Leadership and Management: Stronger Leadership, Smarter Incentives Boost Morale of Winter Crews


The City of Overland Park, Kansas (OP) needs between 150 and 200 employees to accomplish its snow removal mission. The Maintenance Division of Public Works has 93 full-time positions; however, in the years following the COVID-19 pandemic, about 20 of those positions were consistently vacant. OP was facing winter seasons where having a few plow trucks parked during each snowstorm was extremely likely. The effect on morale city-wide was palpable.

The Snow Program’s leadership team recognized the need to change the overall mindset of snow responders (especially those who are not employed in the Maintenance Division of Public Works) from the perspective of “I am forced to participate in your program,” to “We are all a part of the city’s program.” The first objective in the process looked at potential changes to operational elements such as shift timing and structure. The second objective was to recognize and reward employees who are dedicated to and proud to be part of the mission. The third objective was to boost morale through targeted messaging that celebrates the snow responders and their service commitment.

Project Management Recipes for Success offers valuable leadership insights that apply directly to public works and municipal management. The book highlights the importance of listening to employees, working effectively with unions, resolving conflicts rather than compromising, and helping staff see value in their work. It also provides useful guidance on motivating employees, improving interview skills, and connecting with the community.


I found this book very informative and eye-opening to different workplace scenarios. With contributions from experienced public works leaders and city managers, it offers relatable, real-world lessons. I highly recommend it to other TLP cohort members looking to strengthen their leadership and project management skills.
