Medicare Savings Program (MSP)
This program helps pay Medicare costs (Part B premium and, depending on the level, deductibles and coinsurance).
2026 New York Medicare Savings Program (MSP)
Income Guidelines:
Qualified Medicare Beneficiary (QMB):
Single Monthly Income - Up to $1,856
Married Monthly Income - Up to $2,509
What The Program Pays:
• Medicare Part B premium
• Medicare Part A premium (if applicable)
• Medicare deductibles
• Medicare coinsurance and copayments
Qualifying Individual (QI):
Single Monthly Income - Up to $2,494
Married Monthly Income - Up to $3,375
What The Program Pays:
• Medicare Part B premium only
Assets (Resources):
- No asset limit in New York for the Medicare Savings Program. You can have savings, investments, CDs, etc., without being disqualified under the MSP rules.
- Individuals who qualify for a Medicare Savings Program also automatically qualify for Extra Help, which significantly reduces Medicare Part D prescription drug costs.
Tip: Many Medicare beneficiaries who think they earn too much may still qualify. If your income is close to these limits, it's worth applying because New York allows certain income deductions when determining eligibility.
What Counts as Income?
Examples include:
- Social Security retirement benefits (gross amount before Medicare deduction)
- Pension income
- IRA distributions
- Employment income
- Interest and dividends (in some situations)
Some income is excluded depending on the Medicaid program.
