Shapiro Administration Launches “In Our Town” Initiative to Help Reduce Stigma, Encourage Community Support for Those in Substance Use Disorder Recovery May 15, 2026
The initiative is part of the Department of Drug and Alcohol Programs’ larger anti-stigma campaign, Life Unites Us, which uses social media platforms to share stories of Pennsylvanians living in recovery from substance use disorders – reaching millions statewide.
In Our Town builds on the Shapiro Administration’s $100,000 investment in community-based organizations serving 10 counties to assist with their anti-stigma efforts.
Harrisburg, PA – The Department of Drug and Alcohol Programs (DDAP) is encouraging Pennsylvanians to take part in the Shapiro Administration’s In Our Town community engagement initiative that reduces the stigma around substance use disorder (SUD) by recording video messages about their own SUD recovery journey or in support of someone else’s recovery who lives in their community and sharing those messages through social media platforms.
The initiative is designed to highlight the role of community support in making recovery from SUD possible. In Our Town aims to reduce stigma around SUD and reinforce that recovery is not only possible but supported in towns and neighborhoods across the state by elevating real, everyday moments of care and connection through story-sharing.

The Fletcher Group's June 4 Webinar Will Teach You How to Create a Sustainable Financial Framework
Nonprofit organizations serving individuals with substance use and mental health needs often operate within a cycle of short-term funding that limits their ability to scale, innovate, and sustain impact. The Fletcher Group's next monthly webinar two weeks from today on Thursday, June 4 at 2 pm ET will explore practical strategies for breaking that cycle through braided funding models that integrate grants, public funding, and program-generated revenue into a cohesive and sustainable financial framework.
Seed Sower Executive Director Jay Phillips will start by helping you understand the structural challenges that contribute to nonprofit financial instability, including over-reliance on restricted grants, misalignment between funding streams and service delivery, and the absence of long-term revenue planning. Phillips will then go on to explain "braided funding" and how recovery-focused organizations can align diverse revenue sources—such as Medicaid reimbursement, transportation billings, workforce development partnerships, and philanthropic investments—to support core operations while expanding services.
About Seed Sower, Inc.
Led by founder and Executive Director Jay Phillips, Seed Sower has built a robust and effective recovery ecosystem in southern West Virginia where its transportation program alone now offsets more than 60 percent of its total operating costs. Seed Sower has proven that the strategic integration of housing, peer support, transportation, outreach, and clinical services can generate both mission success and financial sustainability. Seed Sower has also been a leader in leveraging data to demonstrate outcomes, thereby enhancing the ability of its programs to gain reimbursement while using grants as catalytic “venture capital” to launch and stabilize new initiatives rather than to simply sustain ongoing operations.
James “Jay” Phillips is the CEO of Seed Sower, Inc., a southern West Virginia–based nonprofit organization that provides a comprehensive recovery ecosystem including recovery housing, peer-led support, transportation, workforce development, and community outreach. Seed Sower’s integrated model is designed to remove barriers to recovery, employment, and stability, particularly in rural Appalachian communities where access to services is often limited. Jay holds an MBA from West Virginia University. His background includes ten years of service in the U.S. Army, where he served in military intelligence and as an inspector and interpreter on international arms control treaty implementation missions. Following his military service, he held positions with the Department of Veterans Affairs, the Department of Defense, and the Internal Revenue Service. These experiences helped him develop a strong foundation in strategic planning, systems thinking, and data-driven decision-making. He resigned from federal service in 2021 to launch Seed Sower, Inc. Under his leadership, Seed Sower has expanded services across multiple counties, formed innovative cross-sector partnerships, and implemented sustainable, outcomes-focused programs that support individuals, families, and communities.
In addition to his role at Seed Sower, Jay serves as a Board Member of the West Virginia Alliance of Recovery Residences and the Region 1 Workforce Development Board. He is also an active member of the Public Education Subcommittee and the Housing and Transportation Task Force for the Governor’s Council on Substance Abuse Prevention and Treatment, contributing to statewide efforts focused on prevention, recovery, workforce readiness, and access to essential services.
Jay is passionate about strengthening communities through collaboration, accountability, and recovery-oriented solutions that promote long-term stability and opportunity.
