Newcomer Toolkit: Creating Welcoming Environments for Newcomer Students Webinar Series

Join us for a comprehensive webinar series on the U.S. Department of Education’s OELA Newcomer Toolkit. Part 1 of the series will introduce the updated Newcomer Toolkit, discuss the diversity of the newcomer student population, and present examples of how to create a welcoming environment for newcomer English learners (ELs).


The panelists will highlight both research and practice perspectives; provide a national-level overview of the newcomer student population; discuss best practices for registering, enrolling, and welcoming newcomer ELs; and showcase their districts’ newcomer resources.

English Learner Instruction: Building Capacity Through Design Grantee Spotlight

Four exciting new publications from Clemson’s OELA 2021 project team, English Learner Instruction: Building Capacity Through Design, are here!


Highlights include a Language and Literacy journal literature review on fostering partnerships with multilingual learners' (MLs’) caregivers, a Middle School Journal study on the impact of digital storytelling in boosting MLs' language skills, a The Reading Teacher piece showcasing the benefits of collaborative translanguaging writing, and a Journal for Multicultural Education article exploring digital literacy tools for MLs.

National Chemistry Week: October 20–26, 2024

This year’s National Chemistry Week is October 20–26. This week is a public awareness campaign that promotes the value of chemistry in everyday life. Recent data shows ELs are underrepresented in schools offering upper-level science courses, with just 1.4% in schools with advanced chemistry.   • This priority aims to support doctoral programs that prepare and increase the number of qualified personnel for leadership roles as researchers, educators, or administrators in special education, early intervention, and related services. It focuses on developing multilingual and racially/ethnically diverse leadership at the doctoral level.


  • Deadline for Transmittal of Applications: November 22, 2024

  • This priority aims to prepare scholars fully credentialed to serve children with disabilities, including those with high-intensity needs. Dual Language in the Desert: California Schools Explore the Potential of New Bilingual Opportunities

This article focuses on the development of dual language immersion (DLI) programs in California after the 2016 repeal of the English-only mandate. This piece spotlights the Desert Sands District’s DLI programs that commenced in 2019. The district faced some significant challenges in implementing its DLI programs during the COVID-19 pandemic, but it ultimately succeeded and is now serving its community through dual language education.

Arizona’s Family

Legacy Schools in Arizona Discriminated Against English Learners

Legacy Traditional Schools, a charter school network in Arizona, agreed to make meaningful changes after Federal investigators discovered that the schools discriminated against ELs in multiple ways. Among other things, the charter school network agreed to provide equitable access to education to ELs, improve communication with EL families, and implement professional development for educators of ELs.

NEW RESOURCES: The Postsecondary Outcomes of High School Dual Enrollment Students: A National and State-by-State Analysis

This report presents State-by-State data on postsecondary enrollment and outcomes. The findings of the report indicate that while dual enrollment does strengthen postsecondary outcomes, low-income, Black, and Hispanic high school students are severely underrepresented in dual enrollment courses.

Blog: National Scan of Screening Policies and Practices for Identifying English Learners in Pre-K

New America and the American Institutes for Research are collaborating on a project to examine how States are approaching the issue of screening and identifying young children for EL status in State-funded pre-K programs. This first blog post highlights findings from a 50-State scan of policies and guidance for identifying ELs in State pre-K programs. The blog describes the variation in policies, assessment tools that are used by States, and considerations for determining if and how identification could be used in pre-K.

Getting Students' Names Right

One of the most important steps to building a positive relationship with ELs is to learn to pronounce students' and families' names correctly. Colorín Colorado has resource videos, articles, videos, and books on strategies and tools for learning new names, as well as tips on how to ensure that student names are written and spelled correctly.
