Hybrid BCHD Board of Directors Meeting
Wednesday, November 17

The BCHD Board will Review the Proposed Healthy Living Campus Project and Alternatives that were Analyzed in the Environmental Impact Report (EIR) in Order To Consider Approving a Resolution that:
  • Approves the Healthy Living Campus Master Plan designating the Revised Access Alternative (Alternative 3), identified in the Final EIR, with minor modifications to the described step-backs, as the preferred site plan (the “Project”),
  • Adopts California Environmental Quality Act (CEQA) Findings and a Statement of Overriding Considerations,
  • Adopts and incorporates into the Project all feasible mitigation measures identified in the Final EIR,
  • Adopts the Mitigation, Monitoring, and Reporting Program (MMRP),
  • Directs staff to provide monthly reporting on implementation of the MMRP,
  • Directs staff to prepare required submittals to all applicable permitting agencies for the Phase 1 site development plan, and
  • Directs staff to evaluate Phase 2 in further detail to examine the potential programs, facilities, site plan, key trade-offs, potential time frame and appropriate level of CEQA review and documentation for the potential implementation of Phase 2.

The public is welcome to attend in-person, but please keep in mind there will be limited seating available due to COVID-19 restrictions. Members may also attend the meeting virtually. For the 5 p.m. closed session, the Board will meet in a closed conference room, but will open the meeting for public comment before it is adjourned.

If you plan to attend in-person, you must:
  • Wear a mask at all times while indoors
  • Provide proof of full COVID-19 vaccination or proof of a negative COVID-19 test within 72 hours of entry to the Board meeting
  • Get your temperature checked on-site
  • Sign-in for contract tracing 
  • Adhere to limited seating capacities

Public Comments:
Public comments will be allowed as required by law. Anyone wishing to address the Board regarding an agenda item, or any other business not on the Agenda, may do so by:
  1. Attending in-person the day of the meeting: people wishing to speak will be screened before they are admitted to the lower level. Speakers will be called one at a time to address the Board. A face covering is required at all times while indoors. (If a fever is detected during the screening process, that person must leave the premises immediately.)
  2. Providing comment virtually through Zoom.
  3. Submitting an electronic Public Comment form that will be made available at bchd.org/board-directors-meetings. 

Written public comments will be read aloud during the meeting if they are received by 5 p.m. on November 17. If they are received after the deadline, they will be forwarded to the Board. Written comments are subject to the Board’s usual time limits on public comment.

Healthy Living Campus Timeline Update
The Beach Cities Health District (BCHD) Board of Directors voted to certify that the Final EIR for the District’s Healthy Living Campus Master Plan complies with the California Environmental Quality Act (CEQA).

The vote was taken during the Board Meeting on Sept. 8 and was 5-0 in favor of certification, coming after two and a half hours of presentations, public comments and deliberations. More than 300 public comments and responses were included in the 1,778-page Final EIR.

At their Oct. 27 Board meeting, the BCHD Board discussed the proposed Healthy Living Campus project and alternatives that were analyzed in the EIR in order to consider selecting a project. The Wednesday, Nov. 17 meeting will continue this discussion.

The proposed project and alternatives are a direct reflection of community discourse beginning in 2017, with design and planning documents revised in response to public input. Public input resulted in the addition of open space, proposed structures were redesigned and shifted away from neighbors, and construction time was drastically reduced.

COVID-19 Vaccine Clinics for Children Ages 5-11
BCHD, in partnership with the Los Angeles County Department of Public Health and the South Bay Consortium for School Vaccines, is hosting vaccine clinics for children ages 5-11 in the Beach Cities. These clinics are only for children ages 5-11. Vaccines for 12+ will not be offered at these clinics.

On November 2, CDC Director Rochelle P. Walensky, M.D., M.P.H., endorsed the CDC Advisory Committee on Immunization Practices’ (ACIP) recommendation that children 5-11 years old be vaccinated against COVID-19 with the Pfizer-BioNTech pediatric vaccine. The Western States Scientific Safety Review Workgroup also concluded that the Pfizer-BioNTech vaccine is safe and effective for children 5-11 years old.

Los Angeles County Department of Public Health Provides Framework for Lifting Masking Requirements at Events and Indoor Establishments

For outdoor mega events involving more than 10,000 people, before masking requirements are lifted, all of the following criteria need to be met:
  • Los Angeles County case rates must demonstrate three consecutive weeks at or below moderate transmission as defined by the CDC – that is, less than 50 new weekly cases per 100,000 residents;
  • Hospitalizations remain low and stable at or below 600 daily COVID-19 hospitalizations for three consecutive weeks;
  • 80% or more of County residents 12 and older are fully vaccinated;
  • And there are no emerging reports of significantly circulating new variants of concern that threaten vaccine effectiveness.

For masking requirements to be lifted at indoor events or establishments involving fewer than 1,000 people, including indoor offices and worksites, sites must have a vaccination verification process in place, and all employees and customers must be fully vaccinated, accommodating with additional requirements those employees with approved exemptions. Additionally, Los Angeles County metrics must meet all of the same standards for lifting masking requirements at outdoor mega events.

Indoor masking will remain mandatory due to federal and state requirements on public transit and transportation hubs (federal), and at TK-12 schools, childcare and youth settings; healthcare settings; correctional facilities; homeless and emergency shelters and cooling centers; and indoor mega events involving more than 1,000 people (state).
