Dear Valued Partners,

The Housing Department is pleased to provide this notice of second proposed Substantial Amendments to the City of San José's FY 2019-2020 Annual Action Plan. These Plans oversee the City's use of federal funds from the U.S. Department of Housing and Urban Development (HUD).

Like the first amendments made in April 2020, the second amendments are being made to allocate available HUD funds to provide emergency services in response to community needs caused by the COVID-19 crisis. A summary of the proposed Substantial Amendment can be found here .

In compliance with CARES Act-related guidance from HUD, the City is providing a five-day public comment period and one public hearing that may be held virtually to commit funding for COVID-19 emergency services. The five-day public comment period begins on Thursday, June 25, 2020.

We welcome public comments on this proposal. All public comments will be submitted to HUD. The public can comment in several ways on this proposed action:
