 While I represent South Lawrence East, public safety and police activities throughout Lawrence affect the services my constituents receive. Below are 29 initiatives taken by the Special Operations Unit in North Lawrence in the past 30 days. Almost all involve drugs.
A casual review shows that the predominant number of activities involve non-Lawrencians. Most are from New Hampshire.

|
Hampshire St
January 18
Detectives assigned to the Street Narcotics Unit arrested 3 suspects on Hampshire street. The detectives were following up on an earlier arrest of a drug dealer who was using his phone to take buyers drug requests. On this occasion the detectives received a call from a suspect who stated he was coming down from Hudson, New Hampshire and wanted to purchase a quantity of heroin. A meet was set up and after a period of time a motor vehicle registered out of Hudson, New Hampshire arrived at the Wendy's parking lot, located behind the police station. The vehicle was occupied 3 times and the male driver had a conversation with the undercover officer in which he asked the officer for heroin. An investigation revealed that the suspects had a small quantity of heroin, needles and Suboxone pills w/o a prescription. All 3 suspects were placed under arrest and charged with Possession of Class A heroin, Possession of Class B (pills), and Knowingly Being Present Where Heroin is Kept. The driver was also wanted out of Lowell, Massachusetts on two outstanding warrants.

Linehan/Ferry St
While conducting surveillance operations in the Prospect Hill area members of the Street Narcotics unit arrested 6 suspects. The unit was in the area following up on complaints of dealers and out of state buyers meeting up in this area to conduct drug transactions. On this occasion the detectives observed a Hummer with New Hampshire registration parked on the side of the road by Linehan Street. The vehicle was occupied 4 times and the driver was on the cell phone. The detectives watched this vehicle and after a period of time another vehicle showed up and parked behind the Hummer. The driver exited the Hummer and got into the rear of the other vehicle. the vehicle then pulled away, circled the block and dropped off the buyer back at the Hummer. Both vehicles separated and attempted to flee the area. The vehicles were stopped and an investigation revealed that the buyer had purchased 5 grams of heroin from 2 dealers in the other vehicle. The 4 buyers in the Hummer, who reside in Hooksett, New Hampshire were arrested. Also inside the Hummer the detectives discovered 3 children under the age of 3. An ambulance was called to transport the children to the police station. The 4 buyers were charged with Possession of Class A Heroin, Knowingly Being Present Where Heroin is Kept, Operating After License Suspension, Child Endangerment and 3 warrants. The dealers, who reside on Cedar street in Lawrence and Dorchester, Massachusetts were charged with Distribution of Class A Heroin, False Name to a Police Officer and Possession of False/Stolen RMV Document. The Department of Family Services of New Hampshire was notified in regards to the children.

Trenton & Fern St
Members of the Street Narcotics unit were working the Trenton and Fern street area and made 3 arrests. The unit was in the area in response to information they received from the Drug Hotline. The information was that a white SUV was dealing narcotics to people in this area. The detectives observed this SUV parked at the intersection of Trenton and Fern street, occupied by two males. They then observed a female, known to them as a heroin user, who approached the passenger side of the vehicle. The female had a brief conversation with the male passenger and a hand to hand transaction was observed. The female then left the area on foot and the vehicle drove away. The vehicle and female were stopped and an investigation revealed that the female had purchased a quantity of heroin from the 2 dealers. All 3 suspects were placed under arrest, transported to the station and booked. The buyer, who resides in Lawrence was charged with Possession of Class A heroin. The 2 dealers, who reside in Methuen, were charged with Distribution of Class A Heroin and Conspiracy to Violate the Controlled Substance Laws.

Juniper St
Members of the Street Narcotics Unit assigned to Special Operations arrested one male suspect on Juniper street. The unit had received information that a suspect, who was wanted on Armed Robbery charges was hiding at a residence on Juniper street. The unit conducted surveillance and developed information that the suspect was inside the house. The unit approached the house and arrested the suspect as he tried to flee out a window. The suspect was transported to the station, booked and sent to court.

