YOU are part of what I'm grateful for as your councilman

This is the time of year when many of us reflect on what we are thankful for in our lives. In my personal life I am blessed to have an amazingly wonderful wife, loving family and caring friends. Since November is National Gratitude Month I want to share with you some highlights for which I am most grateful as your elected City Council member for District 2.


POSITIVE CHANGES

  • New Restaurant — We are getting a new restaurant in the former Rosemary Café! And I’m even happier to say it will be locally operated by a Harvey Park resident, Josh Epps, who is well known for his two Jelly breakfast restaurants in Capitol Hill and the DU neighborhood. The new place will be called Harvey Park Grille, serving lunch, dinner and likely a weekend brunch. I was able to connect with Josh early in the process to tell him all about the plans for that former Target store area that my community-based South Sheridan Steering Committee came up with. And I had a personal connection with Josh; my youngest son was part of his opening day kitchen crew at the first Jelly in 2011. 
  • Park Improvements — Several parks in District 2 are getting improvements. The largest project is the development of a master plan for Bear Creek Park that includes an updated accessible playground (don’t worry, the sombrero slide stays), relocating the regional trail to the south side of the creek, a bike skills course and a more formalized network of trails. And new playgrounds are in the works for Loretto Heights Park, Stanford & Balsam Park and Garland & Saratoga Park. 
  • Community Theater — The Loretto Heights theater project is moving closer to becoming a new attraction in southwest Denver. In 2021, voters approved a $30 million bond for the project which is now in the design phase. Renovation of the May Bonfils Stanton Theater and construction of a parking garage should begin in 2023 with completion in 2025. 
  • Cultural Hub — The City is in negotiations to purchase the library building that is adjacent to the theater on the Loretto Heights campus. The addition of the library to the project would provide us with a comprehensive arts complex that is a first in our part of the city.  


EFFORTS TO IMPROVE PUBLIC SAFETY

  • Nine New Officers — Nine new police officers are coming to Denver Police District 4, which serves southwest Denver. The new officers started field training the last weekend of October. Our police district has been understaffed for the past two years, so let’s welcome them and thank them for choosing to serve our community. 
  • Full-time Outreach — Officers Rich Blea and Blake McGregor of Police District 4 are now assigned full-time to a Homelessness Outreach Team. I am grateful for their compassionate approach and desire to connect the individuals who living on our streets, parks and creeksides with resources that can help them get into housing and other services, while letting them know camping in our parks and on our streets is not an option. 
  • Resources for Resolving Homelessness — I recently gathered a group of professionals from several City agencies, including the mayor’s office and the Department of Housing Stability, to better coordinate efforts in Council District 2 to serve people who are homeless. It’s a complex issue without simple solutions, so I am thankful for the many City resources that exist to help individuals who are living on the streets to navigate our range of services and get on the continuum toward safe and humane living accommodations. 


AN ENGAGED COMMUNITY

  • Active Participation — Southwest Denver residents have proven on many occasions to care deeply about our neighborhoods. Recently we’ve had outstanding attendance at community meetings that are important to our district — from more than a hundred people at a safety meeting in the Marston neighborhood, to 52 people at a Neighborhood Watch organizing meeting, to close to 30 people at a gathering to launch a community garden, to continued attendance and engagement at Registered Neighborhood Organization meetings, this is a community that cares! 
  • Open Communication — I am also grateful for each of you that takes the time to reach out to my office with questions and concerns. It is through your willingness to address issues that our City can and will do better. Your input about City services and problems you experience in our neck of the woods lets me know what is important, and how I should focus my efforts as your council representative. I look forward to hearing from more of you.

Quick Look at City Council Action

Here are a few actions at City Council last month you should know about:

  • Do you park at DIA? A new $10 million contract with NextGen will allow you to reserve a parking spot, and pay automatically with a bar code strip on your windshield. It will take about two years to set up the technology.
  • Ron Thomas, a 33-year Denver Police officer, was confirmed as the city’s new police chief, replacing Paul Pazen. Voters two years ago gave the city council the authority to approve or reject key mayoral appointees, including the chief of police.
  • A $3.6 million contract with Concrete Works of Colorado will kick off a storm drainage contract in Glenbrook, in the Marston neighborhood. It continues a string of projects in the city’s North Marston Drainageway and will install underground storm lines in Wagon Trail Drive, Field Way, Saratoga Place , Gar Way and Garrison Street.
  • City Council approved a $343,742 grant for Commún Denver, a nonprofit in southwest Denver, to continue providing healthy food delivered weekly in boxes to families. The funding comes from the voter-approved Healthy Food for Denver Kids sales tax fund.

Denver City Council meets most Mondays at 3:30 p.m., with items requiring a public hearing starting at 5:30 p.m.

Donate gift cards and toys to help neighbors in need during the Holidays

Councilman Kevin Flynn is partnering with the Southwest Denver Coalition to gather gift cards for distribution at Thanksgiving and Christmas and new toys to be delivered at Christmas. 


Thanksgiving

The SWDC is trying to raise $8,000 in gift cards to help families purchase Thanksgiving dinner. Please purchase gift cards at King Soopers, Wal Mart and Target or where groceries are sold. The goal is to provide each family with $40. Gift cards need to be received by Nov. 14.


Christmas

New, unwrapped toys for children of all ages and $25 gift cards for teens are needed by Dec. 16. See the flyer for gift ideas. 


Gift cards can be delivered to Councilman Flynn's office any time by dropping them through the mail slot. Please call to arrange a time to drop off toys 720-337-2222.

Sewer system along South Wolcott Court

to be replaced

The City of Denver will be repairing the existing storm sewer and replacing the sanitary sewer system along South Wolcott Court. The existing storm sewer system outfalls to Sanderson Gulch.


Currently, several sanitary service lines cross through the existing storm sewer so the two systems need to be separated for water quality and storm

water conveyance purposes.


Construction is anticipated to begin in December 2022. Come to the meeting to hear about the project and get your questions answered!

Kennedy High School LeafDrop site opens for weekends

LeafDrop 2022 weekend drop sites are open! Southwest Denver can take leaves to Kennedy High School on Saturdays and Sundays from 10 a.m. to 2 p.m. Nov. 4-20. 


CLAIM YOUR BAGS

Before raking up your leaves, use this coupon to pick up a pack of free compostable paper bags. Free 5-packs of paper leaf bags are available at an Ace Hardware store near you. (Call ahead to confirm that bags are in stock.)


DROP YOUR LEAVES AT AN APPROVED SITE 

Take your paper bags full of leaves to a LeafDrop location. Remember, when dropping off your raked leaves, use paper bags – they can be composted along with the leaves!

Return ballots by Nov. 8 at 3 locations in southwest Denver

The deadline has passed to return your ballot for the 2022 General Election by mail. You can return ballots to one of the 24-hour ballot drop-off boxes located throughout the city.


In Council District 2, drop boxes are located at the Harvey Park Recreation Center, The Bear Valley Branch Library and the Southwest Recreation Center. 


Ballots must be received by the Denver Elections Division by 7 p.m. on Election Day, Nov. 8. 


Vote centers are located throughout Denver for those who wish to cast their ballot in person. In Council District 2, vote centers are located at both the Harvey Park and Southwest recreation centers. Make a plan to vote early to avoid a wait. Voters must be in line to vote by 7 p.m. on Election Day.

Clear your walks within 24 hours

Be a great neighbor! Everyone enjoys safe, clear sidewalks – and it’s everyone’s responsibility to keep the sidewalks adjacent to their home or business clear and accessible. Shovel all sidewalks, wheelchair ramps, and bus stops around your home as soon as it's practical and safe.


Businesses have 4 hours after the snow stops to shovel, and residents have 24 hours. RTD only shovels bus stops that have a shelter. If it’s just a sign with no shelter, the resident/business is responsible for this sidewalk.

