  Cook County’s Proposed $9.89 Billion Budget

Has No New Taxes or Fees or Layoffs

 

As usual, the meetings that the Cook County Commissioners had with the different County departments and officers covered much more than just dollar amounts. All 4 days of those meetings (Oct. 28 thru 31) were observed and reported on by League members. You can read those reports posted on the League web site HERE.


Highlights of the meetings:


·        The overall proposed budget of $9.89 Billion does not include any new taxes, fees, or layoffs.

·        Of the Operating costs. 56.8% is for Health Care provided by the County and18.3% is for Public Safety. Cook County has long been the only Illinois county to provide health care whether someone can pay or not.

·        Of the $1 Billion received from the Federal Government under the American Rescue Plan Act (ARPA), the County has used just 20% to cover County operations where there was a loss of revenue or increased costs due to COVID. The vast majority of ARPA funds (80%) have been committed to 73 community programs. The County is now looking to see which of these programs should continue and planning how they can be funded. 

·        The County continues to make extra payments and is on track to fully fund its pensions.

·        Vacancies in positions continue to be a problem in a number of areas, including the Sheriff’s office and Cook County Health.

·       The President’s Office and the Justice Advisory Commission under the President will be working with the Sheriff and the Chief Judge to discuss whether and how a single Electronic Monitoring program should be accomplished. Currently there are two separate programs.

·        The Treasurer’s office is proposing a new unit for AI development.

·        Work is progressing on a review of the Juvenile Temporary Detention Center to reimagine how juveniles accused of crimes will be housed and treated.

·     Amendments will be offered and voted on. The budget is expected to be finalized on November 21. The fiscal year begins December 1 for the County.

Cook County Health Chooses a New CEO


After an eight-month search process, the Cook County Health Board offered Dr. Erik Mikaitis, the permanent CEO position for the Cook County Health System. Dr. Mikaitis has served as the interim CEO since December 2, 2023. Prior to joining Cook County Health as the Chief Quality Officer, Dr. Mikaitis served as Vice President and chief Medical Officer for the Franciscan Health Crown Point Health system in northern Indiana.  


 CCH is projecting a budget of $5 billion dollar in 2025 with more than 7,000 employees spread over several divisions and facilities.

Cook County and MWRD Results from Nov. 5 Election

 

While the votes are still being counted by the Chicago Board of Elections and the Cook County Clerk’s Elections Division, the votes thus far have been decisive enough to know that the following have been elected to the Cook County and Metropolitan Water Reclamation Board offices on the ballot:

·        Board of Review, 3rd District (4-year term): Larry Rogers, Jr.

·        Cook County Clerk (for remaining 2 years of term): Monica M. Gordon

·        Clerk of the Circuit Court (4-year term): Mariyanna T. Spyropoulos

·        Commissioner, 1st District (remaining 2 years of term): Tara Stamps

·        Commissioner, 2nd District (remaining 2 years of term): Michael Scott., Jr.

·        State’s Attorney: Eileen O’Neill Burke

·        MWRD (6 year terms): Marcelino Garcia, Kari K. Steele, Sharon Waller

·        MWRD (remaining 2 years of term): Precious Brady-Davis


A replacement for Cook County Commissioner Monica Gordon, 5th Dist. (just elected Clerk) will be selected by the applicable township and ward committee persons. A replacement for MWRD Commissioner Mariyanna Spyropoulos (just elected Clerk of the Court) will be named by the Governor.


The deadline for counting vote-by-mail ballots postmarked on or before Nov. 5 and for processing provisional ballots is November 19 in Illinois. Illinois election authorities must certify their respective results by November 26.


Remember: to see information about the judges and the above offices on the ballot, until the results are certified, the numbers from the Clerk's Office must be added to the results from the Chicago Board of Elections.


Work Has Already Begun for the 2025 Consolidated Elections in Suburban Cook County:

While the City of Chicago has no local elections in 2025, some municipalities in Suburban Cook will be having a Primary Election on February 25 and there will also be local Consolidated Elections throughout Suburban Cook on April 1. Candidates for the Primary have already filed to be on those ballots. Candidates for the April 1 election must file between November 12 and 18. For more information, check the Clerk’s web page HERE.

LaGrange Area League Celebrates a 100 Years of service to the western suburbs

League members and friends are invited to attend the League's centennial celebration at La Grange Village Hall. A proclamation honoring the League will be read at the Village Board meeting. Afterward, all are invited to join LWV celebrants at Milk Money, 75 S. LaGrange Road.

Chicago League Member LeTina Brady Pettis authors books on voting

LeTina Brady Pettis has published two children's books about voting aimed at 5-12 year olds.

The first, "I Want to Vote" tells the inspiring story of Tricee, a young girl curious about how elections work and why voting matters. In the second book, "I Voted", Tricee embarks on an exciting new chapter-casting her first vote.


Forest Preserve Interest Group News

The increased funds from the referendum last year are supporting Brookfield Zoo in the formation and execution of their Next Century 15 year Plan. Dr. Michael Adkesson, Brookfield Zoo Chicago president and CEO presented an overview of the plan for the zoo at a recent Cook County Commissioners meeting. 


Key principles are:

* Animal care and welfare, and veterinary excellence

* Science and conservation 

* Improve guest experience

* Improve the facilities 


The physical plan for the zoo envisions four different zones over the 235 acres and includes returning elephants to the zoo. 


The Forest Preserves are also planning to increase restoration to 1000 additional acres and the Botanic Garden's native seed program supports the Forest Preserves restoration goals. 



Criminal Justice Interest Group


  • Bev Graham, Diane Scott ( LaGrange League), Pat Blumen (Evanston League) and I attended a graduation ceremony for defendants who completed all of their requirements for the Restorative Justice Court in Avondale. on Nov. 1st. Chief Judge Evans and Judge Santiago (of that court) gave inspirational speeches about the process and the young people who have a second chance. We were invited by the Court Coordinator whom we met when we observed the court in September.
  • Our next book discussion will be Feb. 28, 2025 at 9AM via zoom. The book is "Framed" by John Grisham. It is a non-fiction book about 10 cases of wrongful conviction.
  • The next regular meeting will be Dec 3 at 9 am via Zoom.

Metropolitan Water Reclamation District (MWRD)

Board of Commissioners Meeting

October 3, 2024 

Harvey Stormwater Project

        There were 7 public speakers who expressed opposition to the MWRD’s and Harvey’s project to build a stormwater retention basin which was previously authorized by the Board and which includes the acquisition of 31 land parcels, some of which are vacant and some of which include occupied residences. The MWRD expects the project will provide flood reduction benefits to approximately 209 structures.

•      Some of the speakers alleged that Harvey does not maintain its property and so they are worried about the upkeep of the retention basin, and others expressed concern about displacing those whose homes were being taken to do the project.

•     President Steele addressed the speakers’ concerns by stating that the MWRD had negotiated the purchase price with all the owners of occupied homes, with just 2 agreements left to finalize. The President said that as of the day before the meeting, all the homeowners, including the 2 who have not yet finalized a deal, have said that they are satisfied with the process.

•       President Steele also said that part of the intergovernmental agreement with Harvey addresses maintenance of the retention pond. The MWRD held town hall meetings in Harvey to allow citizens to ask questions and raise concerns. Several other Commissioners, including Brady-Davis, Davis, Corral Sepulveda, Brown, and Flynn, commended the MWRD staff and the project which Commissioner Brady-Davis referred to as an example of environmental justice addressing an area that needed stormwater to be addressed.