Olive Ave
Members of the Street Narcotics unit assigned to Special Operations arrested one male suspect after purchasing narcotics at the intersection of Olive Avenue and Canterbury street. The detectives had received information that out of state buyers were meeting up with dealers on these side streets in Towerhill to conduct drug transactions. On this occasion the unit observed the end of a deal between two cars but were only able to stop the buyers vehicle. After initially failing to stop for police the buyer pulled over on Riverside Drive. An investigation revealed that the buyer, who resides in Nashua, New Hampshire had purchased two grams of heroin from a dealer on Olive Avenue. The buyer had failed to stop for detectives because he was attempting to secrete the drugs in his person. The suspect was charged with Possession of Class A Heroin, Possession of Class B (pills) and Failure to Stop for Police.

General St
Members of the Street Narcotics Unit assigned to Special Operations arrested one male suspect on General street. The detectives had received information that a dealer was in possession of 50 grams of heroin and was operating a blue Ford Escape SUV. The detectives were able to locate the vehicle on General street and conducted a motor vehicle stop. As the vehicle pulled to the curb the driver attempted to flee but was arrested. An investigation into the vehicle and it's female passenger revealed a clear bag with 56 grams of heroin and cash. Both suspects were arrested and charged with Trafficking in Class A Heroin.

Wendy's - Hampshire St
While following up on a previous arrest of a narcotics dealer the Street Narcotics unit arrested 3 additional suspects. The detectives had arrested a narcotics dealer and were monitoring his phone for more illegal activity when they received a call from a male suspect. The suspect stated that he was coming down to Lawrence from Danville, New Hampshire and wanted to purchase a quantity of heroin from this dealer. One of the detectives played the part of the dealer and arranged a meet again in the parking lot of the Wendy's restaurant located directly behind the police station. After a period of time the vehicle showed up with 3 occupants and one of them had a conversation with the detective to purchase heroin. An investigation revealed that one of the suspects was in possession of a small amount of heroin and that the two other suspects were wanted in New Hampshire on other charges. All 3 suspects were arrested, transported to the station and booked.

Nesmith & Lowell St
Members of the Street Narcotics unit assigned to the Special Operations Division arrested 3 suspects at the intersection of Nesmith and Lowell streets. The detectives were in the area conducting surveillance in response to complaints of narcotics dealing. The detectives observed a motor vehicle registered out of Concord, New Hampshire being driven up Nesmith street and pulled over by Lowell street. This vehicle was occupied by two white males and was being followed by another vehicle by operated by an individual that had been previously arrested by this unit for narcotics trafficking. The vehicles stopped next to each other and the two white males unloaded a large television, still in the box into the back of the suspected dealers vehicle. The parties then exchanged monies and an unknown quantity of narcotics. All 3 parties were stopped and an investigation revealed that the 2 suspects from Concord, New Hampshire had traded a 46'' television for $170 and 6 bags of heroin. The investigation also revealed that the television had been stolen that day from a Walmart in Concord, New Hampshire. The dealer, who resides on Saunders street was charged with Distribution of Class A Heroin and Receiving Stolen Property over $250. The 2 buyers were charged with Possession of Class A Heroin, Receiving Stolen Property and a warrant. The Concord Police Department was notified and will investigate the theft.

Howard St
January 16
Members of the Street Narcotics Unit were conducting surveillance in the Howard street area and arrested 3 suspects. The detectives were in the area following up on drug complaints. Specifically, the unit had received information that out of state vehicles were parking on Howard St by East Haverhill St and were meeting dealers to purchase drugs. On this occasion the detectives observed a motor vehicle registered out of Hudson, New Hampshire parked on Howard St occupied by a male and female. After a period of time they observed the female exit the vehicle and begin walking up Howard street where she was picked up by another vehicle. The vehicle then circled the block dropping off the female back at her vehicle. Both vehicles separated and left the area. The detectives stopped both vehicles. An investigation revealed that the two parties from Hudson, New Hampshire had purchased a quantity of heroin from the female dealer. The female dealer had in her possession 12 more bags of heroin and 5 bags of powder cocaine. All 3 suspects were placed under arrest, transported to the station and booked. The 2 buyers were charged with Possession of A Heroin and Conspiracy to Violate Controlled Substance Act. The dealer was charged with Possession of Class A Heroin w/Intent to Distribute, Possession of Class b Cocaine w/Intent to Distribute, Distribution of Class A Heroin and Furnishing a False name to police During Booking.