There are many reasons your neighbor may not be able to shovel their snow. Councilman Kevin Flynn is helping to partner neighbors who can shovel with those who can't. Join the Council District 2 Snow Stars!

LEAP helps low-income families pay heat bills during winter months

Low-income families can get help paying for heating costs this winter. The Colorado Low-income Energy Assistance Program (LEAP) is a federally funded program that helps eligible hard-working Colorado families, seniors and individuals pay a portion of their home heating costs during the winter (November through April).


The LEAP program also provides assistance with equipment repair and/or replacement of inoperable heating tools.


Applications for LEAP are now available online or for customer pick up at the Denver Human Services Welcome Center (2929 W. 10th Ave., Denver, CO 80204)


Applicants can apply for LEAP on the PEAK website. To return paper applications:

What makes a shared street feel safe?

Denver is creating a permanent Shared Streets Program and wants your input and ideas.


Shared Streets create safe and comfortable spaces for residents to walk, bike, roll, and play. 


A public meeting was held in October and the City is now asking residents to take a 10-question survey. The survey asks about what elements you want included in different street types, why you might hang out in a space, and what will make you feel safe.


The survey is open until Nov. 18.

Denver Moves seeks input on draft plan

After hearing from more than 10,000 Denver residents about their vision for a high-quality transportation system, Denver Moves Everyone 2050 is seeking another round of input about the draft plan.


The plan has entered its fourth phase, where we are seeking public input on how we plan to spend our transportation dollars to help achieve Denver’s shared vision and goals in the short term.


Review the draft plan and provide feedback to inform how Denver prioritizes improvements to make travelling in your neighborhood and around the city better.

E-bike rebate program on pause

Funding has run out and there will be no more e-bike rebates in 2022. But the popular program will make a comeback in 2023!

 

Denver’s Office of Climate Action, Sustainability and Resiliency is adding additional funding to the third-party rebate administrator contract to meet the overwhelming demand. In addition, program design changes will make participation easier and increase access.

 

To date, the e-bike rebate program has:

  • Put 4,401 e-bikes on the streets and trails of Denver
  • Invested $8.6 million into the local economy
  • Saved Denverites an average of 51% off the purchase of a new e-bike
  • Provided 2,185 rebates to income-qualified residents, representing half of the rebates issued and 68% of the program funding

Public Safety Cadet Program to accept applications starting in December. 

Interested in a career as a Denver police officer, firefighter or deputy sheriff? Need help paying for college? Apply to be a Denver Public Safety Cadet.


Applications are being accepted Dec. 1-31. Now is a good time to prepare what you need to apply. All completed applications must include:

  • Resume
  • High school and/or college transcripts 
  • Two letters of recommendation
  • Three professional references


Those who are accepted into the Cadet Program:

  • Work part time in Denver’s Public Safety agencies while attending college full time
  • Are compensated $15.87 per hour (up to 28 hours per week). Beginning January 1, 2023, the pay for Cadets will increase to $17.29 per hour.
  • Receive paid in-state tuition and books at Metropolitan State University of Denver or the University of Colorado Denver.


The Cadet Program’s mission is to develop structured, educated and diverse candidates who are team-oriented, physically fit and prepared to serve the Denver community.

People experiencing homelessness are Denver residents. We owe it to all our neighbors to treat them with respect and dignity. Outreach teams are working diligently to connect people living on the streets to resources and shelter. 


Please report unsafe or unsanitary conditions: 

  • Call 911 — If somebody is in physical harm or there is an active fire or crime in progress.  
  • Call 720-913-2000 — If there is a situation that is a non-emergency but still violates the law, such as trespassing.

Monday nights from 5 to 5:30 p.m. City Council holds a general public comment session that gives speakers three minutes to talk about any issue that isn’t scheduled for a public hearing.


Sign-ups open at noon on Fridays and close at 4 p.m. on Mondays. Council hears as many speakers as they can in 30 minutes. New speakers automatically go to the top of the list!


Participation is either virtual via Zoom or in person in the Council Chamber at 1437 Bannock St., Room 450.
