CHAIRMAN'S CORNER
It was great to see all of you in Destin at the annual convention and to begin my term as Chairman representing all of you and the Association. As I step into the big shoes of all of my predecessors, I’m humbled and honored.

In the week I’ve been your Chairman, I’ve already seen and heard the great work the Association is doing and has in front of it. On an advocacy update webinar last week, Bill Sullivan of ATA recognized Donna and TDOT for being first in the nation to secure a Federal DOT infrastructure grant to help build 125 dedicated truck parking spaces in Smith County, TN. In addition, I was present today at a Memphis Chamber of Commerce event where some people advocated tolling of roads and bridges to TDOT Commissioner Butch Eley. Clearly, the Association has done great work and still has much work ahead of it.

October has a host of upcoming TTA events highlighted by Fall Conference in Pigeon Forge with a great agenda. Additionally, there is the Young Professional Council Networking Event at Top Golf in Nashville, South East Tennessee Big Rigs Tournament in Chattanooga, and Manchester Roadside event all on October 5th. Finally, don’t forget the opportunity to catch the Middle Tennessee Sports Clay shooting event on October 18th. Duck season is here soon so practice, network, and support the Association in a single day!

TTA'S 92ND ANNUAL CONVENTION
Our 92nd Annual TTA Convention was held at the Hilton Sandestin Beach Golf Resort & Spa in Destin, FL on September 18-20, 2022! We really appreciate all of our wonderful sponsors and all attendees who made this year's convention a success. Congratulations to all of our award winners, as well.

PINNACLE AWARD
STATE REPRESENTATIVE PAT MARSH, LONGTIME TRUCKING EXECUTIVE, RECEIVES TENNESSEE TRUCKING ASSOCIATION’S PINNACLE AWARD

State association’s highest honor bestowed for the first time in eight years to longtime industry veteran and state leader

NASHVILLE, TN (September 2022) – State Representative Pat Marsh, a pioneer in the trucking industry whose career has spanned nearly 60 years, has been named a recipient of the Pinnacle Award, the highest honor bestowed by the Tennessee Trucking Association (TTA), for his lifetime commitment to and advocacy for the industry. Marsh is just the thirteenth recipient of the prestigious award in its 28-year history, presented only when an individual is identified for demonstrating uncommon service and dedication to the industry.

“Since its origination in 1994, the Pinnacle Award has been presented to a select few of TTA’s most influential and effective members who have made lasting contributions to the state’s trucking industry,” said Donna England, TTA President & CEO. “As the first to receive this award since 2014, Pat epitomizes what the Pinnacle Award stands for. His years of experience have proven invaluable as a leader for the TTA and as an advocate for the industry as a state legislator.”

A native of Lincoln County, Marsh graduated from the University of Tennessee-Knoxville with a business degree in Transportation before embarking on a career in the automotive industry. In 1973, he left a job with the Ford Motor Company in Nashville and moved to Shelbyville to join Goggin Truck Line, a small company with six tractors and twelve trailers. He eventually bought the company and grew it to 500 tractors and 1000 trailers while employing over 1,000 people. In 1995, Marsh sold the company and started another trucking company, Big G Express, with his brother Jack.

Marsh was elected to the Tennessee State Legislature in October of 2009 to represent the 62nd District, which includes Bedford and parts of Lincoln Counties. In 2021, he was selected by his fellow state House members to serve in the role of Speaker Pro Tempore for the 112th General. He also serves on several legislative committees, including the Transportation Committee. Since being elected to the Legislature, Marsh has helped pass numerous bills that have a positive impact on the trucking industry, including funding for improvements to highways, roads and bridges across the state.
 
“It was an honor for me to be a recipient of the Pinnacle Award in 2012, and I believe Pat was an ideal choice to be added to the list of those who have received this prestigious honor,” said Dale Allen, Partner, Adams and Reese LLP. “Throughout his business and political careers, Pat has made countless contributions that have benefited Tennessee’s trucking industry and thus all Tennesseans.”    
 
Marsh joins an elite group of previous TTA Pinnacle Award winners, including Governor Ned McWherter (1994), Phillip B. George (1995), Forrest M. Durrett (1996), Tommy L. Wilson (1997), Kelly Wagner (1998), G. Tommy Hodges (2005), Gary Sasser (2006), Tommy Ross (2008), J.B. Baker (2009), David Dortch (2010), Bill Reed, Jr. (2011), Dale Allen (2012), and Dave Huneryager (2014).