Haverhill & May St
January 16
While conducting narcotics patrols in the May street area members of the Street Narcotics Unit assigned to Special Operations arrested 3 suspects. The detectives observed a motor vehicle registered out of Laconia, New Hampshire parked at the car wash at the intersection of Haverhill and May streets. After a short time they observed a male enter the back seat of the vehicle and the vehicle begin to leave the area. As the detectives followed the motor vehicle they observed an exchange between the operator and the rear passenger consistent with a drug transaction. The detectives stopped the vehicle and recovered a quantity of heroin and hypodermic needles. All 3 suspects were arrested and transported to the station. The two buyers from Laconia, New Hampshire were charged with Possession of Class A Heroin. The dealer, who used a May St address, was charged with Distribution of Class A Heroin.

Park & Willow St
January 16
While conducting narcotics operations in the Willow street area members of the Street Narcotics Unit arrested 3 suspects. The detectives were checking the area for narcotics activities and observed a motor vehicle parked in the area with 3 males inside. The vehicle was registered out of Litchfield, New Hampshire. After a period of time the vehicle left and the detectives followed it to various barber shops and automotive shops in the city. The detectives observed a male leave the vehicle each time and enter these shops with a laptop and return to the vehicle. The detectives believed the suspects were attempting to sell the laptop for drug money. After several unsuccessful attempts to sell the laptop the suspect sold it to a shop on West st. The suspects returned to the intersection of Park and Willow streets, where the detectives observed a hand to hand transaction between the front passenger and a male on the corner. At this time the detectives stopped the vehicle and recovered a quantity of heroin and needles. All 3 suspects were arrested and transported to the station for booking. The detectives went to the Auto Shop on West street and recovered the laptop, which was bought for $70. An investigation revealed that these suspects had stolen the laptop from a motor vehicle in Woburn, Massachusetts earlier that day. The 3 suspects were charged with Receiving Stolen Property, Possession of Class A Heroin, Knowingly Being Present Where Heroin is Present, and an outstanding warrant. The party that purchased the laptop will be summoned to court for Receiving Stolen Property.

Arlington & Broadway
January 16
While conducting narcotics patrols in the Broadway and Arlington streets area, members of the Street Narcotics Unit arrested 2 suspects. The detectives observed two suspects sitting in a motor vehicle in the parking lot of the Hess Gas Station located at the intersection of Arlington and Broadway. The detectives observed behavior consistent with two people preparing to use narcotics. The detectives walked up to the vehicle and observed these two suspects preparing a hypodermic needle for injection. The detectives also observed a young child in the back seat. The detectives recovered two additional bags of heroin to go along with two loaded hypodermic needles. Both suspects, who reside in Billerica, MA were placed under arrest, transported to the station and booked. They were charged with Possession of Class A Heroin, Child Endangerment, and 4 outstanding warrants for the females arrest. The Department of Family Services was notified for follow up on the child.

Cedar St.
January 16
Members of the Street Narcotics Unit assigned to Special Operations arrested one male suspect on Cedar street. The unit had received information that a fugitive, wanted on several warrants for his arrest was hiding at a residence on Cedar street. The unit conducted surveillance for a number of hours until the fugitive attempted to leave the area in a motor vehicle. After stopping the vehicle the investigation revealed that the suspect was wanted on 3 warrants. The charges were; Larceny of Property over $250, Receiving Stolen Property with the Value Exceeding $250 and Intimidating a Witness in a Criminal Investigation.

Oxford & Haverhill St
January 4
Members of the Street Narcotics Unit were conducting surveillance in the Oxford and Haverhill streets area and arrested 1 female suspect. The detectives observed the female operating a motor vehicle registered out of Seabrook, New Hampshire stop at several areas in Lawrence in an attempt to purchase narcotics. The detectives eventually stopped the female and after an investigation determined that she was wanted out of New Hampshire as a Fugitive From Justice. A search of the female resulted in the recovery of a variety of pills. She was subsequently charged with Possession of Class E Pills.

