Welcome to this week’s Members-Only Monday Morning Messenger from the Texas Propane Gas Association (TPGA).

Inventory Tax Break Passes as Texans Approve All 17 Constitutional Amendments

In Tuesday’s election, Texans approved all 17 proposed constitutional amendments, many with wide margins. Most constitutional changes take effect immediately upon certification by the Texas Secretary of State, with the exception of a few, like the inventory tax break, that will take effect on January 1, 2026.


We highlighted the measures with the most impact to the industry and propane country:

·      Proposition 9, which will be especially beneficial to propane industry members who maintain large inventories of tanks, cylinders, and parts, raises the personal property (inventory) tax exemption from $2,500 to $250,000 — a 10,000% increase. The measure exempts up to $250,000 in business inventory or equipment from local taxation by school districts, cities, or counties, delivering major relief to businesses that carry stock.

·        Proposition 1 establishes an endowment for Texas State Technical College to repair infrastructure, upgrade classroom equipment, and expand its footprint statewide.

·        Proposition 2 bans the state from imposing taxes on people or businesses on profits or potential profits from capital assets such as investments, real estate, and certain personal property.

·        Proposition 4 dedicates up to $1 billion of sales tax revenue each year starting in 2027 to the Texas Water Fund to improve infrastructure and develop new water sources.

·        Proposition 5 extends existing tax exemptions to include animal feed held as inventory for sale.

·        Proposition 8 banning the state from taxing people or businesses on profits or potential profits from capital assets such as investments, real estate, valuable items and certain personal property.

·        Proposition 10 allows property taxes to be temporarily lowered on homes destroyed by fire.

·        Proposition 13 increases the general homestead exemption for all Texas homeowners.

Connecting Veterans to Careers: Hiring Red,White & You Events Continue Across TX

While some Hiring Red, White & You! events have already taken place, several more job fairs are still scheduled across Texas this month. These statewide hiring events connect veterans, transitioning service members, and military spouses with employers who value their leadership, skills, and experience.

Since its launch in 2012, Hiring Red, White & You! has partnered with more than 26,000 employers, connected over 153,000 job seekers, and helped facilitate thousands of same-day hires.

Employers can demonstrate their commitment to hiring veterans by joining the We Hire Vets Employer Program, which recognizes businesses where at least 10% of employees are military veterans.

Safety Culture & Safety Training

November is Carbon Monoxide
Awareness Month

In the spirit of promoting safety and awareness, November is officially recognized as Carbon Monoxide Awareness Month, and the Texas Propane Gas Association has resources for members.


To help your customers stay informed, our association's store, Propane Service Corporation, offers a Carbon Monoxide Brochure. This full-color, 3 x 7, quad-fold brochure is an essential tool for educating consumers on what to do if they suspect the presence of CO. Packed with valuable information, it provides insights into reducing the risks of CO poisoning, the significance of CO detectors in enhancing safety, and how to identify signs of improper appliance operation that can lead to high CO levels. Each pack contains 125 brochures.