“To be mentioned among these trailblazers who’ve made such an incredible impact on the industry is truly an honor,” said Marsh. “I’ve been very fortunate to work with individuals who have a passion for the industry and are dedicated to doing things the right way. I think that experience as a businessperson has greatly impacted my work in state government. It has been a privilege to serve Tennessee’s trucking industry, a vital part of keeping our state’s economy moving forward.”

The Pinnacle Award was presented to Marsh at TTA’s 92nd Annual Convention September 18-20 at the Hilton Sandestin Beach Golf Resort & Spa. For those who would like to make a donation in Rep. MANCHESTER ROADSIDE INSPECTION
You are invited to participate in the Roadside Inspection conducted by the Tennessee Trucking Association in conjunction with the Tennessee Department of Safety on Wednesday, October 5th, at the Manchester Scales located on I-24 West, Mile Marker 115.

As in the past, participants will divide into teams and a State Trooper will be assigned to lead each team. Teams will work with the troopers as they pull vehicles in for inspections. Level I, II, and III inspections will be conducted. It is the best educational experience a company can have regarding how roadside inspections are conducted. You will see what might prompt a vehicle to be pulled in, what determines the level of inspection to be performed, and what is expected when paperwork and equipment are checked. It begins at 8:00 am Central Time and concludes around 2:30 pm or 3:00 pm with a summary of the inspections conducted throughout the day.

You don’t have to be a member to participate. There will be several “visitors” present. If you can possibly getaway, I think you will find it to be a very enlightening experience. Even if you can’t make it, please try to send someone from your company who works with log records, safety, or maintenance. We have had company owners, administrative personnel, dispatch, maintenance, etc., participating in the past. All have gone away with valuable information and experience. Please share this with anyone in the industry you feel might be interested in participating.

Lunch will be provided by Tennessee Steel Haulers, Inc. for all who participate.
BROWNSVILLE ROADSIDE INSPECTION

GILES COUNTY ROADSIDE INSPECTION
The Giles County Roadside on September 28, 2022 experienced great weather and a good turn out of industry folks from various trucking companies, the Tennessee Trucking Foundation Road Team Captains, FMCSA Representatives, and THP. On September 30th, we visited the Greeneville Scales for our roadside inspection. We had a great turnout 34 attendees with 12 of our attendees being rookies! Professional drivers and carriers are needed to join the Honor Fleet and help the national nonprofit fulfill its mission to Remember, Honor, Teach, with the delivery of live, balsam veterans’ wreaths to their destination – one of more than 3,500 participating locations across the country – where volunteers will place these wreaths on the headstones of American heroes.

GOVERNMENT OF CANADA TO REMOVE COVID BORDER AND TRAVEL MEASURES EFFECTIVE OCTOBER 1
COVID-19 vaccine requirement, along with other associated travel rules, will expire on September 30, 2022.

Effective October 1, 2022, all travelers, regardless of citizenship, no longer will be required to do any of the following health measures:

Submit public health information through the ArriveCAN app or website;
  1. Provide proof of vaccination;
  2. Undergo pre- or on-arrival testing;
  3. Carry out COVID-19-related quarantine or isolation;
  4. Monitor and report if they develop signs or symptoms of COVID-19 upon arriving to Canada.

To date, there has been no announcement from the U.S. that the federal government will be making any similar changes to the current COVID-19 vaccine requirements for foreign nationals entering the country. The current requirements for land ports of entry from the U.S. Department of Homeland Security are available here.  
On September 9, 2022, the Federal Motor Carrier Safety Administration (FMCSA) sent out a list serve titled “A Notice for Federal Drug Testing Collection Sites & CDL Employers Regarding FMCSA Regulated Employees”. The notice reminds collection sites and employers to only use a Federal Drug Testing Custody and Control Form (CCF) when testing employees subject to FMCSA drug testing regulations and to properly fill out the Federal CCF.

SAFETY SPOTLIGHT
Autumn Safety Tips for Truck Drivers

Fall is right around the corner. The leaves will start to fall, kids are back in school, temperatures begin to drop, and wildlife moves about. Just like the season is changing, so will your trucking lifestyle.
 
Every day of the year, my goal is to return you home safely, to a safe home environment you can enjoy during these transitions. Here are a few tips and reminders to help during the fall season.
 
