County Declares Emergency Over CalFresh Funding Disruption Due to Federal Shutdown

The Board of Supervisors has proclaimed a local emergency due to the federal government shutdown disrupting CalFresh funding which threatens the food security of 107,020 individuals in Contra Costa County. More than half of the County’s CalFresh recipients (58,861) are children and older adults. CalFresh, known federally as the Supplemental Nutrition Food Assistance Program (SNAP), provides critical food assistance to households and County residents.

The Board unanimously approved to allocate up to $21,000,000 from the General Fund to purchase debit cards for distribution to CalFresh eligible households for the month of November, and authorize the Employment & Human Services Department (EHSD) to 1) execute a contract amendment to purchase and distribute the debit cards so CalFresh-eligible households can purchase food, and 2) activate and deploy its staff as disaster workers to support the distribution at the department’s busiest locations.

The County issued debit cards are scheduled to be distributed starting Monday. However, if the State and Federal government reach a funding solution, and CalFresh recipients begin receiving allocations on their Electronic Benefit Transfer (EBT) cards before then, the County will not be providing the debit cards.

If you are not a CalFresh recipient, and are in need of food resources, you can search by city or zip code to locate food distribution sites on the Food Bank of Contra Costa & Solano’s Find Food in my City. You may also call (855) 309-FOOD (3663).

Morning with San Ramon Mayor

Mark Armstrong

At Mayor Armstrong’s monthly San Ramon Mayor’s Breakfast, Supervisor Andersen shared updates on key County priorities and initiatives. Topics included food insecurity benefits available to San Ramon residents, enhancements planned for the Iron Horse Trail, and ongoing local emergency preparedness efforts.

Supervisor Andersen also highlighted recent collaborative work between the County and the City on public safety, transportation improvements, and community wellness programs. The breakfast provided an opportunity for local leaders, community partners, and residents to engage directly on issues that matter most to the San Ramon Valley.

Celebrating Orinda’s Citizen of the Year

The Orinda Foundation named Maggie Boscoe as its 2025 Citizen of the Year, recognizing her decades of dedication to public art and arts education. Maggie is celebrated for her work bringing color and creativity to the community, including her iconic painted utility boxes, and for inspiring future generations through her contributions to arts education. Supervisor Andersen was happy to attend the dinner honoring Maggie, and present her with a Proclamation for her outstanding service to the Orinda community.

Named Volunteer of the Year was Carlos Baltodano, honored for his tireless commitment to community service and his hands-on involvement in local improvement projects. Carlos is appreciated for his leadership, generosity, and willingness to step up wherever help is needed, from organizing neighborhood cleanups, to supporting city events and community programs. His positive spirit and dedication have made a lasting impact on Orinda and those around him.

Support the Food Bank of Contra Costa and Solano

The Food Bank of Contra Costa and Solano has an urgent need for your support today. With the Federal Government shut down, CalFresh/SNAP benefits are delayed for the month of November. Tens of thousands of people rely on SNAP to help cover their grocery bills every month. Every $1.00 donated provides two meals. If you are able, please consider donating to the Food Bank to help our neighbors fill the gap. If you would like to volunteer at the Food Bank, volunteer shifts are available during the day, in the evenings and on Saturdays.

If you need food now, visit the Food Bank's interactive Find Food Map.

White Pony Express Launches Countywide Food Drive

Amid CalFresh Suspension

White Pony Express (WPE) announced a large-scale county wide food drive running through November 30, 2025, to support neighbors affected by the suspension of CalFresh (food stamp) beneHits beginning November 1.

As federal food assistance beneHits are delayed during the ongoing government shutdown, WPE is already seeing longer lines at food distribution sites across Contra Costa County. Many of their nonprofit food recipient partners have already reached out requesting more food and more frequent deliveries. The organization anticipates the majority of the nonprofits they serve will need more food and resources, especially with the holidays approaching.

Scouting America Launches Annual “Scouting for Food” Drive

As November’s season of giving begins, Scouting America, formerly the Boy Scouts of America, is once again rallying the community for its annual Scouting for Food drive. Now in its 37th year, the effort stands as the nation’s largest single-day food collection campaign, providing vital support to families in need.

As Scout leader, San Ramon Planning Commissioner, and Central Contra Costa Sanitary District Member Jean Kuznik recently suggested, “Think about how much money you spent on candy to give away at Halloween. Spend just as much on non-perishable food to share with those who are in need during the Scouting for Food Drive.”

On Saturday, November 15th, Scouts across the Greater Bay Area will collect non-perishable food donations left curbside by 9 AM, following door hanger reminders distributed the week before. All items will go to local food banks and pantries, while monetary donations, thanks to bulk purchasing power, can stretch even further to fight hunger.

Last year, Golden Gate Area Council Scouts collected nearly 300,000 pounds of food. This year, they’re aiming even higher, proving once again that small acts of kindness can make a big difference in the community.
