The Municipality of the County of Cumberland (Municipality) has made Application to the Nova Scotia Utility and Review Board for an Order approving the service territory of the proposed Pugwash Water Utility and for an approval of an Interim Schedule of Rates and Charges for Water and Water Services and Schedule of Rules and Regulations.

The Municipality of the County of Cumberland will hold a Tax Sale on Tuesday, November 21, 2017 at the Upper Nappan Service Centre Council Chambers.

Atlantic Canada is starting now, with a localized bottom up attitude, to create a change model for the world. Believing local action the best path, the retreat's mission was to move conversation to 'doing' by generating a roadmap to develop community-based action plans, with drawdown potential, that hold the capacity to face and manage life in a very different world.

Property Valuation Services Corporation is asking Nova Scotia property owners to take part in one of their assessment quality checks by reviewing their 2018 preliminary assessment.
PVSC published preliminary assessments today at, and encourages property owners to contact them if they have additional information or would like to discuss their property.

The Municipality of the County of Cumberland would like to congratulate Joyce Keddy on her recent retirement! Joyce was recognized by her colleagues and friends on October 18th, 2017. The Municipality would like to thank Joyce for her 35 years of service as a Crossing Guard!

The Fundy Female Leadership Network (FFLN)
The  inaugural Fundy Female Community, Sport & Recreation Champion Award will be presented at the FFLN Fiesta on November 4th. This award was created to celebrate a female in the Fundy region who has demonstrated evidence of leadership and commitment to improving gender equity within the sport and recreation sector.  She will have contributed to positive change in programs, policies, and/or practices that build a culture where girls and women are encouraged and supported to participate meaningfully in sport and recreation. 

Of course, nobody fits this description better than Laura Ashley Farrow from the Cumberland YMCA!! Her nomination was accepted and she will be presented with the award on Saturday, November 4th. The event will be held at the Rath Eastlink Centre (RECC) in Truro from 10:00AM-12:00noon.

WHO SHOULD COME:   Anyone interested in celebrating female leadership in sport & recreation and/or wants to help improve gender equity in this sector  (e.g., coaches, officials, athletes, rec directors/coordinators, program leaders, volunteers, etc.), or whoever wants to support Laura!!
HOW MUCH:   Tickets are FREE!  However, we do require folks to pre-register online just to help us for planning purposes.

Pugwash Summer Soccer Program: A great success!
The Municipality partnered up with the Village of Pugwash to provide a part time Recreation Coordinator in the summer of 2017. We also partnered with Canadian Tire in Amherst and the Canadian Tire JumpStart program to outfit the youth with jerseys and equipment. The partnership more than served its purpose! The soccer program had dedicated volunteer coaches, and a load of kids with the opportunity to try something new right on their doorstep!

Low Income Tax Exemption  
Low Income Tax Exemption
The Municipality's Low Income Tax Exemption applications are now available. The Low Income Tax Exemption provides assistance to homeowners to help pay their residential property taxes. Qualified applicants will receive a credit which is applied directly to the tax account.

Application forms are available on our website or may be obtained by calling or visiting one of our services centres located in Upper Nappan, Springhill or Parrsboro.
Exercise Handshake Receives Outstanding Award
Congratulations to members of the WestCumb Amateur Radio Club
On Thursday Oct.12th, 2017 members of the WestCumb ARC travelled to Dartmouth NS to receive the Ian MacKinnon Memorial Interoperability Award at the 2017 Nova Scotia Interoperability Forum hosted by Nova Scotia Public Safety and Field Communications.

The award was given to " Exercise Handshake" for its outstanding contribution over the years to ensure radio interoperability for first responders in Nova Scotia.