Haverhill St and Broadway
January 4
Members of the Street Narcotics Unit assigned to Special Operations arrested 4 suspects as a result of a narcotics investigation. The detectives were conducting surveillance on the CVS parking lot located at the intersection of Haverhill and Broadway. The detectives observed a motor vehicle occupied 3 times registered out of Wilton, New Hampshire inside the lot with the engine running. The detectives observed one of the suspects enter the store followed by an undercover officer. The undercover officer observed the suspect purchase a bag of needles and return to the vehicle. The detectives then observed a black Mercedes vehicle pull up next to the suspects vehicle and one of the passengers exit and enter the Mercedes. After a short time the suspect left the Mercedes and reentered the New Hampshire vehicle. The motor vehicle left in opposite directions and were stopped by the detectives. A quantity of heroin was recovered along with needles and money. The 3 suspects from New Hampshire were charged with Possession of Class A Heroin, Knowingly Being Present Where Heroin is Kept and Unlicensed Operation of a Motor Vehicle. The dealer, who resides in Lowell, Massachusetts was charged with Distribution of Class A Heroin.

Park St
January 4
Detectives assigned to the Auto Theft Unit under Special Operations made an arrest on Park street. The department had received a report that a white male was attempting to steal a motor vehicle from a driveway on Park street. The vehicle was left running by the owner and he found the suspect inside. After a brief struggle in which the owners dog bit the suspect, the suspect fled. The officers canvassed the area and were able to locate the suspect on Bennington street. The suspect was identified by the detective thru a past narcotics case. The victim positively identified the suspect as being inside his vehicle. The suspect also had a pocket full of loose change that was stolen from the center console of the vehicle. The suspect, who resides in Brentwood, New Hampshire was charged with Breaking and Entering w/Intent to Commit a Felony, Assault and Battery, Larceny of Property and Trespassing. The suspect was also wanted on a Shoplifting charge.

Williams & Ferry St
January 4
Members of the Street Narcotics Unit made a narcotics arrest in the Williams and Ferry street area. The detectives had developed information from a previous arrest that a male driving a green Toyota Camry is using this area to distribute narcotics to out of state buyers. The detectives used a confidential informant to place an order for heroin. The informant was told to meet the dealer on Williams St and when the dealer arrived he fled from the detectives. The dealer threw 16 bags of heroin from the vehicle as he fled, which was recovered by detectives. The dealer was driving erratically and the detectives did not pursue him as not to endanger the public. The detectives had already identified the dealer and would be seeking a warrant for his arrest. However, later that day the dealer came to the police station to report his car stolen, was positively identified by the detectives and was arrested. The dealer, who lives on Saunders St, was charged with Possession of Class A Heroin w/Intent to Distribute, Negligent Operation of a Motor Vehicle, Failure to Stop for a Police Officer, False Statements Alleging Theft of a Motor Vehicle.

Willow St
January 4
The Street Narcotics Unit assigned to Special Operations was conducting surveillance in the Willow St area and arrested 3 suspects. The surveillance was in response to complaints and information received from Councilor Almonte regarding drug activity on Willow St. On this date detectives observed a motor vehicle registered out of Georgetown, MA parked on Willow St with the engine running. The female passenger was observed to be talking on her cell phone. After a short time a male walked up to the vehicle had a brief conversation thru the passenger window and entered the vehicle. The vehicle then proceeded to pull away and drive to West St, dropping the male off. During the drive to West St the detectives observed movements inside the vehicle consistent with a narcotics transaction. All 3 suspects were stopped and the detectives recovered 3 bags of heroin and a sandwich bag with crushed Suboxone pills inside. All 3 suspects were placed under arrest and transported to the station. The buyers who reside in Georgetown, Massachusetts were charged with Possession of Class A Heroin and Possession of Class B (Suboxone pills). The dealer, who lives on West St, was charged with Distribution of Class A Heroin.

