2026 City and Region Budget Update
As your Councillor, it is always my top priority to work hard to keep tax increases to a minimum for our residents and businesses, and I have always tried my very best to do this each budget year at the City and Region.
I would like to provide you with more timely information regarding the 2026 property tax increase, which will not be 10.4%, as you might have read from some sources. As you may know, the Region of Peel has released their 2026 budget and is proposing a property tax increase of approximately 4.48%, and the City’s preliminary forecast is around 3.38%.
I am still not happy with the Region and City proposed tax increases, and I will be working hard to find ways to bring those increases down during the budget process.
As you may know from my previous budget updates to the community, before the 2026 budget process began, I brought forward motions at Regional Council on July 10th and City Council on July 30th to direct Staff to find 2% budget savings for each City and Region department, to lower the tax impacts for residents and businesses in 2026. For the 2025 budget, I voted to support a motion to reduce the City infrastructure levy from 3% to 2% and brought forward several motions at the Region to try to decrease the Region and Peel Police budget. I voted against the 2025 Region budget as I could not support the proposed level of increase, which was 9.2%. In 2024, I proposed again to reduce the City infrastructure levy from 3% to 2% and voted against the 3% infrastructure levy in 2023.
As I have done each budget year, I will continue to propose specific budget reduction amendments when the 2026 City and Region budgets are presented to Council, to try to reduce the tax impact accordingly. I also strongly encourage you to participate in the City and Region budget process and provide your comments on the budget. Budget meetings at the City and Region have been scheduled as follows:

Automated Speed Enforcement Update
As you may know, the Government of Ontario has passed Bill 56, Building a More Competitive Economy Act, 2025, an omnibus bill that includes amendments to the Highway Traffic Act to ban the use of speed cameras throughout the province. The Bill requires all municipalities to discontinue the operation of its speed camera program, also known as Automated Speed Enforcement (ASE). As a result, the City of Mississauga is ending its speed camera program and the 22 cameras currently operating have been decommissioned as of Thursday, November 13 in accordance with the new legislation.
What this means for drivers
· All existing tickets are valid and must be paid or appealed by their due date. Pay or dispute a speeding ticket.
· Some speed cameras and speed camera signage may remain past November 13 but will not be operational.
· The City’s 201 Community Safety Zones will remain which allows for enhanced police enforcement by doubling certain fines like speeding. All school zones in Mississauga are designated as a Community Safety Zone.
The City continues to remain committed to road safety. The City will continue to rely on existing road safety programs to help reduce speeding including traffic calming measures like speed humps or raised crosswalks, designating Community Safety Zones, installing Slow Streets bollards and continuing the school crossing guard program.

Public Meeting: Twinning of Meadowvale North and Streetsville Transmission Mains
Peel Region is conducting a study to explore options for building new large water pipes (“transmission mains”) in Meadowvale North and Streetsville. These upgrades will allow greater volumes of water to be supplied to the growing population.
A Public Information Centre (PIC) will be held in person and will present the study’s problem/ opportunity statement, existing study area conditions, short-listed routes and ask for public input.
· Date and time: Thursday, December 4, 2025 from 5 p.m. to 7 p.m.
· Location: River Grove Community Centre - 5800 River Grove Ave, Mississauga, ON L5M 4R8

The two new transmission mains will run alongside already existing transmission mains as “twins”. The two transmission mains to be twinned are:
· Streetsville Transmission Main – from Herridge Pumping Station to Streetsville Reservoir
· Meadowvale North Transmission Main – from Streetsville Pumping Station to Meadowvale North Reservoir

I was very proud to receive the George Carlson Heritage Legacy Award, for my strong support and commitment to preserving and protecting heritage, from Heritage Mississauga at the 2025 The Credits awards event.

New Snow Clearing Services
The City’s winter maintenance crews are ready to keep everyone moving safely during the winter months. New this winter season, the City is implementing several new services to help get residents where they need to go and make travel safer for all road users.
New: residential driveway windrow clearing
A windrow is a pile of snow that gets pushed onto a driveway by a plow as it clears the street. Residents with single, shared and double driveways will get at least a three-metre space cleared in their driveway windrow. No application or registration is required. The City will not clear windrows for condominiums, commercial properties and homes on private roads.
New: citywide winter parking restrictions
To make snow clearing safer and more efficient, the City has introduced a penalty of $150 for those who park their vehicles on the road when the City is plowing and declares a Citywide Winter Parking Restriction. Vehicles parked on the road can prevent City crews from being able to clear roads and residential driveway windrows, making it difficult for emergency vehicles, public transit and residents to travel. Sign up to receive an email alert when a Citywide Winter Parking Restriction is in effect and temporary parking permits are suspended.