Councillors' Corner
Councillor Ernie Gilbert would like to congratulate David Dickinson for being recognized by the Atlantic Agricultural Hall of Fame for Nova Scotia! David was recognized on Thursday, October 19th at the Dalhousie Agricultural Campus. 
David Dickinson has provided outstanding commitment to Nova Scotia's blueberry industry, as both a farmer and an advocate. H is well sought after by his fellow producers, who hold in high regard his wealth of experience, opinions, and advice. Nominated by the Wild Blueberry Producers Association of Nova Scotia for his contributions to the growth of the wild blueberry industry and his mentorship of fellow producers, David is a worthy inductee into the Atlantic Agricultural Hall of Fame. Congratulations David!
Councillor Gilbert would also like to recognize that the Southampton Fire Department is celebrating 40 years of operation and honouring two of their members for 40 years of service, and the remaining women of the Ladies Auxiliary retiring after 39 years.
Congratulations to the Southampton Fire Department and a heartfelt thanks to all of our volunteer firefighters!

Canadian Tire Jumpstart: Community Development Grants
The Jumpstart Community Development Grants (CDG) provides funding for qualified donee organizations to run physical activity, sports and recreation programming for children aged 4-18 from families in financial need.

A physical activity, sport or recreation program for children between the ages of 4-18 meeting the following requirements:
*  Run for a minimum of 5 hours in length and 5 sessions, 
*  Have a minimum of 25 participants
*  The children must be from families in financial need

If you are applying for grants for programs running between Jan 1st and April 30th of 2018, the application deadline is Nov 10 at 5 pm(est)

Celebrate Canada Funding
Canadian Heritage provides financial support for events organized during the Celebrate Canada period, from June 21 to July 1.  These events celebrate National Indigenous Peoples Day on June 21, Saint-Jean-Baptiste Day on June 24, Canadian Multiculturalism Day on June 27 and Canada Day on July 1.

Age-Friendly Communities Grant Program
The Age-friendly Communities Grant program, administered by the Nova Scotia Department of Seniors, supports community planning and collaborative, innovative projects that support the goals of promoting healthy, active living and enabling older Nova Scotians to age 'well' - in place, connected to community life.

The Department of Seniors is accepting grant applications under two categories:
  1. Age-friendly Community planning:Support for consultation and community planning initiatives that result in robust action plans and facilitate the creation of Age-friendly Communities. These planning initiatives must be in partnership with local government and include consultations and engagement of older adults, the broader community, and key stakeholders throughout the entire process.
  2. Community Projects:Collaborative, innovative projects to develop and implement programs, services, resources or events that support active, healthy living, help older adults to age 'well'-in place connected to community life and increase social interaction and community involvement among older adults (50+).

Community Development Grant
Available through Communities, Culture and Heritage the Community Development Grant is designed to support activities and initiatives which respond to the recreation and physical activity goals and priorities of communities and the Shared Strategy for Recreation in Nova Scotia: Active Living, Inclusion and Access, Connecting People and Nature, Supportive Environments, and Capacity Development.

Applications will be accepted between April 1st and February 1 of a given fiscal year pending legislative approval of the budget.

The  Women in Sport Encouragement (WISE) Fund invests in the development of female leaders in sport and supports organizations to strengthen their engagement of girls and women in sport. Since 2004, CAAWS has awarded $140,000 in grants to leaders and organizations across Canada!
Our two core areas of emphasis are: retention of girls in sport and expanding female leadership in sport. We are proud to support leaders and organizations who are taking steps to bring these goals to life.

We award 10 grants annually, each valued at $1000, through an application process.
The  2018 WISE Fund application opens on  October 2, 2017 and closes  November 10, 2017.Grant recipients will be announced in early  2018.

Investors Group Community Coaching Grants
Calling all organizations, big and small! Are you hosting an event that will educate and develop coaches or coach developers in your community? 

The Investors Group Community Coaching Grant program has grants available for organizations that bring coaches and coach developers of community-based sports together under one roof to learn, train, and network with each other. 

Applications are welcomed for events scheduled to run April 1, 2017 to March 31, 2018.

The Cumberland Central Landfill has made it even easier for residents to stay connected with waste management collection and programs.
Download the free Solid Waste Mobile App by searching for Cumberland County Solid Waste in the App Store. Use your mobile phone to view collection schedules, receive collection reminders and  service alerts for any interruptions to waste collection such as cancellations due to weather. Residents can also sign up online by visiting .