Morton St
January 4
Members of the Street Narcotics Unit assigned to Special Operations arrested 3 suspects in the Morton Street area. On this date we were again checking the CVS parking lot located at the intersection of Broadway and Haverhill Street, for drug activity. This parking lot has become a meeting point for narcotics buyers to both wait for a dealer and as a location to purchase needles for drug use. On this occasion police observed two females in a New Hampshire registered motor vehicle waiting in the parking lot with the engine running, talking on their cell phones. After a short time the vehicle left the parking lot and proceeded to Morton St. Once on Morton St the vehicle parked and the passenger exited the vehicle and began walking on Morton St. The female was picked up by a male in a Toyota Camry, which then made the block and dropped the female back off. As a result police stopped both motor vehicles and recovered a bag of heroin and a bag of crack cocaine from the females. All 3 suspects were placed under arrest, transported to the station and booked. The females, who reside in Pelham, New Hampshire and Methuen, Massachusetts were charged with Possession of Class A Heroin and Class B Cocaine. It was discovered that one of the females was a Fugitive From Justice from the State of New Hampshire and the other was wanted on 2 outstanding warrants. The dealer was charged with Distribution of Class A Heroin and Distribution of Class B Cocaine.

Brook St
January 4
Between December 10-17, the Special Operations Division worked primarily in and around the Brook St area. This area was concentrated on as a result of a neighborhood meeting that took place in Mayor Lantigua's office with residents regarding complaints of various issues in their neighborhood. As a result, police made approximately 7 arrests either on Brook St or as a result of an investigation that started on Brook St. These arrests included individuals wanted on outstanding arrests warrants for assault/battery, drug possession, drug distribution, suspended license, possession of dangerous weapons and shoplifting. Police also arrested individuals on possession of drugs, possession of drugs with intent to distribute, suspended license, and unlawful possession of ammunition.

Arlington District & Willow St
December 29
Members of the Street Narcotics Unit were conducting a follow up investigation in the Arlington District and arrested 3 suspects. The follow up was in response to a previous narcotics arrest that led to information that a male was conducting narcotics transactions in this area. The unit set up surveillance in the area and observed the alleged dealer walking on Willow Street, talking on his cell phone. At the same time other detectives observed two suspects operating a motor vehicle registered out of Nashua, NH circling the area, also talking on their cell phones. The motor vehicle pulled over as it approached Willow street and the passenger exited the vehicle and he walked toward the dealer. As the two suspect met, a hand to hand exchange took place and the parties separated. The motor vehicle was stopped a short time later and detectives recovered heroin that was prepared for injection in a hypodermic needle. Both of these suspects were placed under arrest and transported to the station. The dealer was located and after a brief struggle with detectives was placed under arrest. An additional quantity of heroin, cocaine and money was recovered. The buyers, who reside in Nashua, NH were charged with Possession of Heroin. The dealer, who resides on Farnham street was charged with Distribution of Class A Heroin, Possession of Class A Heroin w/Intent to Distribute, Possession of Class B Cocaine w/Intent to Distribute, Assault and Battery on a Police Officer 2 counts and Resisting Arrest. The dealer also had an outstanding warrant for his arrest for Distribution of Class A Narcotics.

Haverhill & Broadway
December 27
Members of the Street Narcotics Unit were checking the CVS parking lot at the intersection of Haverhill and Broadway for narcotics activity. This lot has been a location used by drug buyers to purchase needles from the store and also to inject themselves with heroin. On this occasion the detectives observed a motor vehicle registered out of Raymond, NH parked in the lot. The vehicle was occupied by a male and female. During their surveillance the detectives watched the couple go in and out of the store and return to the vehicle. An inquiry into theses suspects revealed that they were waiting for a dealer to supply them with heroin and that female was in possession of Class B Pills. The female was placed under arrest, transported to the station and booked.

