Mayor Burton Tables 2024 Budget

Following many weeks of public input and staff presentations, Oakville Mayor Rob Burton presented the Proposed 2024 Budget with a 4.38 per cent tax increase to create environmental, social and economic sustainability.

The Mayor’s proposed budget, which was tabled at the November 20 Council meeting, put forward a 4.38 per cent tax increase, which is below the increase recommended by the Budget Committee and is expected to be the lowest increase when compared to neighbouring municipal budget discussions that are underway.

A 4.38 per cent tax increase, if adopted by Council, would see residential property taxes increase by $33.30 per $100,000 of assessment, meaning that the owner of a home assessed at $800,000 would pay an additional $266.40 per year or $5.12 per week.

The proposed budget is available for public feedback. Input can be provided by delegating at the Special Council meeting on November 28 by emailing [email protected] by noon on that day. Public feedback can also be provided by emailing [email protected], the respective Councillors or the town at [email protected] before December 20. A Special Council meeting will be held on December 20 for Council to consider any amendments to the budget.

Key investments

The town’s proposed 2024 Operating Budget supports the delivery of a wide range of programs and services, including maintenance of roads and community facilities, fire services, transit, parks and trails, recreation and culture, seniors services, libraries, and others. The proposed 2024 Capital Budget supports infrastructure renewal, growth, and program initiatives. Some of the draft capital projects include: 

• $22.8 million for new parks, parkettes and trails, and to rehabilitate and renew existing parks 
• $21.5 million for parkland acquisition for future park development
• $18.9 million for transit electric vehicles and charging infrastructure
• $14.1 million for construction of the permanent Fire Station 9 in North Oakville
• $9.0 million for the road resurfacing and preservation program
• $6.2 million for traffic management, traffic signal program, traffic calming and road safety program to promote safe travel and pedestrian safety on town roads
• $5.4 million for Downtown Cultural Hub
• $5.1 million for land for the design and construction of a snow storage facility
• $5.0 million for land purchase for a future Trafalgar corridor north library

Background

• As a result of Bill 3, Strong Mayors, Building Homes Act, 2022, the town’s budget process and timeline have changed from previous years. The new process assigns duties and powers to the Mayor to propose and adopt the town’s budget. Refer to the budget decision flowchart for more information. 
• On October 17, 2023, staff’s initial draft budget recommended a 4.28 per cent increase to overall property taxes, including regional and education services
• Based on Halton Regional Police budget’s significant increase of 9.5 per cent, Oakville’s overall property tax increase was updated to be estimated at 4.8 per cent.
• On November 2, Budget Committee recommended to the Mayor that the tax increase not exceed 4.5 per cent

Region Pauses Vacant Homes Tax

In a recent session, the Halton Regional Council deliberated on the implementation of a Vacant Homes Tax, resulting in a motion to pause the initiative. Regional council voted 12-7 in favor of pausing the Vacant Homes Tax, considering potential high costs and limited revenue generation, coupled with existing measures addressing housing concerns.

Final Recommendations:

1. Pause Implementation: The council recommends pausing work on designing and implementing a Vacant Homes Tax in Halton Region.
2. Letter to the Province: The Regional Chair will write a letter to the Province, urging the establishment of a framework and policy for a Vacant Homes Tax.
3. Provincial Framework Report: Staff will report back to Regional Council once the related Provincial framework is released or as part of the April 2024 Tax Policy report, whichever occurs first.

Public Consultations on Fireworks

In a recent council meeting, Oakville took a step toward shaping its future stance on fireworks with a majority decision motion to proceed with public consultation on the sale and discharge of these celebratory displays.

The Motion and Its Implications

During the council meeting, a motion was introduced to kickstart the process of public consultation regarding the sale and discharge of fireworks within Oakville. The initiative seeks to gather diverse perspectives from residents, local businesses, and stakeholders to inform future decisions.

Council members expressed the importance of involving the community in such decisions that touch upon traditions, safety, and environmental considerations. The goal is to strike a balance that aligns with Oakville's values and priorities.

What's Next?

The approved motion outlines a timeline that involves extensive public engagement in the coming months. Residents and interested parties will have the opportunity to share their views, concerns, and suggestions regarding the use of fireworks in Oakville.

Staff Report Due in Fall 2024

As part of the motion, staff will compile the insights gathered during the public consultations and present a comprehensive report to the council in the Fall of 2024. This report will serve as a culmination of the community's input and will aid council members in making informed decisions regarding the sale and discharge of fireworks in Oakville.

Oakville's future just got a lot more exciting with the launch of the Transportation Master Plan (TMP) update. This comprehensive blueprint sets the stage for transformative transportation improvements, promoting a more walkable, cyclable, and transit-friendly community.

A TMP is more than just a roadmap; it's a visionary document that outlines Oakville's transportation goals for the long term. It encompasses policies, programs, guidelines, and infrastructure enhancements, fostering safe, convenient, and efficient mobility for both people and goods.

Oakville's 2018 TMP prioritizes all modes of transportation, emphasizing public transit, walking, cycling, and ride-sharing. It strategically integrates roadway improvements, ensuring a holistic approach to community mobility.

Public Information Session - December 7

Join the first public information session on December 7 from 6 to 8 p.m. at Town Hall, 1225 Trafalgar Road. The presentation, commencing at 6:30 p.m., will also be live-streamed on the town’s YouTube channel. Additional information centres will be scheduled throughout the study.

2. Walking in a Winter Wonderland:

• Experience the splendor of a Victorian Christmas at the Erchless Estate, adorned with festive decorations starting December 1. Guided tours are available Tuesday to Sunday from 1 to 4 p.m., with general admission by donation.

3. Window Dressing:

• Marvel at the Oakville Museum's front window display featuring Hollywood icons like Joan Crawford and Ava Gardner dressed in their most elegant and festive attire. Draw inspiration for your holiday outfit from the glamorous costumes and accessories showcased from the museum's artifact collection.

4. Heritage Christmas Tour:

• Date: Sunday, December 16
• Time: 1:30 to 2:30 p.m. or 3 to 4 p.m.
• Immerse yourself in the festive spirit with a special Christmas tour of the elegant Erchless Estate, including a featured historical exhibit. Pre-registration is required to join this guided tour.

As pre-registration is necessary for certain events, interested participants are encouraged to sign up promptly to ensure they don't miss out on the festive fun. Unfortunately, the Visit with Santa and Craft and Tour programs are already at full capacity.