Anne Byard Recognized with Key to the City
I would like to congratulate longtime Ward 11 resident Anne Byard on being presented with a Key to the City by Mayor Parrish at a special recognition ceremony at City Hall on October 28th. Anne received this special recognition along with 11 other Mississauga residents who were recognized for their contributions and efforts in volunteerism, community involvement, engagement and dedication to positively impacting the health, safety and enrichment of the community and our city.
Anne has been a tireless and dedicated community volunteer for over two decades, volunteering with the Streetsville Historical Society, Bread and Honey Festival, Canadian Cancer Society, and Credit Valley Hospital. Anne has helped to preserve and protect the rich history of Streetsville through her dedicated work with the Streetsville Historical Society, creating an archival system for their archives; serving on the Executive; working with the SHS volunteers; and working to relocate the archives to the historic Leslie Log House. Thank you, Anne, for your amazing service to our community!

Responding to Illegal Short-Term Rentals
A short-term rental is considered a home, or part of a home, that is rented out for 30 consecutive days or less. To operate a short-term rental in Mississauga, you must comply with the City’s Short Term Rental Accommodation Licensing By-law. This includes:
· Having a City licence to operate a short-term rental, which requires passing mandatory inspections.
· Operating your short-term rental from the home where you live for most of the year.
· Ensuring your property and guests follow all City rules and by-laws like property standards, noise, nuisance gatherings, lighting, litter and debris, and parking.
Effective November 17, 2025, the penalties for violating the Short-Term Rental By-law will increase to a minimum of $500 and a maximum of $1,000 to better encourage compliance. The City is enhancing its education and enforcement efforts to better regulate short-term rentals, ensuring they operate in compliance with the City’s by-laws. These enhancements will help strengthen neighbourhoods, while protecting our city’s supply of long-term housing.
The City also continues to respond to complaints from neighbours about issues with property standards, noise, nuisance gatherings, litter, parking and more. To report an issue with a short-term rental in your neighbourhood, call 311.

City’s new Transit and Road Infrastructure Plan
Last month, Council endorsed the City’s first-ever Transit and Road Infrastructure Plan (TRIP).
The plan will guide the City’s actions, policies and investment in Mississauga’s transit and road network over the next 20 years.
Long-term transit network recommendations
The long-term transit network will help grow future transit ridership while providing connections to rapid transit projects currently under construction within the city, as well as to regional transit systems (such as GO Transit) and regional destinations. The recommended transit infrastructure will help reduce transit delays, improve travel time and service reliability.
Long-term road network recommendations
Roads are necessary for connecting to new development areas, crossing major barriers and moving goods around the city. Building new roads or improving existing roads can also help expand connectivity for transit, walking and cycling. Most road improvements in the plan are intended to accommodate transit priority projects.

Project Winner Update
Officers from the 22 Division Community Intervention and Response Team (CIRT) have arrested and charged an adult male after conducting search warrants that led to the seizure of over $1 million of illicit drugs and a loaded illegal handgun.
Project Winner commenced in September 2025 after information was received through a community partnership about a suspected drug trafficking operation within the Region of Peel. Investigators identified the accused, a Toronto resident, who was observed conducting multiple drug transactions across the region.
On Oct. 31, 2025, police executed search warrants at multiple addresses in the City of Toronto. The searches resulted in the seizure of over $1 million of illicit drugs and a loaded illegal handgun. The accused has been charged with several Criminal Code offences.
The Community Intervention and Response Team reflects the commitment to strengthening the frontline and increasing officer presence. This enhanced presence enabled officers to make this arrest and remove dangerous drugs and a firearm before they could cause harm. As of Oct. 31, CIRT has made more than 1,000 arrests, laid over 2,000 charges, and recovered approximately $2.5 million in property and cash this year.
