I can't quite believe we are looking at the last week of October! We've got some quick reminders as you roll into the last few days of the month.


This year's Nominating Committee is reminding all Board Candidates that there are only a few days left to complete and submit their nomination packet, which is due by noon on Friday, October 31st. All candidates will be introduced to the membership at the Wednesday, October 29th general membership meeting, which is also the last day to declare candidacy, as the floor will be closed after the last official call for nominations. If you are interested in running for the Board, don't hesitate to get in touch with any of the Nominating Committee members or call the Chamber office for details.


Guam Visitors Bureau President & CEO, Ms. Regine Biscoe Lee, is our guest speaker for our general membership meeting on Wednesday, October 29th. It will be her first time to address the Chamber as the head of GVB, and we are eager to welcome her. It is sure to be a great meeting - I look forward to seeing you there!

Your Guam Chamber of Commerce General Membership Meeting is scheduled for Wednesday, October 29, 2025, at the Micronesian Ballroom, Hilton Guam Resort & Spa. This month's meeting will feature Ms. Régine Biscoe Lee, President & CEO of the Guam Visitors Bureau. Ms. Lee will discuss the state of Guam's tourism.

U.S. Chamber Updates

Shutdown Strains Small Businesses Nationwide

Delays, lost revenue and uncertainty


The federal government shutdown is already one of the longest in American history, and there does not appear to be a quick resolution in sight. It is creating significant challenges for businesses of all sizes across the country.

Small businesses in particular feel the pinch. From delayed permits to stalled contracts, the ripple effects are disrupting operations and threatening livelihoods.

Why it matters: Small businesses drive innovation, create jobs, and support local communities. When the government shuts down, these businesses face unnecessary barriers that hinder their ability to grow and thrive.

Impacts on small businesses:

Delays at federal agencies: Murphy’s Naturals in Raleigh, NC, is waiting on EPA approvals for product labels, creating backlogs that will persist long after the shutdown ends.

Stalled payments: Companies with federal contracts, like Vistra Communications in Florida, struggle to pay staff due to delayed government payments.

Lost opportunities: Entrepreneurs are unable to process new business filings, secure SBA loans, or bid on government contracts, stalling growth and innovation.

What we’re doing: The U.S. Chamber is taking action to support small businesses and push for a resolution:

Advocacy on Capitol Hill: The U.S. Chamber’s Small Business Council recently met with lawmakers to share firsthand stories of how the shutdown is impacting Main Street.


Raising awareness: Through letters to Congress and amplifying small business voices, the U.S. Chamber is urging policymakers to prioritize reopening the government.



Our take: “The government shutdown is harming small businesses and costing American economic growth that can’t be recovered,” said U.S. Chamber Executive Vice President Neil Bradley. “The impacts to businesses are beginning to pile up and are impacting both their current and future growth.”

Bottom line: The U.S. Chamber urges Congress and the administration to end the shutdown and ensure small businesses can continue to drive the economy forward.

Too often, unused prescription drugs find their way into the wrong hands. That's dangerous and often tragic. Turn in unused or expired medication for safe and anonymous disposal on Saturday, October 25th, between 10:00 a.m. to 2:00 p.m. Designated places throughout Guam will take part in the initiative, including Agana Shopping Center (2nd floor), Guam Premier Outlets (Center Court), Dededo Senior Center, AAFB Exchange, Naval Base Guam, NEX.

Make your way down to The Night of The Duendas Halloween Trick-orTreating on Wednesday, October 29th from 6:00 p.m. - 8:00 p.m. Families are encouraged to come out in their best costumes and enjoy an evening filled with fun

and fright, island-style. The event will feature exciting activities for all ages, including a GovGuam Canopy Decorating Contest, costume contest, food vendors, games, and more.
