In my role as Deputy Mayor recently I had the honour of raising the flag with our local veterans to signify Veteran’s Week in October. I also had the honour of receiving the first poppy pinning from Barry Moore the Poppy Fund Chair for the Royal Canadian Legion in Burlington (Branch 60).


The Act of Remembrance is one of the most important ways to honour and thank Veterans for their sacrifices. We also remember the mothers, fathers, sons and daughters of Canadian Veterans. I hope you will join us on November 11, at Veteran Square, City Hall or Spencer Smith Park, to commemorate our Veterans. Details of the Remembrance Day ceremonies are listed below. Lest we forget.

Leaf Collection Program

The City’s annual fall loose leaf collection program is scheduled to begin the week of November 11, starting in zone one, which covers Ward 6 south of Dundas St.

 

Loose-leaf collection in zone one lasts for one week (Nov 11 – 15). Collection may occur any time during the scheduled week. To ensure your leaves are collected, put them out by 6 a.m. on the first day of collection.

 

Please do not pile leaves on sidewalks or cover catch basins. The City askes that you remove any obstructions on the road allowance such as parked cars, sports equipment or basketball nets.

 

Any remaining leaves after your collection should be mulched or bagged for the Halton Region bagged leaves and yard waste collection which is provided on the same day as your garbage pick-up. Congratulations!

At a Special Council meeting on Tuesday, October 29, Ward 6 residents Al, Tina and Ty Price were recipients of a Burlington Civic Award for impactful volunteer work. Al and his family have been hosting “Live at the Apollo” concerts at their home since covid, providing fantastic entertainment for the neighbourhood, supporting local musicians and collecting food donations for the local food bank.

 

Thank you Al, Tina and Ty, for the time and hard work you have put in to make these events happen each summer. Your contributions to Ward 6 and the Burlington community are much appreciated.

2024 Canada vs USA 80+ games

I was pleased to be invited to drop the puck at the 2024 Canada vs USA 80+ games, that were held on October 23 at Mainway arena, hosted by the Burlington Old Timers Hockey Club. All participants were 80 years + and traveled from various parts of Canada and the United States. It was great to catch up with some friends and meet some NHL Alumni players.

Remembrance Day Ceremonies 

The Remembrance Day Services on November 11 will be held at Spencer Smith Park (1400 Lakeshore Rd.), and Veteran Square (426 Brant St.).  

 

Burl-Oak Naval Veterans Remembrance Day Service, 9 a.m. 

This 30-minute ceremony takes place at the Naval Ships Memorial Monument in Spencer Smith Park. For more information, contact the Burl-Oak Veterans at 905-318-0236 or visit burloaknavalveterans.org.  

 

Remembrance Day Procession, 10:30 a.m.  

The procession will be led by armored personnel carriers and will begin at

Central School on Baldwin Street, travelling down Brant Street to Elgin Street,

Locust Street, Ontario Street and ending at the Cenotaph in Veteran Square, 426

Brant St.  The streets noted will be closed from 10 a.m. to 1 p.m.  

 

Royal Canadian Legion Branch 60, Remembrance Day Service, 11 a.m. 

This 45-60-minute ceremony will be held at the Cenotaph in Veteran Square, on the north side of City Hall and will be live-streamed for those who cannot physically attend. The ceremony will include a colour guard, two minutes of silence, music performed by some members of the Burlington Teen Tour Band, reading of In Flanders Fields along with the laying of the wreaths.  

Burlington’s proposed 2025 budget now online for review 

The proposed 2025 Cityof Burlington budget has now been released and is available online.

 

The budget will officially be presented on Monday, Nov. 4 at the Committee of the Whole meeting. The 2025 proposed budget focuses on four main principles to help balance today’s needs while investing in our future: 


  • Affordability - Balance providing for today while preparing for Burlington’s future. 
  • Livability - Making sure the quality of life for the residents of Burlington is upheld and the services they depend on are enhanced, especially as the City continues to grow by over forty per cent in the next 25 years. 
  • Sustainability - The budget must provide for present needs while preparing for the future. 
  • Transparency - Residents have asked for a simpler, easier to track and understand presentation of the budget, earlier in the process. A draft budget summary was released in September and provided an initial look for residents. The budget book is also being revised to be easier to understand. 

 

This proposed budget considers feedback that residents shared with staff and council through various engagement opportunities, including Food for Feedback, the online budget survey, the budget workbook, six pre-budget consultation meetings and delegations to committee and council. Engagement on the budget is still on-going.  

 

Council will have the

opportunity to bring motions to modify the budget and there will still be opportunities for

the public to engage in the budget process and provide their input.