Beware of changing weather conditions
Falling leaves along with increased rain and fog are often challenging this time of year. Shorter days along with the daylight-saving time change put more motorists on the road at dark. Please adjust your driving habits to accommodate these conditions.
 
Be prepared for bright sunlight
With the time change, there is more sunlight during the early morning hours. We need to be aware of the change, but just as importantly, we need to understand the challenges of lesser trained drivers who share the road. As autumn proceeds, the sun travels more to the south. Roads that were not an issue in the past become a real problem when the sun is rising in the middle of the road. Less experienced drivers may not think about how this changes visibility on roads they travel frequently.
 
Watch for children
There will be more frequent stops due to school buses. More children will be on the streets meaning you should take extra precautions especially around school zones and bus stops.
Also, be mindful that children often like to play in piles of leaves. They don’t understand the danger of playing in leaves left on the roadside. Summer is not the only time kids are out and about.

Another thing to be on the lookout for. During autumn, deer are more active as it is their mating season, and they are a problem to drivers during the dawn or dusk hours. Look for animal crossing signs. Hitting a deer is the last thing any trucker wants!
 
Home reminders
Change your smoke alarm and carbon monoxide batteries. If you have a home fire extinguisher (recommended), check the expiration date.
 
Preparing for the fall season will allow you to enjoy the most of it, whether you’re on the road or at home.

Thanks to all those who attended the TTA convention recently held in Sandestin, Florida, September 19-21, 2022. It was good to see everyone engaged on many issues that affect the trucking industry. Also, a major thank you to Senator Paul Bailey and Representative Pat Marsh for attending. The legislative update not only included Senator Bailey and Representative Marsh but also representatives of the Department of Safety which was very enlightening and informative.
 
It was also very nice to honor one of our own, Pat Marsh, as the 2022 recipient of the Pinnacle Award. Pat’s service in the legislature over the past several years has been so helpful. He is someone we have always leaned on for assistance on issues involving the trucking industry. As I noted in my comments at the convention, we are so fortunate to have individuals like Pat Marsh and Paul Bailey whose involvement in this industry makes all of our jobs a lot easier. 
 
TTA will be involved with supporting a dinner for House Speaker Cameron Sexton on October 19, 2022. This is the third fundraising dinner of the year that TTA has hosted for a member of the legislature. These dinners prove to be very helpful in that they give representatives of the industry an opportunity to spend quality time with leaders of the legislature to discuss issues affecting the industry. This would not be possible without your support of TruckPAC. Before the year is over, TruckPAC will have contributed more than $100,000 to legislative candidates. This is only made possible by your continued support. Thank you for your support of TruckPAC and our lobbying efforts on behalf of the industry!

THE TOMMY HODGES SCHOLARSHIP
Tommy Hodges, Titan Transfer, Inc., has resigned as the Tennessee Trucking Foundation President. We are proud to welcome our new Foundation President, Scott George of TCW, Inc.

As Tommy steps away, we would like to extend our utmost gratitude for his leadership over the years. Tommy was instrumental in starting our Foundation and has done a wonderful job serving as its President for over 20 years.

Due to Tommy's longtime dedication, it was decided to honor him by naming the Tennessee Trucking Foundation Scholarship after him. Tommy Hodges was also the second person to be added to the Founders Club with a donation in his name totaling at least $50,000. Donations are still being accepted in his name.

It was an honor to present Tommy with a personalized plaque, a check presentation, and a crystal truck at our 92nd Annual Convention. Thanks again to Tommy Hodges for his outstanding efforts to progress our Association and Foundation!

2022 ANNUAL SILENT AUCTION
The 2022 TTF Annual Silent Auction was a huge success! Thank you to everyone that donated and participated. Thanks to you all, we were able to raise over $35,000!
 
This year we conducted the auction on an online format again and held select items as live auction items. Thank you to TJ Daniel, TN Road Team Captain with Huff & Puff Trucking, Inc., who was our live auction bid caller. We are very pleased with the success, but we could not have made this possible without the support of our wonderful donors and participants. Through the Foundation we are able to promote safety to the motoring public, provide scholarships and support various children's charities across Tennessee.

On September 13, 2022 at the Warren County Fair-Senior Citizen Day, the Tennessee Road Team Captains along with Warren County Sheriff's Department and McMinnville Police Department conducted a Yellow Dot program event. We had over 100 participants that completed it.
