6. Discussion and Possible Action on Recommendation on Ordinance 17-17: Amending Chapter 23 Establishing the Type of Resolutions that may be considered by the Council
DRAFT ORDINANCE NO. 17-17 CITY OF HUDSON
WHEREAS, in the last several months, the Common Council has received several resolutions that are not required by statute, ordinance, regulation, or rule for administering or conducting statutorily authorized or required city operations or city functions.
WHEREAS, there are many avenues and forums, other than the Common Council, for discussing and addressing the issues raised by these resolutions;
NOW THEREFORE, the Common Council hereby ordains that Chapter 23 of the Code of the City of Hudson shall be amended to add Section 23-19 as follows:
1. The Hudson Common Council will not consider or put any resolutions on the Council agenda except resolutions that are required under state or federal statute, regulation, local ordinance, regulation or rule, for administering, implementing, or carrying out city functions and operations authorized or required under Wisconsin law. Examples of such resolutions that are required by law for conducting city functions or operations include, but are not be limited to, resolutions relating to: special assessment proceedings, proceedings relating to issuing bonds, promissory notes, or other form of municipal borrowing, establishing permit or license fees, tax increment financing, rejection of bids and performing work directly by the city under Wis. Stat. 62.15 (5).
2. Resolutions not fitting within the parameters of Paragraph 1 may be put on the Council agenda only upon a unanimous vote of all the Council members in favor of putting the resolution on the Council agenda. ADOPTED BY THE COMMON COUNCIL OF THE CITY OF HUDSON, WISCONSIN, this _____ day of ______________________, 2017. (signatories)

Their blood has washed out their foul footsteps' pollution.
No refuge could save the hireling and slave
From the terror of flight, or the gloom of the grave:
And the star-spangled banner in triumph doth wave,
O'er the land of the free and the home of the brave.

O thus be it ever, when freemen shall stand
Between their loved homes and the war's desolation.
Blest with vict'ry and peace, may the Heav'n rescued land
Praise the Power that hath made and preserved us a nation!
Then conquer we must, when our cause it is just,
And this be our motto: ' In God is our trust .'
