Hello!
Montgomery County sets $350M budget, drops tax rate 3.6 percent
From the Conroe Courier:

Last week, Precinct 3 Commissioner James Noack said he hoped the court would consider a tax rate of 43.19 cents per $100 property valuation since many property owners have been hit hard financially by the pandemic. In fact, he along with County Judge Mark Keough were the two nay votes in the court’s action to accept the proposed budget and tax rate during its Aug. 21 regular meeting.

Note from Commissioner Noack:

"I want to thank my extremely professional staff for sticking to the issues and helping me get a lower tax rate adopted. They did this by gathering factual data, working tirelessly, and communicating with constituents about issues. My staff aims high!
Judge Keough and I are the only members of the court that did not vote for a rate higher than the no new revenue rate. We stood strong and the rest of the court followed!"
Tropical Storm Beta update
Tropical Storm Beta for Montgomery County update as of 6 p.m. on 9/20/20

Tropical Storm Beta is set to make landfall tomorrow, with the center in the Matagorda Bay area. This storm still has maximum winds of 60 MPH. This system is highly sheared, but better organized than the past few days. Most of the thunderstorms are East of the center of the storm. TS Beta is no longer forecast to develop into a hurrcane, and should be east of our area by Wednesday afternoon.
Periods of potentially heavier rain bands will give us flash flooding concerns. Our area is at a slight risk for flash flooding over the next three days. The largest concern for flash flooding in Montgomery County is during the Monday night – Tuesday time frame. Rainfall amounts from 6-12 inches are possible with up to 15 inches in the heavier rain bands.
The exact rain amounts and locations of heavier bands remain hard to forecast. It is important that our assets are ready, because we have the potential to be dealing with this storm for multiple days. Our next update is expected tomorrow.

Road Project Updates
Interstate 45 at Woodlands Parkway/Robinson Road Project Nears Completion

Project scope: This project improves signalization and traffic movement entering and exiting the I-45 frontage roads at Woodlands Parkway and Robinson Road. It includes the reconfiguration of the cloverleaf at the I-45 frontage roads and addition of traffic signals. Robinson Road has been widened to four lanes from 350 feet west of the intersection with Patsy Lane/Westwood Drive to 550 feet east of the intersection.

The project started in early March and should be completed before the end of the month.

Current work: Final work includes the installation of flashing yellow arrows on the signal heads for traffic turning to access the northbound and southbound frontage roads; as well as some curb, guardrail, signage work and cleanup efforts.

Major traffic pattern changes with the signalized intersections:

  • Eastbound traffic heading toward Oak Ridge North on the east side of I-45 turns left at the signal to access northbound I-45 frontage road.

  • Westbound traffic heading toward The Woodlands on the west side of I-45 turns left at the signal to access southbound I-45 frontage road.

  • Northbound traffic on I-45 frontage road turns right before the bridge to access Woodlands Parkway and Robinson Road.

  • Southbound traffic on I-45 frontage road turns right before the bridge to access Robinson Road and Woodlands Parkway.
Grogan’s Mill Road and South Millbend Drive Intersection Project

This project will create additional turn-lane storage by constructing a second left-turn lane for traffic on:

1.     Northbound Grogan’s Mill turning onto westbound South Millbend
2.     Southbound Grogan’s Mill turning onto eastbound South Millbend
3.     Eastbound South Millbend turning onto northbound Grogan’s Mill

In addition, right-turn lane access from South Millbend onto Grogan’s Mill will be improved.
Signal locations have been redesigned for this project, which will include concrete median removal as well as additional pavement. The project will require rerouting some intersection traffic during the project, which is slated to take no more than 90 days to complete once it starts.

Estimated construction start date: End of September (Note: temporary signals will be installed before construction begins)

Contract length: 90 calendar days

Construction bid price: $561,614.58 (Teamworks Construction Services, Inc.)
Rayford Road Expansion east of Grand Parkway

The project will widen Rayford Road to four lanes from approximately 40 feet east of Waterbend Cove to approximately 400 feet east of Birnham Woods Drive. A new concrete roadway will be constructed on the south side of the existing Rayford Road lanes to create the two new eastbound lanes. The existing road will be for the two westbound lanes along that stretch.

The construction includes an additional bridge for eastbound Rayford Road traffic just east of Spring Trails Park Drive.

The project also involves constructing a traffic signal at the Rayford Road-Birnham Woods intersection and widening Birnham Woods Drive to four lanes from approximately 600 feet north of Rayford Road to approximately 600 feet south of Rayford Road. All four Rayford Road-Birnham Woods Drive intersection approaches will have a dedicated left-turn lane.

Estimated start: Mid-October

Contract length: 360 calendar days

Construction bid price: $2,876,105.97 (D&W Contractors, Inc.)
Intersection improvement projects
Signalization of the Cochran’s Crossing Drive at Bay Branch Drive intersection and signalization of the New Trails Drive at Technology Forest Boulevard

These two signalization and intersection improvement projects were bid out together.

  • The signalized intersection design at Cochran's Crossing Drive and Bay Branch Drive will be similar to Branch Crossing at Terramont. It will include a right-turn lane from southbound Cochran’s Crossing onto Bay Branch, as well as a left-turn lane from northbound Cochran’s Crossing onto Bay Branch.

  • Signalization of the New Trails Drive at Technology Forest Boulevard intersection In addition to the traffic signal, eastbound and westbound Technology Forest will be widened two allow for a right-turn only lane and a straight or left-turn lane in both directions. There also will be a crosswalk added at the south side of the intersection, crossing New Trails Drive and connecting the pedestrian pathways.

Estimated start for the two intersections: Mid-October (Note: signal pole foundations and poles will be installed prior to contractor construction)

Contract length: 60 calendar days

Construction bid price: $210,203.02 (Teamworks Construction Services, Inc.)
Signalization of the Branch Crossing Drive and Sterling Ridge Drive intersection

Branch Crossing-Sterling Ridge signalization work is complete and awaiting power to be connected in order for signals to be turned on.
