green transportation initiatives with the League of Municipalities on Tuesday, November 19, at 2 p.m.
• Township is working to remedy the dust issues quickly at 750 Walnut. Inspectors have visited the site and given out a deficiency notice -- a follow up visit is planned to ensure compliance. Addressed complaints about traffic being blocked on Walnut Avenue. Township sent its inspector to the site to make sure traffic ran more smoothly.
• New Jersey DCA released its next round of affordable housing numbers for the entire state of New Jersey. Hired affordable housing professionals to start advising the Township at the start of this year. The numbers in this document are not going to be the final numbers -- a vacant land adjustment has been common practice. The Township will focus on this next round over the next few weeks, heading into next year.

Commissioner Terrence Curran Recreation and Parks
• Department of Recreation announced the awards for the fifth annual Halloween house decorating contest. Watch on TV 35.
• Encouraged everyone to watch the TV 35 Veterans Series. We talk to veterans from around Cranford and just talk about their service, what it means to them, why they joined, and what they're doing now in the community. If you are a veteran and you want to come out and have a be on a series, please let us know.
• Veterans Day events: November 7 is the Elks dinner for veterans, and November 10 is the VFW breakfast, followed by a flag retirement ceremony at Post Office Plaza around 1 p.m. On Veterans Day, November 11, veterans will visit all the schools, speaking with the students about the significance of Veterans Day.
• Shade Tree Commission Update: Planted an additional 50 trees.
Notices do go out to homeowners before we plant the tree in front of the house. If the homeowner has an issue with where we're planting or with the fact that we're going to plant one, we ask that they let us know beforehand, rather than letting us plant the tree and then removing it. The trees are each about $425 to plant, so it's a significant cost, and we would ask that you don't remove the tree after we plant them.
• Tree permits for tree removal is a state mandate. If you need to remove a tree from your property, please go to the Building Department to get a permit to remove the tree.
• Recreation Department's Senior programs: Monday through Friday, starting at 9:30 a.m. except for Wednesday, which starts at 1 p.m. Classes include exercise classes, different movies, drawing, painting, crochet, Mahjong, and every fourth Tuesday of the month is Bagels and Bingo, which is one of my favorites. There's also a daily bus schedule Monday to Friday, from 9 a.m. to 2 p.m. that will make a route around town and drop people off at different shopping locations.

Commissioner Kathleen Miller Prunty Engineering & Public Works
• Orchard Brook project update: Signed an agreement with the County of Union to widen the culvert from 10 feet to 22 feet wide to contain more stormwater and lessen flooding. Expected to begin in 2025.
• Blue Acres voluntary home buyout program is still being finalized.
• Two Pedestrian Improvement Projects Scheduled:
• Birch Street / Birchwood Avenue pedestrian improvement project at the entrance to Orange Avenue Pool will include a walking path adjacent to the driveway into the pool, as well as new crosswalk and flashing walk beacon and signage.
• Lambert Street/Adams Field pedestrian improvement project will include sidewalks, pedestrian crossings and redesigned parking.
• Pre-construction meeting with contractor, police department and Shade Tree Commission superintendent was held at both locations. Any road closures during construction will be between 9 a.m. and 2 p.m. so not to disrupt school drop off and pick up.

Commissioner Gina Black – Finance
• Highlighted the 2024 Best Practices perfect score. This scorecard helps to maintain state aid at 100%, benefitting the Township budget. Congratulated the team on their hard work and dedication to achieve this top score.
• Explained budgetary items on the agenda. The police cooperative purchasing program--setting the pricing for vehicles in the program. Cancelation of grant receivables are for grants received. Township did complete the projects and spent the grant money. But projects came in under bid, so the Township returns the balance.

Adoption
- 2024-20: Adopting an amended redevelopment plan for a condemnation area in need of redevelopment consisting of certain properties located at 750 Walnut Avenue (block 541, lot 2, qualifiers c01, c02, C03, c04, c05, c06 and c07) in accordance with the local redevelopment and Housing law, N.J.S.A. 40a:12a-1 et seq.
- 2024-22: Amend the code, Chapter 255 land development, pertaining to updated definitions for different stories and floors.
- 2024-23: Amend the code, Chapter 367 streets and sidewalks, obstructions and encroachments.
- 2024-24: Amend the code, Chapter 186, construction codes, uniform, to create Chapter 186-6, site security.
- 2024-25: Bond ordinance to authorize the acquisition of a new automotive vehicle and a new fire engine, including original apparatus and equipment, to appropriate the sum of $1,742,000, to pay the cost thereof, to make a down payment, to appropriate capital surplus, to authorize the issuance of bonds to finance such appropriation and to provide for the issuance of bond anticipation notes in anticipation of the issuance of such bonds.

- Authorizing an award of contract to Flymotion, LLC, for upgrades to the Cranford Police Department’s Unmanned Aircraft Systems (UAS) “aka Drones” Fleet.
- Authorizing the appointment of Christopher Czuba as a part-time Property Maintenance Code Enforcement Officer within the Building Department, effective October 18, 2024.
- Authorizing an award of contract to Vollers, Inc. (HVI Services) for leaf disposal services.
- Authorizing an award of contract to Stines Industries, LLC for on-site brush grinding.
- Authorizing the purchase of electricity supply services and for natural gas supply services for public use on an online auction, specifically the EMEX Reverse Auction.

CFD Receives Gift of New Paint
For TAC-1 Special Ops Auto
Joe O’Neill, the owner of Benner’s Auto Body in Cranford, donated a paint job to the CFD Special Operations vehicle (TAC-1). This vehicle will be used as a much-needed utility vehicle and will be used during fires, floods, Township sanctioned special events, and for other emergency incidents. TAC–1 once served as one of our ambulances, but was repurposed after it was involved in a motor vehicle accident and was replaced by a new ambulance in 2021.

Dear Residents,
This is the second notice to follow up on improper placement of garbage receptacles in the Township. It came to our attention that many residents are preparing for the solid waste pickup by placing their garbage cans at the curb of the street prior to the pickup.
Per Township Ordinance 232-3E, the placement of garbage receptacles in the street, prior to solid waste pickup, is not needed. For all residential premises, no solid waste or solid waste receptacle may be placed on the street, front sidewalk or between the front sidewalk and curb of the street. Rear yard pickup shall be required. For rear yard pickup, solid waste receptacle(s) may be placed in the driveway or rear yard, but not beyond 10 feet from the closest wall of the dwelling.
Kindly ensure that you keep the sidewalk and curb in front of residential premises free of obstructions. Please refrain from placing garbage cans in the street prior to the pickup. Garbage cans should be kept on your property at all times in any of the approved location as described in the Ordinance.
Failure to comply with the Ordinance may result in legal action (summons being issued). Please contact the Health Department if there are any questions and thank you for your cooperation.

Shade Tree Commission
The STC contracted NJ Tree Foundation to do tree planting last week in town. A total of 20 were planted with another 30 in the next few weeks.
