Third Ward Update

Important Announcements

November CAPS

Greetings!

Hearings are well under way on the City's FY2026 Budget. Upon its initial release, I issued the following statement. And during my ongoing review of the ordinance, and after informative discussions with my colleagues, I've identified the following key priorities for the final legislation. These include:

  • Removal of the Head Tax, which will hurt not only our recovering business community, but suppress employment
  • Reducing the TIF Sweep so that we can fully invest in our underserved communities
  • Full funding for violence prevention programs which have succeeded in reducing crime in Chicago
  • Expanding youth job opportunities to give kids the ability to earn money and learn useful life skills
  • End to borrowing for current operational expenses, a practice which helped to put the City into the financial difficulties we face today
  • A hearing on the Ernst & Young report already commissioned by the City that contains independent cost cutting and revenue options we should consider

Departmental hearings have been instructive, and as they continue, I'll be able to better advocate on behalf of my residents regarding key priorities for each department and for the City as a whole. While what I've outlined above are my priorities, they are not guaranteed to be included. The final ordinance must take into account the differing views of all 50 aldermen, the administration, and key stakeholders, who all have their own individual priorities for the budget.

If you would like more information about the FY26 Budget, please click here. A link to the livestream of the hearings can be found on the Chicago Clerk's website at www.chicityclerk.com.

The 3rd Ward Public Service Office staff and I can be reached by phone at 773-373-9273 or via email at Ward03@cityofchicago.org. Thank you for reading this newsletter. Please share it with a neighbor or friend.

Sincerely,

Pat Dowell

Alderman, 3rd Ward

Third Ward Update

SNAP Benefits At Risk

Due to the Federal Government shutdown, Supplemental Nutrition Assistance Program (SNAP) benefits are at risk of termination as of November 1st. These benefits provide food security for millions of Americans. To protect residents and families, the City of Chicago and its partners have gathered resources to support those affected by the loss of SNAP benefits.

Chicagoans seeking food assistance should start by calling 2-1-1, texting their zip code to 898-211, or visiting 211metrochicago.org. The State of Illinois has compiled a list of resources available at snapfederalimpact.illinois.gov. The Greater Chicago Food Depository maintains an up-to-date directory of food pantries at www.chicagosfoodbank.org/find-food-2/. The We Got You Illinois website has a comprehensive list of food pantries, meal programs, and food distribution partners, including hours and locations, throughout Chicago and Cook County. The Healthy Kids Hotline at (773) 553-KIDS (5437) can assist families in finding food options in Chicago. And the Illinois Retail Merchants Association has compiled resources for both retailers and SNAP recipients to help navigate this situation at irma.org/snap.

For seniors who are frail and/or homebound the City runs the Seniors Home Delivered Meals (HDM) program. Participating seniors receive hot ready-to-eat meals or pre-prepared frozen meals depending on their need. Seniors in need of this program can call the City of Chicago Senior Services Information and Assistance hotline at 312-744-4016 (M-F 9am-5pm).

For children, the City's early childhood education programs provide healthy nutritious meals and snacks to enrolled children age 0 through 5 during program hours.

The City also provides funding to the Greater Chicago Food Depository to support their food pantry network, supplies the City's network of homeless and DV shelters with fresh produce, and makes holiday meals available for families in need through its Community Service Centers. In addition, Governor Pritzker signed an Executive Order to provide an additional $20 million in funding to support programs that feed hungry families. For the latest information on SNAP benefits, please click here.

State Senator Mattie Hunter (3rd) and State Representatives Kim DuBuclet (5th) and Sonya Harper (6th) are hosting a virtual Snap Benefits Town Hall meeting on Tuesday, November 4th at 5:30 pm. To register for the event, click here.

Please note, SNAP recipients will still be able to use any remaining benefits they may have left from October into November. Food assistance received through the Women, Infants & Children (WIC) program will not be impacted.

Finally, please be aware that SNAP Rules are changing effective December 1, 2025. Although the November disruption to SNAP is due to the government shut-down, new SNAP eligibility and work requirements go into effect on December 1, 2025. For more information about the new requirements and flyers in multiple languages see: snapfederalimpact.illinois.gov.

Alderman Dowell Joins Tens of Thousands at Hands Off Chicago Protest

Alderman Dowell participated in the incredible display of resistance and community that was the Hands Off Chicago protest on October 18th. This nationwide day of action brought thousands of impassioned residents to Chicago's Grant Park to show that together, Chicago will stand up for the rights of all against the destructive policies pushed by Washington.

Inspiring speeches by Governor JB Pritzker and Mayor Brandon Johnson were followed by a peaceful march through Chicago's Loop, demonstrating Chicago's enduring commitment to love, equity, tolerance, and justice. Thank you to the organizers for this impactful event. And a huge thank you to the Chicago Police Department for keeping everyone safe, the residents who participated in the protest, and the members of the nearby South Loop community whose Saturday was impacted by the protest. Let's keep this momentum going and our City strong!

3rd/4th/5th Ward Job and Housing Resource Fair Assists Neighborhood Residents

In partnership with hosts Aldermen Lamont Robinson (4th) and Desmon Yancy (5th), Alderman Dowell welcomed numerous residents to the annual Job and Housing Resource Fair on October 11th. Thank you to neighborhood providers Coalition for the Homeless, CIC, Cook County Assessor, DFSS, IDHA, Law Center for Better Housing, CTA, ComEd, Chicago Fire Department, CHA, E&ES, People's Gas, Black Fire Brigade, Illinois Tollway, and the Cook County Sheriff, for attending the event, and offering employment opportunities and housing information to participants. Special thank you to the 3rd Ward staff who ensured the event ran smoothly. Accessing these services is more important now than ever! If you missed the event and would like help with employment or housing resources, please reach out to Alderman Dowell's 3rd Ward Public Service Office at Ward03@cityofchicago.org or at 773-373-9273.

Alderman Dowell Hosts DWM for Virtual Community Meeting to Discuss 43rd St. Water Project

In November, the Department of Water Management (DWM) will undertake a major Infrastructure improvement project along 43rd Street between Cottage Grove Ave. and Prairie Ave. spanning both the 3rd and 4th Wards. This $5.1 million project includes the replacement of an aging water main built in 1905 and all lead service lines serving property owners along the corridor. To prepare residents and businesses for the project, Alderman Dowell hosted a virtual community meeting where DWM provided construction details and answered questions from the community. Please click here for a copy of the community meeting video.

3rd Ward Offers Free Shred-a-Thon for Neighborhood Residents

The 3rd Ward Public Service Office hosted a (rainy!) paper shredding event on October 15th. Thank you to Midway Moving and Storage for their ongoing support, and all of the 3rd Ward Public Service Office staff for assisting with the event. Proper disposal of sensitive documents is important for protecting oneself from crimes like identity theft and fraud. Residents who may have missed this event can find a full list of shredding events provided by Midway Moving and Storage at midwaymoving.com/shred-a-thons/#Shredathon.

Alderman Dowell Visits Community-Wide Fall Events

During the October 31st weekend, Alderman Dowell participated in numerous community-focused events, starting with a food giveaway organized by Alderwoman Stephanie Coleman (16th), Congressman Raja Krishnamoorthi, and businessman Larry Huggins. Aldermen David Moore (17th) and Pat Dowell (3rd) were also on hand to welcome the residents of Englewood. These types of neighborhood giveaways are of critical importance as residents feel the impact of cuts from Washington. To find or participate in a food assistance program near you, visit We Got You Illinois.

Next Alderman Dowell participated in the annual Fall Clean and Green organized by the parents of South Loop Elementary School. That afternoon was also the grand opening of Brûlée Chicago at 2036 S. Michigan, an inspired vision of Chef Emani Roberts who offers creative breakfast and brunch faire. Finally, the day ended with the dedication of a plaque of the landmarked Rees house which was moved from its original site on the 2100 block of Prairie in 2014 to a nearby parcel to make way for Wintrust Arena.

Bronzeville Summer Nights Wraps Up for the 2025 Season

On October 11th, 47th Street hosted the final weekend of Bronzeville Summer Nights for 2025. Thank you to the longstanding work of Rhonda McFarland and the staff of the Quad Communities Development Corporation (QCDC). For 13 years, QCDC has brought joy and vibrancy to many of Bronzeville's business corridors, and provided entrepreneurs and businesses such as Ka’Lab, A Lotta Good Stuff, Bronzeville Soul, Shawn Michelle’s Homemade Ice Cream and others with opportunities to showcase their products and services. Here is to a great 2025 and an even more exiting 2026!

Phillips High School Jumps Two Levels in Latest ISBE Report Card

Wendell Phillips High School (244 E. Pershing Rd.), once one of the lowest designated schools in the state by the Illinois State Board of Education (ISBE), has risen two levels in ISBE's latest report card! Congratulations to the administration, students, teachers, and families of the Phillips community on this remarkable achievement. And a particular thank you and acknowledgement to Principal Rashad Talley for his tireless work to raise the educational bar of Phillips High School. On the five level ISBE scale, Phillips moved from the lowest level, "Intensive" - schools that remain in the lowest 5% in the state after extra support, to "Targeted" - where overall performance is solid, but with one or more student groups needing focused support.

This tremendous academic growth builds upon Phillips' already strong athletic performance, which includes recent State Football Championships in 2015 and 2017, and a State Championship in Basketball in 2024. Here is to the future of Phillips and their continued progress!

Alderman Dowell Welcomes DixiePura Kitchen to the 3rd Ward

Alderman Dowell joined the celebration for the opening of a new restaurant in Bronzeville called DixiePura Kitchen, also known as DPK, located at 325 E. Pershing Rd. Thank you to Chef Chloe Gould for her investment in the community. DixiePura Kitchen is an American Southern Southeast Asian restaurant where tradition is artfully translated as the hearty soul of American Southern cuisine mingles beautifully with the bright, aromatic spices and traditions of Southeast Asia. Learn more and see the menu at dixiepura.com.

First Church of Deliverance Receives $500,000 Architectural Grant

The historic First Church of Deliverance (4315 s. Wabash Ave.) received a $500,000 matching grant from the National Fund for Sacred Places to restore the church's stained glass windows and exterior twin towers. This grant is in addition to the $150,000 the church received in July from the National Fund to assist with facade restoration.

The First Church of Deliverance was constructed in 1939 in the streamline Art Moderne style by Walter T. Bailey, the first licensed Black architect in Illinois. The new funding will build upon the restoration effort that began in 2019 when Alderman Dowell helped the church secure a $228,000 grant from the City's Adopt-a-Landmark fund to help restore the facade and oak front doors.
