Is a Property Tax Shift Coming to Greater Cleveland?

As we move through the 2026 housing market, a major legislative conversation is brewing in Columbus that could fundamentally change the cost of homeownership across Northeast Ohio. While some groups are pushing for a total repeal of property taxes, State Senator Bill Blessing has introduced a middle-ground alternative: the Land Value Tax (LVT).


It’s no secret that property taxes have become a significant burden for residents throughout the Greater Cleveland area. Following recent county-wide reassessments, property values in Cuyahoga County jumped by an average of 32%. This spike has led to a staggering $60 million increase in past-due tax balances as homeowners struggle to keep up.


This isn't just a city issue—from the inner-ring suburbs to the outer reaches of the metro area, the squeeze is fueling a grassroots push to eliminate property taxes entirely. However, state officials warn that a total repeal would leave a $24 billion hole in budgets, threatening the funding that supports our local schools, police, and regional park systems like the Cleveland Metroparks.


Taxing Land, Not Improvements?

Senator Blessing’s proposal (Senate Joint Resolution 7) suggests a shift in strategy. Instead of taxing the total value of your property (land + your home), local governments would have the option to tax only the value of the land.


Why this matters for Greater Cleveland homeowners:

Encouraging Investment: Under the current system, if you renovate a kitchen in Lakewood, build an addition in Solon, or improve a storefront in Beachwood, your taxes go up. An LVT removes this "improvement penalty," making it more affordable to maintain and upgrade your property.

Lowering Your Monthly Bill: Blessing argues that this shift could lower tax bills for most individual homeowners while incentivizing the development of vacant lots, which helps increase the overall housing supply in our high-demand suburbs.

Regional Flexibility: This wouldn't be a mandatory state-wide change. Each municipality across Greater Cleveland would have the power to decide whether to adopt the land-only tax model based on their specific community needs.