Myrtle & Exchange St
December 24
Members of the Street Narcotics Unit were conducting surveillance in the Myrtle and Exchange street area and made 3 arrests. The detectives were responding to an anonymous complaint left on the drug hotline that indicated that out of state buyers were seen in this area purchasing narcotics. The detectives observed a male suspect running in this area and observed him jump into a motor vehicle occupied by two other males. The suspect was seen holding an item in a closed fist before entering the motor vehicle. The vehicle did not belong in the area and was in fact registered to an address in Woburn, MA. An investigation revealed that the occupants had purchased 5 grams of heroin and were intent on reselling some of this heroin to pay for their heroin habit. A quantity of heroin, a digital scale, hypodermic needles and baggies were recovered. All 3 suspects were placed under arrest and charged with Possession of Class A Heroin w/Intent to Distribute, Possession of Class A Heroin, Disorderly Conduct and Resisting Arrest. The suspects reside in Reading(2) and Woburn, MA.

Common St
December 24
Members of the Special Operations Division responded to a report of a suspicious person in the area of 50 Common street and made one arrest. This area has seen an increase in car breaks in recent weeks and the Community Policing Officers assigned to Special Operations have been increasing their patrols there. The suspect was located and an investigation revealed that the suspect was wanted on 6 warrants for his arrest. The warrants were for Larceny of Property, Breaking and Entering into a Building, Possession of Burglarious Tools, Trespassing, Forgery of a License and a second Larceny of Property.

Haverhill & Warren St
December 24
Detectives assigned to the Street Narcotics Unit arrested one female suspect at the intersection of Haverhill and Warren St. The detectives had received information that a female operating a New Hampshire registered motor vehicle was in this area attempting to purchase narcotics. The detectives located the female and an investigation revealed that the female had 2 outstanding warrants for her arrest. She was placed in custody and transported back to the station for processing. The female resides in Pelham, New Hampshire.

Park & Hampshire St
December 24
Members of the Street Narcotics Unit assigned to Special Operations were checking the area of Park St for illegal narcotics activity. The unit and the department has made numerous narcotics arrests in this area and have also received many complaints from residents regarding these illegal activities. As the detectives approached the intersection of Park and Hampshire St, they observed a hand to hand drug transaction. The detectives moved in and arrested two suspects, recovered heroin, cocaine and hypodermic needles. The dealer, who resides on Essex St was charged with Distribution of Class A Heroin, Possession of Class B Cocaine and 3 outstanding warrants, one of which was for Armed Robbery. The buyer, also from Lawrence, was charged with Possession of Class A Heroin.

Martson St
December 19
Members of the Street Narcotics unit assigned to Special Operations were dispatched to the Dunkin Donuts located on Marston St for drug activity. The information received was that a female was inside the bathroom using drugs. The detectives determined that at least one female was smoking crack cocaine inside the bathroom. After an investigation the detectives arrested two female suspects and charged them with Possession of Class A Heroin and Possession of Class B Cocaine.

Broadway & Haverhill St
December 19
Members of the Street Narcotics Unit assigned to Special Operations made 2 arrests at the intersection of Broadway and Haverhill St. The unit was checking the CVS parking lot due to an increase in drug activity. The unit has seen an increase in buyers from out of state using the parking lot to wait for dealers and also to shoot up heroin. The detectives observed a parked motor vehicle with 4 occupants, 2 adult females and 2 children. As the detectives investigated they observed the 2 females preparing a hypodermic needle for drug use. The females were placed under arrest and transported to the station for booking. The Department of Family Services was contacted regarding the children. The females, who reside in Amesbury and Salisbury were charged with Possession of Class A Heroin, Knowingly Being Present Where Heroin is Kept and Assault and Battery on a Police Officer.

Daisy & Holly St
December 17
Members of the Street Narcotics Unit assigned to Special Operations arrested 2 suspects in Kennedy Park at the intersection of Daisy and Holly St. The detectives had received information that a dealer was using the park, which is located on the edge of Central Catholic High School, to conduct drug transactions. The unit set up surveillance of the park and observed a male walking his dog approach another male who had stopped by the park in a New Hampshire registered motor vehicle. The detectives observed a hand to hand transaction and the suspects then separate in different directions. They were able to stop the motor vehicle and the dealer and place both in custody. The buyer who resides in Derry, New Hampshire was charged with Possession of Class A Heroin. The dealer was charged with Distribution of Class A Heroin and Distribution of Class A Heroin in a School Zone.