A review of the 2025 proposed budget will take place, including any proposed amendments from Burlington City Council. Delegations are welcome.

Participation opportunities; 

Residents can register to delegate for an upcoming meeting.

Here’s how: Register to speak at a meeting by completing a delegation registration form or by emailing clerks@burlington.ca. Register by noon the day before the meeting. If the meeting is on a Monday, register by noon on the Friday before. 

 

Standing committee and Council meetings are held using a hybrid format, providing the option of speaking in-person at City Hall, 426 Brant St., or virtually via Zoom.

Fall Civic Recognition Recipients Honoured for impactful volunteer work

Burlington City Council handed out Civic Recognition honours to eight recipients at a special meeting of Council on Tuesday, Oct. 29. The residents were recognized for their outstanding volunteer efforts in the community.

 

Congratulations to the following recipients:

 

  • Andrea Binnington – As the Student Nutrition Program Leader at Clarksdale Public School for over five years, Andrea ensures every student starts their day with a nourishing breakfast. Beyond providing a meal, Andrea has built a community that promotes wellness, learning and kindness. She demonstrates every contribution, no matter how small, has value. Her efforts have made a lasting impact on the school community and Burlington.

 

  • Burlington Able Sail – Each summer, Burlington Able Sail provides sailing opportunities and instruction for individuals with a physical or cognitive disability. With a dedicated team and specialized boats, Able Sail has been enhancing the quality of life for Burlington residents for over 20 years by making sailing accessible to all. The program is a place where participants experience the freedom of being out on the water and build valuable friendships.

 

  • Burlington Food Bank Community Gardens – For the past four years, Community Garden Coordinator, Samantha Le Grand and a network of approximately 75 volunteers have dedicated their time to growing fresh produce that is shared through the Burlington Food Bank. In teaching the community about gardening and eco-friendly food practices, the gardens are also helping others to build important food literacy skills that support food security and mental and physical health.

 

  • Victoria Guzik – Since 2019, Victoria has supported new mothers in Burlington to help them with the challenges of isolation and uncertainty that can be felt in the early stages of motherhood. Victoria organizes inclusive and supportive networks that provide a safe space for new moms to share experiences, seek advice, and form lasting friendships. Her efforts help new mothers in the community connect, empower one another, and celebrate their journeys.

 

  • Meals of Hope – Led by Pat Gilmore and Nancy McKenzie, the Meals of Hope program at Port Nelson United Church prepares, cooks and distributes hot meals and sandwiches for between 300 and 500 people every week. The program began in COVID to assist those in need. Since 2020, Meals of Hope and its team of 50 volunteers have continued to cook meals to meet the needs of the community.

 

  • The Pink Project – Started by university students Iman Nemar and Olivia Netto, the Pink Project provides free feminine hygiene products in public washrooms throughout Halton Region. The Pink Project believes period products should be available to all those who need them, and conversation surrounding menstruation should never be an embarrassment nor something we hide. Their work is helping to shed light on issues that are often overlooked when it comes to periods and menstrual health, not just in Burlington but around the world.

 

  • The Price Family – For the last four years, Al, Tina and Ty Price have worked to champion local music and build a sense of community in their Appollo Road neighbourhood with the Live at the Apollo driveway concert series. What started during COVID as a way to support local musicians and the community during lockdown has continued to grow. Each summer, the Price family organizes the Live at the Apollo concert every second Friday. All proceeds from the event go to the musicians who volunteer their talents and time.

 

  • Rotary Club of Burlington Lakeshore (Ribfest) – For over 25 years, the annual Ribfest event at Spencer Smith Park has helped to raise more than five million dollars to support local Burlington charities. Hundreds of volunteers from Rotary Club of Burlington Lakeshore dedicate their time every Labour Day weekend to coordinate the event. It is one of Canada’s largest ribfest events.

Burlington Transit Service Changes

Starting Nov. 3, 2024, Burlington Transit is changing some bus schedules and will have six routes that run every 15 minutes or less during weekdays. To see a full list of the schedule changes, visit November 2024 Service Updates.

Windrow Clearing Program

Last year, Burlington Council approved the implementation of windrow clearing program enhancements to help better support residents during inclement weather. This includes increasing the number of available spots in the program from 200 to 1,000 driveways. In addition, service boundaries have been expanded to include all areas of the city.

 

As part of the City’s windrow program, crews will clear windrows within 36-hours of snowfall stopping and within 12-hours of residential road plowing. The windrow program runs between December 1 and March 31 every year.

 

Registration for all residents is open from October 15 to November 9. There are a total of 1,000 available spots in the program, city-wide. The cost to register is 125 + HST per driveway.

