Water Billing Delays

Thank you for your continued patience as we transition to our new water billing system and payment portal. If you have did not receive a water bill in March, please note that it will be included with your April bill. This combined statement will cover two months of usage. To ensure you have sufficient time to pay, we are extending the payment due date to 40 days (rather than the usual 20 days). If you're encountering challenges, please reach out to our office. We’re happy to work with you to arrange a payment plan to help you get caught up. Additionally, any interim payments you make will be applied to your upcoming bill.

The new online payment portal is available at nrhtx.com/water but it’s not mandatory for customers to use it. You can also make payments by mail, in person at the Water Office, by phone, or through the drop box if you prefer. Please visit nrhtx.com/water, for more information about the payment portal, step-by-step directions and answers to frequently asked questions.

City Council Meeting Highlights

Following are highlights from the March 24, 2025 City Council meeting. For more details and to watch the meeting video, visit nrhtx.com/meetings. You can also sign up to be notified by email when new meeting agendas are posted. The next Council Meeting is scheduled for April 14.

Carport Regulations

City staff presented the findings of a recent FlashVote survey on carports, along with statistics on carport permit applications submitted since 2022. Of the 24 applications received, 54% were approved, 17% were withdrawn, and 29% were denied. Denials were primarily due to issues such as encroachment into required setbacks or easements, or exceeding the allowable size. After reviewing the information, the City Council decided not to revise current carport regulations. Instead, they directed staff to focus on enhancing public education about these regulations. Carports are permitted as long as they do not extend beyond the front building line and comply with the required setbacks, size, and design criteria. Additionally, applicants can seek a variance if needed.

Citizen Presentations

City Council heard from staff on the pros and cons of allowing the use of video and other electronic media during the Citizens Presentations portion of City Council Meetings. The City Council determined that the risks outweigh the benefits and that Citizens Presentations can continue to be effective without the use of media.

Intersection Improvements Project Budget Amendment

The City Council approved a $696,175 budget amendment for cost increases on a capital project to improve the intersections of Starnes/Rufe Snow and Starnes/Smithfield. The project includes modifications to signal equipment and lane configurations at both intersections in an effort to reduce conflict points and improve motorist safety. Construction is expected to begin in May. The improvements are being funded in part by a grant from the Texas Department of Transportation.

Charter Review Commission

The City Council also convened as the Charter Review Commission on Monday. They reviewed draft language for term limits for the Mayor and City Council and for changing the length of the terms from 2 years to 3 years. The proposed changes would be considered by NRH voters in a charter amendment election this November. The Commission will meet again to continue this discussion on April 14.

Sign Up for Severe Weather Notifications

It’s severe weather season in North Texas. Now is the time to refresh yourself on weather safety and to go over your family’s emergency plans. Also, you can sign up to get severe weather warnings and alerts by phone or text message at www.nrhtx.com/alerts.

We recommend residents have multiple ways to get severe weather notifications, such as an NOAA all hazards alert radio or weather alert app on your mobile phone. While the city's outdoor warning sirens are designed to warn people who are outside to go indoors, you may not hear the sirens in your home or office due to the efficiency of modern buildings. For more information, visit the Emergency Management section of the city's website.
