JUNETEENTH: NORFOLK HONORS AND CELEBRATES WITH CONCERT, COMMUNITY AND A GRANT OPPORTUNITY
The City of Norfolk invites residents and visitors to join in a vibrant, citywide celebration of Juneteenth, honoring the historical significance of June 19, 1865, and uplifting the resilience, culture and contributions of African Americans. This year’s Juneteenth festivities will feature free concerts with national performing artists, a spectacular fireworks show on the Downtown Norfolk waterfront and new opportunities for local organizations to receive grant funding for community-based events.
Norfolk’s signature Juneteenth celebration will take place on Friday, June 19, at Town Point Park, produced in partnership with Festevents. The weekend will bring together music, art, food and family-friendly activities that highlight the spirit of freedom and unity in coordination Sail250 and Harborfest.
The celebration will showcase an exciting lineup on the Main Stage including Sister Sledge ft. Sledgendary at 6 p.m. and Patti LaBelle at 8 p.m. Concerts are free and open to the public, with additional acts scheduled throughout the weekend.
A dazzling fireworks display will light up the night sky, offering a visual celebration of freedom and community connection.
To support grassroots participation, the City is launching the Juneteenth and Norfolk250 Grant Program, offering funding to Norfolk-based community groups, nonprofits and neighborhood organizations interested in hosting events that celebrate multiculturalism across Norfolk. Eligible activities may include cultural programs, educational workshops, block parties, performances and other events that encourage community engagement around liberty, unity and shared history.

NEW PREPAID PARKING OPTION FOR CRUISE PASSENGERS SAILS INTO NORFOLK
Carnival Sunshine cruise passengers sailing from Norfolk can now enjoy a more seamless start to their vacation with the new prepaid parking option available at the City of Norfolk’s Cedar Grove lot.
Located just 1.5 miles from the terminal at 1000 Monticello Ave., Cedar Grove offers secure, dedicated parking with 24/7 law enforcement monitoring and convenient luggage check-in right at the lot.
Here's how travelers can prepay for parking online:
- Visit Norfolk.gov/cruiseparking and click the "RESERVE YOUR SPOT" button
- Select cruise date and destination
- Register or check out as a guest
- Pay via credit/debit
- Receive a QR code via email to use as parking pass
On cruise days, the lot opens at 9:45 a.m., with free shuttle service to the terminal beginning at 10:15 a.m. ADA-accessible parking and shuttle service are also available.

COMMUNITY DEVELOPMENT BLOCK GRANT
April 6-10 is a week dedicated to the Community Development Block Grant.
This program began in 1974 when President Gerald Ford consolidated eight federal programs into a single flexible block grant empowering local governments to determine how to meet their residents' needs.
FY2025 Funds Supported:
- 27,000+ residents who received services and support
- 28 families who purchased their first homes
- 6 local businesses that received economic development grants
- 130 households that received rental assistance
- 986 individuals who received emergency shelter
- 35 homeowners who were assisted with home renovations
These investments strengthen neighborhoods, expand opportunity and improve quality of life across Norfolk.

MACARTHUR'S RELIEF AT 75, COMING APRIL 11
For the first time, the MacArthur Memorial and the Truman Library will partner to host MacArthur’s Relief at 75: Perspectives on Character, Conscience, and Civil Military relations, a half‑day symposium marking the 75th anniversary of President Harry S. Truman’s 1951 decision to relieve General Douglas MacArthur of his commands during the Korean War. This free event will take place at the MacArthur Memorial on Saturday, April 11, beginning at 9 a.m.
The relief—one of the most debated in American military history—followed MacArthur’s public disagreement with administration policy and reaffirmed the constitutional principle of civilian control of the military. The symposium will explore the perspectives of both Truman and MacArthur, place the episode within the broader context of U.S. civil‑military relations, and consider its legacy.
Speakers include Mark Adams, Director of the Harry S. Truman Presidential Library and Museum; Dr. Tim Orr, Associate Professor of Military History at Old Dominion University; and Jim Zobel, Archivist of the MacArthur Memorial.

To mark Holocaust Remembrance Day, writer and researcher Sandra Lanman will speak about her grandmother Elsie, one of approximately 1,300 Jewish refugees who relocated to the Philippines to escape persecution in Europe and later experienced challenges during the Japanese occupation of the Philippines in World War II.

CELEBRATE EARTH MONTH AT LIVE GREEN NORFOLK!

PARTICIPATE IN NORFOLK'S HOUSING CONDITION STUDY
Our Department of Housing and Community Development is conducting a Housing Condition Study.
Research fellows from Old Dominion University and Norfolk State University will conduct windshield surveys from the public right-of-way through April 20.
The data collected will be analyzed by HR&A Advisors and provided to the City at a neighborhood level. This information will inform data-driven recommendations on housing preservation needs and help support equitable, evidence‑based planning discussions with City leadership and Council.