Energy Efficient and Climate Resilient Homes Webinar Series

The City of Burlington is hosting a free three-part webinar series in November on Energy Efficient and Climate Resilient Homes with sessions on heat pumps, stormwater management, and solar panels.

 

In this free, three-part webinar series, you will hear from industry experts about technologies both new and tried-and-true including air-source heat pumps, solar arrays, and permeable pavements, and more! This webinar series is hosted by the City of Burlington in partnership with BurlingtonGreen, with presentations from Conservation Halton, The Atmospheric Fund, Guelph Solar and Rechargeables.

 

Session 1: Heat Pump Retrofits and Results

Heat Pumps are the new poster child for home energy efficiency, but how do they work, what are the benefits, and how do you go about getting one? Join Keith as he answers these questions and shares the process and lessons learned from installing a heat pump in his own house.

Recreational Fee Assistance

Recreation Fee Assistance funding is available to support individuals and families by reducing financial barriers to participation in recreation programs offered by the City of Burlington.

 

To qualify for recreation fee assistance, applicants must:

       Be a resident of Burlington and provide proof of residency, such as

o  a driver's license,

o  Ontario photo ID card,

o  utility bill, property tax bill

o  or tenant agreement

 

       Have a total net individual or combined family income below the low-income cut off (LICO) plus 25 percent. and provide current official documentation that shows combined family income, such as;

o  Notice of Assessment T451 form for from all adult family members,

o  Canada Child Tax Benefit Notice,

o  Ontario Works

o  or proof of an Ontario Disability Support Program

 

       Or, be a refugee within your first year of settlement and provide proof of permanent residency and Burlington residency.

 

       Ukrainian newcomers and visitors with federal documentation also are eligible to apply for Recreation Fee Assistance funding. Please call 905-335-7738, ext. 8501 to leave a voice mail, or email Fee Assistance to start the application process

 

       Non-profit community organizations focused on social services may also apply for fee assistance on behalf of their participants, for example a local women's shelter seeking swim passes for residents.

 

An online eligibility calculator is available on the website. The calculator will help determine whether a family is eligible to apply for the fee assistance.

Neighbourhood Rink Program Application

Neighbourhood rinks are open to all community members to skate for free, a great way for residents to get out of the house, get active, and socialize in the community. It’s the best time to bundle up, get outside and get moving.

 

The application to organize the Neighbourhood Rink is open now and closing on Nov. 20, 2024.

 

The City will work and support the neighbourhood rink by:

  • Providing, installing, and levelling of 6” high rink boards
  • Providing a tarp, picnic table and hoses
  • Providing training, including tips on ice maintenance which are also available on the website

Neighbourhood Community Matching Fund

Is back to encourage Burlington residents to champion small projects in their neighbourhoods. Up to $10,000 in funding is available to support community projects when matched with an equivalent contribution.


Applications for 2025 funding is now available until February 28, 2025. Successful applicants will be notified April 2025.

 

The program funds have been created to support projects that:

  • Enhance playability, walkability, and connectivity within neighbourhoods
  • Improve parks, playgrounds or green areas
  • Advance arts and culture in the community
  • Promote and encourage beautification, cleanliness and naturalization
  • Create places for community to gather (bumping places)
  • Improve safety
  • Active Transportation

This year's Santa Claus Parade takes place on Sunday, Dec. 1st and volunteers are needed for a variety of roles, including:

3. Float Carriers (must be 18 years of age or older)

On Friday, November 29 the businesses of Burlington Downtown invite you to enjoy a FREE night of all things cheery, local and bright to help welcome the winter season. Starting at Civic Square, we encourage visitors and residents alike to join our community for the lighting of the Tree of Hope. From there, enjoy a self-led winter wonderland in Burlington Downtown.

Pre-building Approval Process on-line Tool

The MyFiles tool lets applicants check on the status of their pre-building approval application in real time. It allows them to follow along as their application goes through each step in the review process.

 

While applicants are still welcome to contact staff with questions, they can now login to this new portal to access information they may need about their application, if they prefer. MyFiles can be used by residents who have applied for Pre-Building Approval after April 24, 2023.

 

Once an account has been created, applicants can check the status of their files for applications related to:

  • decks,
  • accessory building or structure like a shed or gazebo,
  • renovations such as additions or
  • build a new house.

 

Process Updates

The process has been updated by separating the review of the Zoning Bylaw, Grading and Drainage Bylaw, and Tree Bylaw so that:

·   a Zoning Clearance Certificate is needed before applying for a Building Permit.

·   a Grading and Drainage Clearance Certificate is needed before a Building Permit can be issued.

a Tree Permit is needed before construction can begin.
