NEWS
PLAN ACCORDINGLY - Holiday Closures
Our offices will be closed Thursday, November 25th, for Thanksgiving, with most staff taking off on Friday, November 26th. Any verification packets received after noon ET Tuesday, November 23rd, may not be processed until Monday, November 29th.

For projects that need to have an NGBS Green certificate in hand in December, verification packets should be submitted by 10 a.m. ET Tuesday, December 21st. This year, the NGBS Green certification pipeline will shutdown completely for the end of year holidays. We will have a limited number of staff available the week of December 27th for technical assistance, questions, and interpretations, but if you have a hard certification deadline, please plan ahead so that we can process it on time.

‘Build Back Better’ Act Would Make Significant Changes to 45L and 179D Energy Efficiency Tax Incentives
The Build Back Better Act would make significant changes to existing tax credits that have promoted green construction in the commercial and residential sectors. The existing bill would extend the 45L Energy Efficient Home Credit through 2031.


  • New multifamily homes acquired after 2022 and eligible to participate in the ENERGY STAR Multifamily New Construction program earn a base credit of $500 and a bonus credit of $2,500 for multifamily units that meet ENERGY STAR. A higher tier credit of $1,000 or a bonus credit of $5,000 for eligible multifamily units certified under the Department of Energy’s Zero Energy Ready Home program.

QAP Watch
The following states have or will revise their Qualified Allocation Plans (QAP) for the Low-Income Housing Tax Credit Program (LIHTC). The summaries included indicate if NGBS Green certification is incentivized and provide information on how to submit comments or stay informed. If you know of current QAP activity in your state or locale that is not listed here or included in our online QAP Round-Up, please contact us.
Arizona: Arizona’s Department of Housing published its final draft of the Arizona 2022-2023 QAP. The prior draft offered 10 points for projects that commit to obtain certification under NGBS Green (Silver or higher), 2020 Enterprise Green Communities, LEED (Silver or higher), DOE ZERH, or PHIUS. In October, Home Innovation submitted comments that requested ZERH and PHIUS be repositioned as add-ons to the multi-attribute green building programs to ensure similar requirements and benefits across the options. We were pleased to see that the latest draft has ZERH and PHIUS at a lower point tier—5 points each.
District of Columbia: The District of Columbia’s Department of Housing and Community Development published the final DC 2021 QAP in late September. The QAP requires new construction projects between 10,000 and 49,999 sq. ft. and all rehabilitation projects to meet base-level Enterprise Green Communities certification or submit a waiver to pursue a “substantially similar standard.” (LEED for Homes and LEED for Homes Multifamily Midrise are pre-approved as “substantially similar” for these categories.) New construction projects greater than 50,000 sq. ft. must obtain Enterprise Green Communities Plus or submit a waiver to pursue a “substantially similar standard.” For this category, there are no pre-approved standards. If NGBS Green Partners plan to submit a waiver requesting acceptance of NGBS Green certification, please contact us for any needed assistance.
Kansas: The final Kansas 2022 QAP was adopted in late September. The QAP does not include any third-party green building programs; funded new construction projects must comply with the 2018 IECC.
Maryland: The Maryland Department of Housing and Community Development has published a revised draft 2021 QAP. Comments will be accepted through November 30th at [email protected]. (Note: green building criteria is included within a separate document—Appendix A, Multifamily Rental Financing Program Guide.)

NIFA and Nebraska Department of Economic Development will host an online presentation providing an overview of the 2022-2023 QAP for LIHTC and AHTC. To participate, register here.
Ohio: Ohio Housing has published Draft 2022 Underwriting Guidelines and Draft 2022 Design & Architectural Standards. Information about meeting the required ENERGY STAR and green building certification is detailed in the Design & Architectural Standards. Comments will be accepted through November 24th to [email protected].

Panasonic joins NGBS Green as a manufacturer partner, with 14 ventilation product groups that have earned certification in the Energy Efficiency and Indoor Environmental Quality categories. FlowGuard® Gold Pipe & Fittings
FlowGuard Gold pipe and fittings are made of chlorinated polyvinyl chloride, which is a thermoplastic that is fully recyclable in existing vinyl streams. FlowGuard is certified under 610.1.2.1 when the product is selected over copper-based water distribution pipes based on the benefits shown in a product life cycle analysis.

As the national NGBS Green certification agency, our Quality Assurance (QA) oversight runs deep and we have expansive procedures to ensure buildings earning the certification mark are NGBS compliant. These QA procedures reinforce the NGBS Green certification mark by increasing homebuyer’s and renter’s confidence, bolstering the program’s value to builders and developers, and solidifying the program’s credibility with lenders and government agencies.
