CARB Public Hearing Postponement - Nov. 20

Topic: Proposed Amendments to the On-Road Heavy-Duty Engine and Vehicle Omnibus Regulation and to the Low Carbon Fuel Standard Regulations, and to Permanently Adopt the Emergency Vehicle Emissions Regulations


Please be advised that CARB will not hear the Proposed Amendments to the On-Road Heavy-Duty Engine and Vehicle Omnibus Regulation and to the Low Carbon Fuel Standard Regulations, and to Permanently Adopt the Emergency Vehicle Emissions Regulations at the November 20, 2025, hearing as previously noticed. The hearing on these items has thus been postponed to a future date and time.

EnergIIZE Megawatt Charging System (MCS) Funding Lane Open 


  • Project readiness is prioritized   
  • Applications in the same readiness tier will be prioritized based on order of submission  
  • Applications will be reviewed in two batches with the first review on January 6, 2026   
  • Per charging port incentive amount: $450,000
  • Maximum award per project: $2,500,000

Communities in Charge Application Window Is Now Open


CALSTART announces the launch of Communities in Charge providing $30M in incentives for schools, health care centers, local businesses and communities.


  • Application window for Level 2 EV charging rebates opened on August 5th 
  • Application window for Level 1 EV charging rebates will open on October 7th, 2025 
  • Last day to apply for either a Level 1 or Level 2 EV charging rebate is January 9th, 2026

GM Cuts EV Workforce


In response to slowing EV sales, GM has announced layoffs of 1,750 and furloughs of 1,560 employees at plants producing the EV Hummer, EV Silverado, EV Cadillac Escalade and Ultimum Batteries.
