In this moment, are you reflecting on the many innovative ways in which your adult education program has supported learners during unprecedented times? How about reflecting upon the ways in which your program has increased access to employment opportunities to meet industry sector needs? The CAEP Office and CAEP TAP welcomes nominations of California Adult Education Programs, demonstrating innovative, emerging, or model practices for the Advancing CA Adult Education Award and recognition. Model CAEP programs must be aligned to approved CAEP program areas and the adult education state priorities: learner transition, program development, equity, leadership, technology and distance learning, program evaluation, and marketing. The adult education state priorities align with the CCCCO Vision for Success goals and the CDE Superintendent’s Initiatives.

Submit a Proposal for the CAEP Summit 2022

CAEP practitioners want to learn about strategies and practices implemented by other practitioners that have proven to benefit adult learners. Consider submitting a proposal to present at the CAEP Summit 2022 today! The CAEP Summit 2022 will take place on October 25-28, 2022, on a virtual platform. This year’s theme is the Power is Yours! Use Your Plan to Evolve and Re-engage. This year’s Summit will focus on the implementation of the new CAEP three-year plan, while continuing to reflect on all that we have learned since the global pandemic, and the racial, social, cultural, and economic disruptions we have all experienced. We have an opportunity to reimagine adult education to center the needs of learners and re-engage them in our educational spaces.
The call for proposals is now open and CAEP Summit 2022 attendees want to learn from you! The CAEP Summit 2022 is an opportunity for you to share and discuss innovative and effective promising practices, strategies, and other resources related to technology and distance learning, student support services, transition services, partnerships, equity and cultural responsiveness, data and accountability, and more.
**Please note - only lead presenters can submit a proposal. Upon submission, the lead presenter will be asked to create an account using their email address and a password they created. All proposals will be tied to the lead presenter's account.

Apply to Join the Digital Leadership Academy 2022-24 Cohort
|
|
OTAN announces a professional development opportunity for California adult education agencies through the Digital Leadership Academy (DLAC) 2022-2024. OTAN offers this program for a full two years to ensure agencies can meet their projected technology integration, distance learning, or blended teaching goals. Teams of two or three teachers, coordinators, and administrators will represent agencies for the entire two years of the program. The program is designed to be flexible in how agencies can best use the resources offered by OTAN to support their agency goals.

PPIC Policy Brief: Understanding the Effects of School Funding
|
|
In the latest PPIC policy brief, school funding and the use of school funding to improve learner outcomes is discussed. Over the past two program years, California has seen a rise in state and local revenues as well as one-time federal funds. Now, California policymakers have an opportunity to invest more in public education, but in a more efficient and equitable manner. Current research provides the following:
- Multiple years of sustained higher spending for K–12 education leads to higher test scores, graduation rates, college attendance, and adult economic outcomes.
- School funding effects are generally larger when dollars target low-income students, and most consistently positive for spending on staff, materials, and operations. Results from facilities vary more.
- How funding is targeted-be it to students, schools, or districts–matters. The way districts spend across students and schools can influence the extent to which policies promote equitable outcomes.
- Spending on staff quantity and quality can be a tradeoff. Educator labor markets can also constrain policy: large-scale policies require schools to hire more teachers–as with class size reduction in the 1990s–but can mean teachers hired have less experience and fewer credentials, which may limit benefits for students.

CAEP 2022-25 Three-Year Plan
|
|

In a couple of weeks, the CAEP 2022-25 Three-Year Plan is due in NOVA! The CAEP 2022-25 Three-Year Plan is to be approved by the consortium and submitted in NOVA no later than June 20, 2022. All consortia have access to input the three-year plan. The same member representatives who approved the CFAD will be the same members to approve the three-year plan.

Three-Year Plan Updates in NOVA
- Increased narrative max character counts to 5000 on the Objectives tab
- Two default metrics were not showing up in the selection list on the Activities & Outcomes tab. ProductOps added the following:
- "All - Number of Adults Served (AE 200 - Overall)"
- "All - Adults who Became Participants (AE 202 - Overall)”

CAEP Quarter 4 Student Data
|
|
The CAEP Office is moving the CAEP Quarter 4 student data submission due date (for TOPSPro users) to July 15, 2022. The original due date was August 1st of each year. Each agency will need to plan accordingly.

Quarter 3 Member Expense Report
|
|
|
|
The Quarter 3 member expense report is to be submitted by all members by June 1, 2022. The consortium has until June 30, 2022 to certify.
Helpful Tips:
- All expenditure totals should be higher than the previous quarter.
- Prior to certifying, ensure that all object codes have sufficient funding. If not, complete a budget revision.
- The summary of activities should be clear and concise, yet comprehensive overview of the member's activities during the quarter.
- If prompted to complete a corrective action plan, ensure it is clear and concise, yet comprehensive.

CAEP Annual Plan and Budget and Work Plan Due Dates
|
|
The CAEP Office is moving the due date for the CAEP Annual Plan and Budget and Work Plan for 2022. The annual plan will now be due September 14, 2022. The member budget and work plan will be due October 30, 2022 and certified by the consortium no later than November 30, 2022. The Quarter 1 expense report due dates will remain the same.

Adult Dual Enrollment - Advancing Opportunities for Adult Learners Webinar
|
|
Since the adoption of Senate Bill 554 in 2019, an adult student pursuing a high school diploma or a high school equivalency certificate in California is authorized to enroll as a special part-time student at a community college. While some adult education consortia have implemented SB 554, there has not yet been a state-wide research effort to map implementation. This webinar will highlight lessons learned from adult education providers and community colleges who have promoted adult dual enrollment — or who have explored adult dual enrollment and run into barriers — in order to inform expanded use of the approach statewide. A panel of practitioners will share their experiences implementing this promising strategy. Please join us for this discussion, and bring your questions and your own stories to share. |

California Distance Learning Cooperative Expansion Project
|
|
The California Adult Education Program is excited to work collaboratively with CAEP TAP and OTAN to expand the Canvas project to another 127 agencies through the California Distance Learning Cooperative (CDLC). Although implementation sprints have started, agencies are still more than welcome to sign-up and participate in the CDLC. An added benefit is CAEP TAP and OTAN will cover all set up costs for a new Canvas instance and provide the first 50 licenses. Signing up is very simple and there is an amazing team available to walk you through the process.

Canvas Project Expansion – Learn about the CDLC and all the benefits
OTAN and CAEP TAP are excited to offer all adult education providers in the state of California an opportunity to have their own Canvas instance through the California Distance Learning Cooperative (CDLC). By participating in the CDLC, agencies will increase learners' access to distance learning opportunities and advance their digital literacy skills. The series of informational sessions will give administrators a basic understanding of what membership in the CDLC can provide their agency, learners and teachers. You’ll learn the basic requirements to become a member of the CDLC, the requirements for entering into a Memorandum of Understanding, and the timeline for full implementation of your own Canvas instance that you can use with learners, or, if you choose, use it for professional development for your staff and teachers. This is an opportunity to ask questions as well.

This webinar will feature the Regional Education to Workforce Dashboard. This dashboard aligns sector clusters, educational offerings, and labor market data so that regions can identify needed Pathways, gaps in educational offerings, and misalignment between educational offerings and labor market data. This workshop is intended to be a springboard for consortium member discussion.
