CALSTART announces the launch of Communities in Charge providing $30M in incentives for schools, health care centers, local businesses and communities.

- Application window for Level 1 EV charging rebates will open on October 7th, 2025
- Last day to apply for either a Level 1 or Level 2 EV charging rebate is January 9th, 2026

CARB Sues Truck OEMs
CARB has files suite against Daimler, Volvo, PACCAR, and Navistar, charging them with breach of contract. The major truck OEMs signed an MOU with CARB, the “Clean Truck Partnership,” agreeing to abide by the ACF and Omnibus regulations no matter what the changes might be made to federal standards. CARB states that these OEMs have stated that they do not intend to comply.

GM “Eyes-Off” Driving
GM plans to introduce a higher level of autonomous driving starting with the 2028 Cadillac Escalade IQ. GM says they have driven over 700 million hands-free miles using the GM “Super Cruise” system without an accident attributable to the hands-free system.

The 2025 Neiman Marcus Fantasy Gift catalog features a 75% scale fully drivable EV replica of Ettore Bugatti’s 1924 Grand Prix. With a leather interior, solid silver hood ornament and a custom plaque with the buyer’s name, this will be a limited-edition vehicle with only 500 units built.

Court Blocks CARB from Enforcing the Clean Truck Partnership
Federal judge Dena Coggins in the Eastern District of California has issued a temporary injunction preventing CARB from enforcing the Clean Truck Partnership, an agreement that several major heavy-duty truck OEMs entered into in which that agreed to move forward with ZEV implementation on CARBs original schedule, even if legislation overturned their ability to implement ZEV regulations.

EV Sales
US EV sales set a record of 438,487 in Q3 of 1015, making EV sales 10.5 percent of all vehicle sales in the quarter. EV sales are projected to drop by 43% in Q4 due to the termination of tax credits. The top 10 EV models sold in Q3 were:
